扶持林业的经济均衡观

林业的市场失灵源于其公共物品属性、效益外部性和弱质性,而市场失灵的后果使林业在市场中无法实现微观良性循环,即林业经济的不均衡。应用逻辑推理和直观定量的视角,重点剖析林业投入环节微观循环的前提性、基础性的先天缺陷,产出环节微观循环的微观补偿不畅性、萎缩性,并按照社会平均收益的回报或投资林业的机会成本与投资林业实际平均回报之间的差额,以及帕累托均衡原理,初步确定了能够维持林业经济均衡的对微观林业实行经济扶持的量的尺度与标准,进而提出实现林业经济均衡必须依靠国民收入的再分配和政府扶持的论断。

会展场馆作为文化载体的一个类别,无疑承载着鲜明的地域文化特色。本文以上海国家会展中心为例,探究地域文化对会展场馆建设的影响,以及会展场馆如何利用地域文化特色充分发挥自身功能,实现可持续化发展。     

Product variety,sourcing complexity,and the bottleneck of coordination

Research summary: This paper studies the coordination burden for firms that pursue variety as their main product strategy. We propose that product variety magnifies the tension between scale economies in production and scope economies in distribution, giving rise to complex sourcing relationships. Sourcing complexity worsens performance and poses a dilemma for organization design: A hierarchical structure with intermediate coordinating units such as sourcing hubs reduces sourcing complexity for downstream distribution but creates bottlenecks at the hubs, hurting performance for both the hubs and downstream distribution. We empirically examine operations data for about 300 distribution centers within a major soft drink bottling company in 2010–2011. Results support our hypotheses, illuminating the source of complexity in multi‐product firms and the challenge for organization design in managing complexity. Managerial summary: This paper uses data for about 300 distribution centers within a major soft drink bottling company to study how a large product variety creates complex sourcing networks. We find that, in addition to poor performance (e.g., increased stockouts), complex sourcing networks can cause challenges for organization design. In particular, the benefits of converting an existing distribution center into a sourcing hub (i.e., reduction in sourcing complexity for downstream distribution) and the costs of doing so (i.e., reduction in performance for both the hubs and downstream distribution) are both real and significant. The design of an efficient sourcing network despite its complexity involves important managerial decisions. Experiences in building and managing such networks can be the basis of a dynamic capability. © 2016 The Authors. Strategic Management Journal published by John Wiley & Sons Ltd.     

新常态下中国能源供给侧改革:国际借鉴与路径探究

能源供给侧改革是适应"新常态"下中国低碳经济发展的重要举措。文章从产能严重过剩、能源结构高污染不合理、能源产业体系高能耗低效率、能源安全压力日增4个方面阐述了中国能源供给侧改革的紧迫性。结合我国实际情况,以美、英、日在能源供给侧改革的经验,总结了中国煤炭、石油、天然气和新能源等领域的供给侧改革重点和政策借鉴。从建立现代能源体系、强化政府引导作用、增强创新发展能力和深化能源市场监管体系4个方面对新常态下中国能源供给侧改革的实现路径提出了建议。     

Marketing research and revenue optimization for the cruise industry: A concise review

This paper presents a concise review of the cruise industry mainly from marketing research and revenue optimization prospects. In recent years, the cruise industry has experienced an exciting growth. However, as one of the fastest growing and most profitable categories in the entire leisure market, this industry has hardly received any research attention. Given the limited academic articles, this paper presents a concise review about this budding research topic. First of all, a discussion about global cruise industry is conducted. Then, academic studies of the cruise industry on general marketing research, revenue management, itinerary design/optimization, optimal market segmentation, demand infiltration and economic issues are reviewed. Finally, some promising directions for future research are presented.

俄罗斯的《东部天然气规划》

俄罗斯《东部天然气规划》对我国进口俄罗斯天然气资源有着重要影响.俄中央政府、地方政府以及相关油气公司等多方利益制衡,使这项规划一直处于"难产"之中.新版《东部天然气规划》拟订了15个天然气开发方案,关键区别在于天然气资源的开发目的不同.推荐方案为"东部-500"方案,即不向统一供气系统供气,而把向亚太地区的天然气出口量提高到500亿立方米.根据该方案,从管网向亚太地区的供气时间从2010年推迟到了2012年,计划到2020年达到大规模供气.Gazprom正在加强对东西伯利亚和远东地区天然气资源的控制,我国石油公司在研究引进俄罗斯天然气的项目时,必须充分考虑Gazprom的地位与作用,时刻关注俄罗斯在东部地区的能源政策与发展动向,做到知己知彼.     

外国投资俄罗斯油气产业的现状与前景

2000年以来,外国在俄罗斯的投资快速增长,其中在俄罗斯油气开采领域的投资总额从2000年的5.64亿美元增加到2006年的145亿美元,且大部分为直接投资。俄罗斯调整外国投资的法律主要有《俄罗斯联邦外国投资法》、《俄罗斯联邦产品分成协议法》等。外国投资俄罗斯油气产业的模式主要有：收购俄罗斯大型油气公司的股份、与俄罗斯油气公司成立合资企业或财团、以产品分成协议参与项目、收购小石油公司、参与承包工程并签订服务合同、伪外国投资等。根据俄罗斯油气领域的政府政策和法律特点,以及外国投资目前的现状,未来俄罗斯油气产业的外国投资模式和发展方向包括：1）参与俄罗斯国有油气公司的合作项目;2）收购开采非战略意义油田的小型私有公司;3）参与承包工程,提供相关服务;4）投资炼油厂等下游领域。
