Public Financial Expenditure——A Reflection of the Livelihood Improvement

In recent years,China＇s public finance put social construction high on the agenda and attaches more importance on livelihood insurance and improvement. The 2003-2007 public financial expendi- ture reflects a fact that the government is putting more emphasis on livelihood and issues concerning the people. Implementation of the national financial expenditure reported on NPC and CPPCC surprise people by its considerable increase in education, medical and health, its continuous support in agriculture, rural areas and farmers,

An analysis of the reasons, developing trends and relevant policies behind these hot issues will help to outline China's economic development in 2008.     

政府环境绩效审计助力水污染防治的效应研究——基于“三河三湖”显性中介的分析

为进一步探寻环境审计作用于环境质量的显性证据,基于“三河三湖”水污染防治绩效审计调查的经典项目,利用2006—2018年中国环境监测总站的重点河流水质量监测微观数据,运用双重差分、显性中介效应等方法对政府环境绩效审计助力水污染防治的效应进行实证分析。结果表明,政府环境绩效审计确实助力改善了“三河三湖”水质量且淮河与辽河的效应尤其显著,其主要通过促进生活性污染源防治改善了水质量,但未能显著促进通过生产性污染源防治来改善水质量。由此,应进一步加强政府环境绩效审计广度、深度、力度和频度以及增强审计结果应用、增加环境违法违规成本等。     

复合材料无人机航电系统的改进设计

以复合材料无人机的航电系统为研究对象,根据无人机整体设计要求,设计满足需 求的航电系统。该系统以自动驾驶仪为控制核心,采用内部集成的A/D转换器采集工作电压 ,实时监测无人机的电源电压;内部集成的姿态测量系统和INS/GPS组合导航系统,采集无 人机的姿态与位置数据;通过串口与无线数据电台相连,实现无人机与地面控制站之间的通 信;通过I/O口连接超声波测距仪,实时测量无人机与地面的相对高度;其输出的RS485控制 信号与各个舵机等执行部件相连,实现对无人机执行部件的控制。该复合材料无人机的航电 系统功能齐备,采用模块化设计,接口方便。在此硬件平台上开发控制算法,可满足本复合 材料无人机系统的工作要求。此外,给出了航电各子系统间的布局、电缆敷设的优化方法, 并对航电系统联合调试需要注意的问题进行了讨论。     

共享审计师合作关系网络与会计信息可比性

以2010—2020年A股上市公司为研究样本,分析并检验样本公司与同行其他公司共享审计师合作关系网络对会计信息可比性的影响。研究发现,选择与同行共享审计师合作关系网络的公司会计信息可比性更高。当审计师合作关系网络具有行业专长、审计师处于网络核心位置、网络内同行审计师之间距离更近时,共享审计师合作关系网络对公司会计信息可比性的提升作用更强;此外,这一效应还受到事务所规模以及事务所转制等因素的影响。检验还发现,与同行公司共享审计师合作关系网络能够促进审计效率的提升,且不会造成客户信息的泄露。上述研究结论证实了与同行公司共享审计师合作关系网络会对会计信息可比性产生积极影响,拓展了审计团队领域以及事务所治理的相关研究文献,对保障和提升审计师的执业质量具有一定的启示意义。     

生产性服务业对制造业生产效率提升效应的实证分析——基于中国城市面板数据的空间计量分析

依托生产性服务业的发展带动制造业生产效率的提升,对于中国制造业转型升级具有重要意义。基于2005-2016年中国239个城市层面的面板数据,运用空间面板计量模型（SEM和SAR）,并且构建地理邻接与地理距离两种空间权重矩阵,实证分析了生产性服务业对制造业效率的提升作用。研究表明,生产性服务业不仅可以提升本地区的制造业效率,而且通过空间溢出效应提升其邻近地区的制造业效率。各个区域的生产性服务业对制造业效率的提升作用存在一定的差异,其中长江三角洲地区的提升作用明显高于其他地区,而中部地区的提升作用最小,并且中部地区的空间溢出效应不显著。
