国家审计学科建设论纲——基于政治学视角的分析

国家审计的实践发展呼唤建立国家审计一级学科。国家审计学科建设既受到国家审计实践属性影响,又受到国家审计科学研究纲领制约。国家审计的实践属性是政治性与技术性的结合,政治性是其本质属性。国家审计的学科定位是一门具有交叉性的应用型学科;学科属性是一门独立的、与政治学学科联系密切的、属于法学门类的一级学科;学科设置除了包括常规的“国家审计学科、社会审计学科、内部审计学科、审计技术与方法”之外,还应增设“审计政治学、审计管理学和国际审计学科”共七个二级学科;同时,积极完善国家审计学科规范和方法论,即大力培养国家审计学科的学术共同体,通过多方合作、多学科融合与多元方法综合,形成国家审计学科建设的合力。这七个方面共同构成了国家审计学科建设论纲。     

构建我国天然林管理多级治理模式研究

由于我国现行政策的设计、执行和实施不能有效地对天然林实施管理,因此就不能从根源上解决天然林保护与保护地经济发展的矛盾,因而呈现出无效化特征,表现在不同主体之间利益划分的不一致性和政府管理的高度集中。改变现存问题的突破点在于构建基于不同利益主体环境权益的管理制度,让第三方参与天然林管理的多级治理模式,从而促进我国天然林资源保护的可持续性。     

工业化进程中的投入结构变迁及其增长效应——基于经济大国的经验分析

基于两部门非均衡增长模型,考察了1952～2009年中国以及1988～2006年10个经济大国的投入结构变迁特征及其增长效应。研究发现,工业化进程中投入结构变迁表现为资本和劳动在工业化阶段相对地向第二产业转移,在后工业化阶段相对地向第三产业转移;投入结构变迁在工业化阶段具有较强的增长效应,是中国1952年以来保持高经济增长率的重要因素;在后工业化阶段,经济大国易落入结构变迁陷阱,即与投入结构变迁相伴随的是较低的经济增长率。

During the Global Human Settlement Forum,a group of Chinese green industry enterprises were presented the award for Human Settlement of the Environment by Ambassador Anwarul K.Chowdhury,the former United Nations Under-Secretary-General and Dr.Noel J. The Nobel Prize in Economics for William Vickrey Receiving
