Analysis and Balancing Optimization of Comprehensive Planning in Grid Enterprise Based on Bi-objective Programming

本文基于双目标规划法,构建了电网企业综合计划平衡优化模型,并以某电网企业和下属单位为例,运用建立的模型对其综合计划的平衡优化过程进行了实证研究,证实了该模型方法的可行性.本文关于综合计划平衡优化模型的研究给出了一种基于客观理论方法的优化思路,为综合计划的平衡优化提供了必要的理论方法和定量支撑.但是,鉴于综合计划决策过程的复杂性,和电网企业特殊的企业性质,在综合计划平衡优化的过程中,还需将定性平衡与定量优化结合起来统筹考虑.     

When does a partner’s reputation impact cooperation effects in partnerships?

We examine how formal contracts moderate the relationship between a partner??s reputation and cooperation effects in public-private (P-P) partnerships. We base our analysis on differences between formal contracts, which require a series of legal agreements, and informal contracts, which may be implicit and/or unwritten. We argue that a partner??s reputation is more likely to impact cooperation effects in the context of strong formal or informal contracts. Using a sample of 244 partners from various P-P partnerships in the medical and healthcare fields in China, we find that the positive relationship between a partner??s reputation and cooperation effects is stronger given the existence of strong formal and/or informal contracts. We conclude that in China, where there is a weak legal system that rarely offers or enforces sufficient protections to contract signatories, it is safer to cooperate with a partner who has a good reputation. Such a reputation correspondingly enhances cooperation effects. Moreover, this relationship may be amplified when there are strong formal and/or informal contracts, all of which may be associated with cooperation between the public and private sectors.

我国反垄断的实施机制、模式及其改革构想

我国现阶段反垄断实施机制为反垄断委员会+反垄断执法机构的双层架构模式,这是在借鉴国外反垄断的实施经验与模式、综合考虑我国行政机构与决策的现状以及符合我国现实国情的基础上的明智选择。但是这种实施机制与模式仍然存在一定缺陷,如反垄断执法依据的完善与衔接、反垄断机构之间的协调与配合以及它们各自的能力建设。强化与改善反垄断的实施机制将有力地健全我国的社会主义市场经济体制。     

Minimum nurse staffing ratios for nursing homes

The authors explored minimum nurse staffing ratios for nursing homes using production function simulations. Minimum levels of registered nurse hours per resident day were 0.31, 1.83, and 3.3 at 50%, 75%, and 90% levels of quality respectively. These results suggest that efficiency-oriented minimum nurse staffing points exist, and could be used to inform policymakers and nursing home administrators on better resource allocation and health care delivery.     

“同侪审判”词义考 ——以《大宪章》第39条为中心的文本考察

1215年《大宪章》是英国历史上最重要的法律文件之一,是西方宪政发展的开端。然而,更多基于文本的研究表明,《大宪章》存有被神话的嫌疑。其中最著名的限制王权的第39条“同侪审判”正是最佳例证之一。基于文义和体系解释,该条judicium parium（by the judgment of ones peers）宜译作“同侪审判”。但英格兰随后的立法和司法实践表明,该处的“同侪”多数情形指向的是“贵族”。这实际上反映出,《大宪章》第39条原初乃贵族为对抗英王恣意滥权、维护自身利益而制定的。“同侪审判”逐渐发展为一项特权,其性质、运作与同时期陪审制殊为不同,并在随后数个世纪中固定为以下模式： 上议院集会时,贵族在上议院接受审判;闭会时,由总管大臣法庭按照近似现代陪审制度的方式审理,审理人员均为贵族。起初“同侪审判”的案件范围仅包括叛逆罪及其他重罪,民事案件仍按照普通程序审理。总之,parium（peers）的应然文义是“同侪”,但实然指向多为“贵族”。同侪审判起初并无固定的实施方式,经由不断发展,逐渐产生与近现代陪审团相似之处,但仍有本质区别。     

Standards across borders: crossborder diffusion of the arm's length standard in North America

The arm's length standard is used by corporate income tax authorities to price international intracorporate transactions and allocate intracorporate income and expenses of multinational enterprises. In this paper, we examine the socio-historical evolution of transfer pricing regulation in North America. We develop a model of crossborder diffusion of standards, using institutional theory and the logic of embeddedness, that focuses on three components of crossborder diffusion: timing, motivation and form. Our model is then applied to the evolution and diffusion of the arm's length standard within North America from 1917 to the present.     

亚洲区域汇率的短期变动——对亚洲货币单位(AMU)月度指标的检验

在亚洲汇率合作进程中,区域篮子货币的设想最为引人注目。本文针对Ogawa等(2005)推出的亚洲货币单位(AMU)指数,运用月度数据对双边汇率变动进行说明,试图揭示影响区域货币对AMU汇率变动的主要经济因素和国别差异,评价AMU作为区域篮子货币的合理性。实证结果表明,区域各主要经济体与货币篮子之间的汇率变动具有某些共同特征,汇率表现的时间惯性基本一致,对美元汇率比较敏感,这意味着将上述指标纳入到区域汇率合作监控体系下具有现实合理性,但是影响变量的差异同时也意味着汇率合作上仍将面临很大的挑战。
