随着区域经济一体化的迅速发展，中小企业在东北亚区域经济合作中正发挥着日益重要的作用。     

在存贷缺口中寻求盈利空间

盈利能力是指一个企业获取利润的能力。对于商业银行来说，其盈利能力不仅体现各自的竞争力水平高低，更是其获得发展的重要基础。近年来，我国银行业的存差持续增大以及受国家宏观调控政策影响，商业银行以存贷利差为主要利润来源的传统增长方式左支右绌，传统盈利模式及盈利能力受到挑战。因此，转变经营理念，提升盈利能力与竞争力已成为我国商业银行所面临的诸多困难中最关键的问题之一。     

江北:破解医疗卫生难题

今年4月3日,江北区被正式授牌成为“全国社区卫生服务示范区”, 这意味着,江北区医疗服务体系建设取得了重大成果。鲜为人知的是,在长达8年的时间里,江北区卫生局通过创建“全国社区卫生服务示范区”,破解了一个又一个医疗卫生难题。     

应用于雷达方位超分辨的改进Richardson-Lucy算法

方位超分辨是国内外雷达界持续探索的一项技术难题。为解决高斯噪声情况下天线低通效应造成的方位低分辨力问题,利用基于泊松噪声情况下Richardson-Lucy(RL)算法对其进行研究。针对RL算法中高斯噪声被放大出现虚假目标和RL算法收敛速度慢的缺点,提出了一种改进RL算法。该算法首先使用低通滤波去除高频段的噪声,然后利用加速RL算法进行方位超分辨。仿真结果表明：与原RL算法相比,改进RL算法能降低高斯噪声的影响,消除虚假目标;在信噪比低至0 dB时,相对于半功率波束宽度,改进RL算法的最大分辩倍数为1.8倍,与维纳逆滤波算法相比具有较强的噪声适应能力,可以应用于雷达方位超分辨。     

China's Free Trade Ports: Effective Action Against the Threat of De‐globalization

With sluggish external demand and increasing trade protectionism by the USA and the European Union, China is facing severe challenges in implementing its deeper, ongoing reforms. To respond actively to such challenges, the Communist Party of China's 19th National Congress proposed to “promote a new pattern of all‐round opening up.” In particular, the establishment of free trade ports is considered an important means to realize deeper integration with the world economy. This paper discusses the background, the motivation, the possible challenges as well as a feasible path for the successful implementation of free trade ports in China. Based on the international experience, the construction of free trade ports in China requires freer trade in goods, high mobility of talent and free capital flow.     

Oil Price Shocks and the Credit Default Swap Market

We investigate the impact of supply and demand shocks in the global crude oil market on the CDX spread, in the context of a structural VAR model based on monthly data, over the period from November 2003 to October 2015. We find that the reaction of the CDX spread to changes in the real price of crude oil differs considerably depending on the sources of shocks. In the long run, crude oil supply shocks, aggregate demand shocks, and oil-specific demand shocks together account for nearly 90% of the variation of the CDX spread.     

政府补助、保险支付与老年临终照料成本——基于2002-2014年CLHLS死亡人口追踪数据的分析

为应对日益增大的老年人照料压力,我国各地试点通过政府补助或社会保险支付的方式满足老人的照料需求。基于2002-2014年CLHLS死亡人口追踪数据,文章用两部分模型、Heckman选择模型和结构方程模型,分析了政府补助、保险支付对老年临终照料直接成本和总成本的影响及其中介机制。研究发现,老年临终照料服务由保险支付的直接成本和总成本都比家庭支付明显更高,政府补助的直接成本比家庭支付更高,保险支付的直接成本比政府补助更高。保险支付和政府补助对照料成本影响的机制存在差异,保险支付主要通过收入效应对照料成本产生显著影响,但替代效应也发挥了中介作用,政府补助则主要通过替代效应对照料成本产生显著影响。文章的研究结论具有重要的政策含义。我国发展长期护理保险,应合理界定政府、市场、社会和家庭对老年人的照料责任,并明确长期护理保险的有限责任,尽量降低可能的收入效应和替代效应对照料成本的影响。     

一种适用于机场场面监视MLAT系统的状态模型

根据直角坐标系的目标运动模型和无源多点时差定位系统(MLAT)的特点,推导出了一种到达时间差（TDOA)状态模型方程,并基于该模型方程,设计了一种TDOA跟踪滤波器。与传统TDOA状态模型方程相比,所推导出的状态模型方程和滤波器不但能提高TDOA的估计精度,还可更有效地消除非视距（NLOS）成分。仿真和实测数据证实了所推导状态模型方程和所设计跟踪滤波器的有效性。     

A comparison of Ad valorem and per unit taxes in regulated monopolies

This paper compares the output and revenue effects in the rate-of-return regulated monopoly model. Both the ad valorem and the unit tax generally decrease the use of capital, and as such, reduce the output and raise the price. In addition, it is shown that Suits and Musgrave's conclusion of higher revenue of an ad valorem tax at a given output can apply to a regulated monopolist if the marginal product of labor under the ad valorem tax is greater than or equal to that under the unit tax. Similarly, their second conclusion, that for a given tax revenue an ad valorem tax has a larger output than a unit tax rate before the revenue-maximizing tax rate, can also apply to the regulated monopolist.
