This paper analyses the interaction between neoliberal inspired reforms of public services and the mechanisms for achieving public accountability. Where once accountability was exercised through the ballot box, now in the neoliberal age managerial and market based forms of accountability predominate. The analysis identifies resistance from civil society campaigns to the neoliberal restructuring of public services which leads to public accountability (PA) becoming a contested arena. To develop this analysis a re-theorisation of PA, as a relationship where civil society seeks to control the state, is explored in the context of social housing in England over the past thirty years. Central to this analysis is a dialogical analysis of key documents from a social housing regulator and civil society campaign. The analysis shows that the current PA practices are an outcome of both reforms from the government and resistance from civil society (in the shape of tenants’ campaigns). The outcome of which is to tell the story of the changes in PA (and accountability) centring on an analysis of discourse. Thus, the paper moves towards answering the question – what has happened to PA during the neoliberal age?  相似文献

Abstract

In this paper, we examine the extent to which personality characteristics influence employees’ psychological connection to their work beyond that predicted by job context factors. More specifically, using Job Demands-Resources theory, we examined the influence of HEXACO personality facets, self-efficacy, and job resources on engagement, affective commitment and turnover intention. We used structural equation modelling on data collected from 623 participants working in a variety of organizational settings to test a proposed and a re-specified model. The results showed that both job resources and individual differences factors had direct and indirect effects on engagement, affective commitment and turnover intention. The personality facet liveliness was positively associated with engagement; sentimentality was positively associated with affective commitment; and social boldness, diligence and sentimentality were positively associated with self-efficacy. The model explained 69% of the variance in engagement, 60% of the variance in affective commitment and 33% of the variance in turnover intention. Despite the stronger influence of job resources, the results suggest that both individual factors and job context factors influence employees’ psychological attachment to their work. Practical implications in terms of selection, engagement and organizational development interventions, and further research opportunities are identified.  相似文献

The current debate as to whether the natural environment should be accorded stakeholder status involves an assumption that it is in some way 'different' from other stakeholders, requiring favourable discriminatory treatment. Essentially it is regarded as passive, requiring regulatory agencies to represent its interests or the wider public to demand its protection on the occasion of, for example, oil spills that leave wildlife in a visibly distressed state. But the natural environment does not have 'consciousness' as do traditional classes of stakeholders such as employees, shareholders and contractors, nor does it negotiate in markets over the price at which it sells its output in the way that a trader haggles with potential buyers. This paper proposes that in the context of financial markets the natural environment possesses stakeholder status, founded upon the essentiality of ecosystem stability for their proper functioning and the structuring of instruments traded on them.  相似文献
