Visitor management plans are increasingly seen by local authorities as an essential contribution they can make towards sustainable tourism. However, tourism is subject to many external influences and is only part of the system of activities and land uses at the destination. Successful visitor management must, therefore, be broadly based and rooted in a wide range of policies. The objectives for sustainable tourism in Cambridge are supported by policies at the European, national, regional, county and local level covering tourism, recreation, transport, the environment, land use and economic development. This results in an integrated policy framework that ensures consistency, encourages cooperation and long‐term planning, makes the best use of resources, opens up additional sources of finance and provides a firm justification for refusing undesirable development. Achieving integration requires the visitor management plan to be seen neither as an end nor as a beginning, but as part of a process. In Cambridge this has involved a commitment to monitoring and reviewing strategies and to ensuring a policy input on tourism issues at all levels of decision making. Appropriate ad hoc bodies have been set up. Visitor management cannot succeed in isolation: other policies must be made to work for it, not frustrate action. 相似文献

This paper proposes necessary and sufficient conditions for an additively separable representation of preferences in the Savage framework (where the objects of choice are acts: measurable functions from an infinite set of states to a potentially finite set of consequences). A preference relation over acts is represented by the integral over the subset of the product of the state space and the consequence space which corresponds to the act, where this integral is calculated with respect to an evaluation measure on this space. The result requires neither Savage's P3 (monotonicity) nor his P4 (weak comparative probability). Is gold a hedge, defined as a security that is uncorrelated with stocks or bonds on average, or is it a safe haven, defined as a security that is uncorrelated with stocks and bonds in a market crash? We study constant and time‐varying relations between U.S., U.K. and German stock and bond returns and gold returns to investigate gold as a hedge and a safe haven. We find that gold is a hedge against stocks on average and a safe haven in extreme stock market conditions. A portfolio analysis further shows that the safe haven property is short‐lived. 相似文献

In this paper, we examine the ways in which the passage of time is dealt with in econometric studies of violent conflict and civil war with empirical attention to the dynamics of ethnic conflict. We argue that the mainstream approach to econometric studies of civil war is based on a time-invariant ontology and that this is not an appropriate or adequate way of capturing the causal patterns of violent conflict. Based analysis of replication datasets using structural break analysis and rolling windows, we show how careful attention to the passage of time reveals important macro-historical changes in the coefficients on ethnic diversity in explaining conflict incidence. We conclude that econometric studies of civil war need to pay more careful attention to the limitations on the generalizations that they draw through attention to the passage of time and better iteration with qualitative and historical studies. 相似文献

An understanding of customers’ perceptions of value is fundamental to the competitive nature of all industries. Using the timeshare resort sector as a context for our studies, we explore the ways in which consumers, grouped according to their timeshare ownership stage, perceive value. Data were collected from three samples: non-owners of timeshare, recent purchasers of timeshare, and longer-term timeshare owners. Value was shown to be multi-dimensional, with a stable pattern of eleven correlated value factors evident in all three samples. The groups differed in their assessments of the different dimensions of value. In all groups, however, value was positively correlated with attitudes and future intentions regarding timeshare. Self-image congruency explained additional criterion variance. The findings demonstrate that, even among consumers who have never used timeshare, value and self-image congruency are substantial and unique predictors of attitudes and intentions regarding this tourism product. 相似文献

This paper explores the separate and combined effects of transport disadvantage and social exclusion on well-being using an empirical analysis of data from a travel and disadvantage survey in Victoria, Australia. Previous research explores the impact of transport on social exclusion but does not study the downstream impacts on well-being. To explore this relationship measures of subjective well-being are compared across four groups: (i) people who are neither transport disadvantaged nor socially excluded, (ii) transport disadvantaged only, (iii) socially excluded only and (iv) both transport disadvantaged and socially excluded. The paper explores which component aspects of social exclusion and transport disadvantage have the greatest impact on well-being and which social groups are most likely to face transport disadvantage and social exclusion together. The paper concludes with a commentary on how the findings might be used to better target policy interventions meant to improve well-being. 相似文献
