American Cotton Council International, Ready for more Cooperation with Chinese Cotton Industry

Cotton Council International （CCI） is the export promotion arm of the National Cotton Council of America. CCI＇s mission is to increase exports of U.S. cotton, cottonseed and U.S. manufactured cotton products through activities that affect every phase of the marketing chain -- from the initial mill buyer of cotton fiber or purchaser of U.S. cotton-rich yarns and fabrics on through to the final consumer. In March, 2007, China＇s Foreign. Trade interviewed Mrs. Karm Malmstrom, Director, China of CCI. She stressed that CCI was ready to make pragmatic efforts to strengthen the cooperation with the Chinese cotton industry. The follows are her comments.

Standardization,A Hot Issue for IPR Discussion

Since becoming a WTO member in 2001, China has been involved in the discussion of two hot issues： one is the protection of intellectual property rights（IPRs）, and the other is the standardization in the industrial development. Hosted by the Ministry of Commerce（MOFCOM） and State Intellectual Property Office（SIPO）, ＂WTO： IPRs Issues in Standardization International Symposium＂ was held in Beijing on April 17, 2007.     

信贷歧视、商业信用与资本配置效率

本文以2008—2013年沪、深两市A股上市公司为样本,考察商业信用对企业资本配置效率的影响及其作用机制。本文采用投资对托宾Q的敏感度来衡量企业投资效率,结果发现企业获得的商业信用越强,企业资本配置效率越高,商业信用能够提高企业的资本配置效率,与投资和托宾Q值的敏感度正相关。进一步研究发现,商业信用对企业资本配置效率的影响因企业终极产权性质和地区金融发展程度的不同而存在差异。商业信用对资本配置效率的改善作用在民营企业和金融市场相对不发达地区的企业中更为显著。本文进一步检验了商业信用提高企业资本配置效率的途径,结果发现商业信用可以显著缓解企业融资约束进而提高企业资本配置效率。

More Dialogue and Further Development

In January 2008 Slovenia took over the six-month rotating Presidency of the EU Council and this is the first time since the wide EU expansion in 2004 that a new member state bears this responsibility. China is Slovenia＇s most important trading partner in Asia and in the past few years the turnover between China and Slovenia has been increasing steadily. Since 1992, China and Slovenia have maintained high-level contacts and regular dialogue. In November 2007, Slovenian Prime Minister Janez Jansa paid a visit on the state level, which was very successful and provided a new push for further strengthening of bilateral ties. This year marks the 16th anniversary of the establishment of diplomatic relations between China and Slovenia. China＇s Foreign Trade appreciated the opportunity to interview His Excellency Dr. Marjan Cencen, ambassador of the Republic of Slovenia to the People＇s Republic of China, and discuss bilateral relations of the two countries, the new business exchange, while also taking a look at relations between China and EU.     

Improving Financial Services of China＇s Central Bank

On August 29,Deputy Governor of People＇s Bank of China,Mr. Su Ning,held a press conference at State Council Information Office,and answered questions from media.The press conference mainly focused on the progress the central bank has made in improving financial services,which raised a lot of concern from public.At the conference, Mr.Su Ning fully illustrated that China has achieved great progress in the recent years, and would perform better in future.[第一段]     

探索六种经营机制 尝试九种帮扶方式

江苏省淮安市有223个省列经济薄弱村,分布在5个县（区）、61个乡（镇）。全市经济薄弱村为在“十一五”末基本实现“八有”目标（有“双强”班子、有科学规划、有高效农田、有特色产业、有配套设施、有保障机制、有整洁村容、有文明村风）,确保每年20％左右低收入农户实现脱贫,积极寻求增收之道,思考留“根”之策。根据省委、省政府实施“干村万户帮扶”工程的战略部署和总体要求,按照市委、市政府要围绕“两个增收”（集体增收、农民增收）把“根”留住的扶贫经济理念,全市确立了“集体增收要有工业经济支撑、农民增收要有特色产业支撑”的工作思路,提出了整村推进资金、南北挂钩资金、帮扶单位自筹资金原则实行“两个50％”（50％用于集体增收,50％用于农民增收）的工作要求,实行扶贫资金滚动使用,起到“四两拨千斤”的作用。通过省、市委扶贫工作队和市、县（区）扶贫办的共同努力,初步探索出六种经营机制,尝试了九种帮扶方式,收到了初步成效,达到了“多赢”效果。
