ABSTRACT

While the South African government specifically set targets on job creation in its numerous economic strategies since the economic transition, various local studies examined the levels and trends in labour force, employment and unemployment to evaluate if these targets were met. However, the quality of employment has not been thoroughly examined. This is the first local study that fills the existing research gap by deriving a composite, multidimensional employment quality index by taking 18 indicators from seven dimensions into consideration: wage, work hours and flexibility, employment security, income security, social benefits, skills and participation. Using the 2010–16 Quarterly Labour Force Survey data, the empirical findings indicated that highly educated, white male workers aged at least 35 years, who lived in urban areas of the Western Cape and Gauteng provinces, and were involved in high skilled occupations in the formal, public sector enjoyed significantly better employment quality.  相似文献

Official international trade statistics report commerce between every pair of countries twice: once for the importing country and once for the exporter. In principle, the two values differ only by transport costs, but as has long been recognized, they also differ systematically with product‐level tariffs. We aggregate across products to construct a dataset of annual aggregate bilateral trade, separately for the importer and exporter reports. With these data, we show that the reporting differences also vary systematically with country characteristics aside from tariffs: incomes, auditing standards, corruption, and trade agreements.  相似文献

Although consumer-driven health plans (CDHPs) have grown dramatically, the question of whether CDHPs have reduced health care costs has not been answered definitively. This article presents what the authors believe to be the first study to analyze a large sample of claims data and to look in detail at different types of utilization among enrollees in a CDHP and those in a traditional comprehensive major medical (CMM) plan. After adjusting for the finding that CDHP enrollees are both younger and healthier than those in CMM plans, the authors found that CDHP enrollees show no consistent or significant utilization differences for measures over which consumers have little control (e.g., inpatient stays); lower utilization for measures over which consumers have greater control (e.g., emergency room visits); and higher utilization of preventive services.  相似文献

This article examines the impact on deterrence of laws that allow the seizure of assets used in the commission of a crime but owned by someone other than the offender. The results suggest that forfeiture can be used effectively, in combination with more standard tools (criminal fines or imprisonment), as a deterrent under certain conditions, but the risk of overuse is real. In particular, complete forfeiture (seizure of the entire value of the asset) is not generally socially optimal, but when enforcers are rent‐seekers who care primarily about the revenue generated by forfeiture, they will use the tool to the maximum extent allowed by law. A bstract The authors examine divorce rates in the United States in the 20th century, looking especially at the effects that wars have had on those rates. Gary Becker's theories on the family arc the basis for analysis. Of particular interest to the authors is whether or not the scope of the war has an effect upon the rate of divorce. The authors also examine other social changes and events to see how they have affected those rates. Empirical tests show that World War II significantly increased divorce rates, but the rates did not significantly climb because of the Korean War and Vietnam War. World War I is also not significant, although had the United States been involved longer, the results may have been different.  相似文献

A simple model of employment contracting is employed to examine the effectiveness of just‐cause provisions in alleviating employer opportunism in two types of efficiency wage contracts—standard contracts, in which wages exceed the worker's marginal contribution, and deferred wages, which are paid after a period of tenure in the firm. It is argued that just‐cause employment policies are necessary and sufficient to prevent employer opportunism when standard efficiency wages are utilized. However, just‐cause policies are not sufficient to deter employer opportunism when employment contracts are of the delayed‐payment type. We review evidence on the impacts of CGIAR research published since 2000 in order to provide insight into how successfully the CGIAR Centers have been in pursuing the System’s core missions. Our review suggests that CGIAR research contributions in crop genetic improvement, pest management, natural resources management, and policy research have, in the aggregate, yielded strongly positive impacts relative to investment, and appear likely to continue doing so. Crop genetic improvement research stands out as having had the most profound documented positive impacts. Substantial evidence exists that other research areas within the CGIAR have had large beneficial impacts although often locally and nationally rather than internationally. However, the “right-time, right-place” nature of successful policy research and the relatively limited geographic scale of much natural resource management research often limits the overall scale of impacts of these programmatic thrusts vis-à-vis genetic improvement research. We conclude that given the evidence available, the CGIAR’s portfolio of research allocations has become overly skewed toward natural resource management and policy research over time. Hence, restoring somewhat the share of resources allocated to crop genetic improvement is warranted. In addition, the CGIAR needs to prioritize impact assessment of resource management and policy research to deepen its understanding of the social and environmental impacts of its work.  相似文献

Expenditures on agricultural research in the public sector, including the International Agricultural Research Centers (IARCs) have stagnated and in some cases, declined sharply in recent years. This has focused attention on issues of efficiency of agricultural research systems, especially the number, size, scope, type, and locations of their programs. This paper examines the issue of research efficiency through a case study of wheat improvement research in developing countries. The basic premise of this study is that the optimal level of research investment should be determined in a global model that incorporates direct research spill‐ins. An analytical framework is developed to determine the threshold levels of crop production in a country (or a region within a country) needed to justify crop improvement research programs of different sizes in the presence of spill‐ins from abroad. Spill‐in coefficients are estimated from yield performance of varieties of different origins grown across a range of environments. The model is then applied to analyze the efficiency of current investments in 69 wheat improvement research programs in 35 developing countries. A major conclusion of the paper is that given the magnitude of potential spill‐ins from the international research system, many wheat research programs could significantly increase the efficiency of resource use by reducing the size of their wheat research programs and focusing on the screening of varieties developed elsewhere. ©2000 Elsevier Science B.V. Regulation imposes compliance demands on business, but these controls by no means ensure that corporations will act ethically. Externally imposed controls by government or industry are prompts intended to move organizations to engage in a moral minimum. Such efforts are typically reactionary corrective measures, often crafted and applied after an ethical scandal occurs, and thereby offer limited effectiveness in providing systemic change. To provide insight on internally driven controls, this article examines how a newer form of monetized self-regulation, referred to as inverted moral markets, might be leveraged to motivate corporate ethical behavior. Inverted moral market (IMM) operations target firms suspected of unethical action, providing a type of market whistleblowing. Such activities are monetized through the sale of information to investors and by short selling. Rather than a desire to build moral strength, IMM firms are motivated by self-interest and profit. They can potentially ‘do good’ by imposing self-correction within the market, but without virtuous intent. We explore IMMs and the varied impacts their activities may have on the functioning of the overall market. We argue that a more balanced approach between internal and external regulation may enhance the environment for moral balance in a capitalist market system.  相似文献
