MFC 技术处理铜、银重金属废水的研究

将具有氧化性的有机废水池作为电池的阳极,具有还原性的重金属废水池作为电池的阴极,利用微生物燃料电池（ MFC）同时处理有机废水和重金属废水．结果表明,利用铜离子溶液作阴极, MFC最大电压可达到0．277 V,最大功率密度为33．49 mW/m2,COD的去除率为31．6％,铜的去除率可达42％;利用银离子溶液作阴极,MFC最大电压可达到0．311 V,最大功率密度为42．21 mW/m2, COD的去除率为64．6％,银的去除率可达78％．即不管是从产电角度还是从废水处理角度考虑,都是以银离子废水作阴极优于铜离子．     

预付式会员卡诈骗行为的界定及其规制

预付式会员卡为人们提供快捷、方便消费服务的同时,也存在一定隐患。实践中不法分子多采用虚假宣传与隐瞒真相的手段实施诈骗。预付式会员卡民事诈骗行为有别于刑事诈骗行为,主要表现为构成要件和行为后果不同。为充分保护持卡人正当权益,我国有必要建立以登记制度为依托的全国后台监管系统,预防跨区作案;实行用卡实名制,增设预付卡短信对账提示功能;突出保护弱者,明确利于保护消费者利益的举证分配。同时,公诉机关也应以合同诈骗罪对预付式会员卡刑事诈骗行为进行衡量与规制。     

北京市财政管理制度建设现状分析及问题研究

北京市制定了一系列支持经济发展、支持公共服务发展为主的制度,财政制度建设与时代发展的脉络高度一致.但按照建立现代财政制度的要求还有很多路要走,如现阶段还存在着制度体系不够健全、立法质量不高、制度制定不够规范等问题.针对这些问题,本文提出了完善制度体系建设、提高立法质量、规范管理等建议.     

应用DNA条形码技术快速鉴定入境船舶上截获的昆虫蛹

[目的]利用DNA条形码技术快速准确鉴定从入境船舶上截获的未知双翅目昆虫蛹。[方法]将截获的5只蛹,1只蛹直接冷冻,4只孵化出成蝇;对蛹、蛹壳及孵化出的成蝇进行拍照留档。分别从蛹、蛹壳和孵化成蝇中提取基因组DNA;采用动物DNA条形码通用引物（LCO1490和HCO2198）扩增目的片段,并进行纯化、克隆测序和序列分析,与NCBI及BOLD中的序列进行比对,构建NJ树;对孵化成蝇进行形态鉴定。[结果]所检测的蛹、蛹壳以及孵化成蝇的DNA条形码序列与NCBI和BOLD中大头金蝇（Chrysomyia megacephala）的序列相似度达100%;孵化成蝇与大头金蝇的形态特征相符。[结论]根据测定结果,判定截获的未知双翅目昆虫蛹为大头金蝇的蛹;证明DNA条形码技术是一种鉴定未知昆虫蛹的有效手段。对于口岸截获的外来未知昆虫蛹、成虫残肢甚至蛹壳均可直接采用DNA条形码技术进行种类鉴定,大大缩短鉴定周期。

Corporate ownership structure and bank loan syndicate structure

Using a novel data set on corporate ownership and control, we show that the divergence between the control rights and cash-flow rights of a borrowing firm's largest ultimate owner has a significant impact on the concentration and composition of the firm's loan syndicate. When the control-ownership divergence is large, lead arrangers form syndicates with structures that facilitate enhanced due diligence and monitoring efforts. These syndicates tend to be relatively concentrated and composed of domestic banks that are geographically close to the borrowing firms and that have lending expertise related to the industries of the borrowers. We also examine factors that influence the relation between ownership structure and syndicate structure, including lead arranger reputation, prior lending relationship, borrowing firm informational opacity, presence of multiple large owners, laws and institutions, and financial crises.     

An investigation of ingratiation as a career management strategy: evidence from Singapore

In spite of the recognition that career politics, and therefore ingratiation, is widely used to manage careers, there is a dearth of empirical studies on ingratiation as a career management strategy. Consistent with Ferris and Kacmar's (1988) suggestion, the study reported here investigated the conditions (defined by situational variables, career concerns and personality variables) under which ingratiation is used as a career management strategy. Data were obtained through a structured questionnaire from professional employees (N = 214) in public and private sector organizations in Singapore.

Factor analysis of the 21-item career concerns scale revealed four solutions representing internal and external career concerns. The results of the hierarchical regression revealed that situational variables explained most of the variance in ingratiation, followed by career concerns and personality variables. Among the individual variables, task ambiguity, supervisor reward power, managerial responsibility and need for achievement were significant while personal success approached significance. Internal career concern of autonomy development was unrelated to ingratiation. Of the interaction terms, only supervisor reward power and Machiavellianism approached significance. Directions for future studies are suggested.     

投资基金管理人不当行为与处罚研究

为了保护基金持有人的利益,欧美国家对投资基金管理者不当行为的法律约束,比证券市场的对等交易更为严格。中国基金业在发展过程中存在契约精神缺失、经济主体对政府信用过度依赖、法律监管不完善等问题,达不到履行信托责任的基本要求。因此,除了依靠法律对基金管理人不当行为进行约束,还要利用出资人对自身利益保护的内在要求,在法律层面对适当的基金治理结构进行规制,减少不完全契约的不确定性。     

西部地区投资效率、投资结构及其机制研究

当前,西部地区已进入投资高峰期,但主流观点认为与高投资相伴随的往往是低效率,如何确保大规模投资更好地拉升区域经济?这就需要提高投资效率。本文通过测算西部各省经济运行效率并与东部省份进行比较,分析西部地区投资动态效率及其形成机制。结果显示西部地区经济运行动态无效,并且西部各省资本配置效率逐渐趋同于较低水平,这些表明了西部地区整体和各省的投资产出效率都极低。分析其原因,主要是投资的行业结构及资金来源结构存在不合理性,因此西部地区若想有效促进经济社会持续发展,就必须将投资机制进行结构性调整。
