Political pressure exists for the bus industry to be brought under local authority control by means of 'Quality Contracts.'These would take away from management the freedom for marketing, and especially for marketing by price, that was returned to them by the 'deregulation' of 1985. The proposed franchises would return the industry to the 'bad old days' and prevent its continued improvement through market forces from taking place. In the UK, 1950-75 was a lively period in the long-running debates between proponents of absorption and marginal costing. In the nexus of competing interests, management accountants advocated and defended rival costing systems with much vigour and passion. Expressed in the language of the times, these debates were 'battles' in the costing 'war'. We focus on these battles, analysing the various forces that operated upon the combatants, and locate them in the wider costing war. We conclude that no final resolution of the conflict was achieved in the twentieth century, nor is one likely in the foreseeable future. 相似文献

The paper examines the relationship between transitory terms‐of‐trade shocks and private saving. Using a model allowing for nonseparability between the consumption of tradables and nontradables, the paper estimates the intertemporal elasticity of substitution while accounting for the intratemporal elasticity of substitution between the consumption of tradables and nontradables. Empirical analysis of data for five industrial countries indicates that in response to transitory terms‐of‐trade shocks, intertemporal substitution of consumption and intratemporal substitution of consumption between tradables and nontradables both have large effects on private saving. 相似文献

The 1992–93 recession in the western states of Germany has been attributed, in substantial measure, to the macroeconomic consequences of policies to finance unification. Studies of the costs of unification have not attempted to measure the burden of the recession. We estimate a dynamic, panel model of household incomes using data from the German Socio-Economic Panel (GSOEP) and use it to forecast what these incomes would have been in 1992–94 without a recession. Using a ratio of actual to forecast incomes, we compare the relative burden of the recession across households. Our findings suggest that western households below the median income bore the brunt of the combined impact of unification and the recession of 1992–93.

This article investigates theoretically and empirically theeffects of competition for donors on the behavior of nonprofitorganizations. Theoretically, we consider a situation in whichnonprofit organizations use donations to produce some commodity,but the use of donations is only partially contractible. Themain results of the model indicate that an increase in competition(i) decreases the fraction of donations allocated to perquisiteconsumption and (ii) increases the fraction of donations allocatedto promotional expenditures. Moreover, the effects of competitionare magnified by the ability to contract on the use of donations.These hypotheses are tested with data on the expenditures ofnonprofit organizations in a number of subsectors where competitionis primarily local. We use across–metropolitan statisticalareas' variation to measure differences in competition and proxycontractibility by the importance of tangible assets, whichare more easily observed by donors. This article specifies what an optimal pollution tax should be when dealing with a vertical Cournot oligopoly. Polluting firms
sell final goods to consumers and outsource their abatement activities to an environment industry. It is assumed that both
markets are imperfectly competitive. Thus, the tax is a single instrument used to regulate three sorts of distortions, one
negative externality and two restrictions in production. Consequently, the optimal tax rate is the result of a trade-off that
depends on the firms’ market power along the vertical structure. A detailed analysis of Cournot-Nash equilibria in both markets
is also performed. In this context, the efficiency of abatement activities plays a key-role. It gives a new understanding
to the necessary conditions for the emergence of an eco-industrial sector.

Summary Competition authorities are increasingly measuring the effects of their enforcement actions, seeking a robust justification
for the proliferation of competition policy. We highlight the importance of identifying the right counterfactual against which
to measure effects, and set out the relevant categories of costs and benefits. We then explore how a balance can be struck
between the benefits and inherent limitations of these measurement exercises. Relatively crude analyses of cartel action benefits
can be sufficient to achieve public legitimacy for competition policy. Assessing the effects of merger and conduct inquiries
is often ambiguous, but could be used to improve decision-making processes.
