经济结构调整是我国经济发展的重大战略。中西部地区在结构调整中具有资源丰富、市场潜力巨大、边境线长、沉淀成本低等优势 ,充分利用这些优势 ,可以有力地促进中西部地区经济结构的顺利调整。     

Design principles for the development of measurement systems for research and development processes

Based on a comprehensive literature review and the activities of numerous case study companies, it is argued in this paper that performance measurement in R&D is a fundamental aspect to quality in R&D and to overall business performance. However, it is apparent from the case companies that many companies still struggle with the issue of R&D performance measurement. Excuses for not measuring are easily found, but there are also empirical examples and literature available with suggestions how it can be done. In this article this literature is reviewed and placed within the context of general performance control and contingency theory. Furthermore, the main measurement system design parameters are discussed and some basic system requirements are described as well as several design principles that can be useful for those who accept the challenge of establishing a meaningful measurement system.

Testing the Influence of Substitute Sites in Nature Valuation by Using Spatial Discounting Factors

This paper investigates the effect of nearby nature substitute sites on preferences for nature restoration. Contrary to prior studies, we use a respondent-centric approach to control for substitute sites. We assess each respondent-specific spatial context by computing densities of nature substitute sites within various ranges from each respondent’s home. This approach considers the use and non-use values of nature together. Data from three similar discrete choice experiments carried out in Flanders (Belgium) are compared. Different spatial discounting factors are tested to explore how the substitution effect behaves with regard to distance. Latent class analyses are performed to account for preference heterogeneity among respondents. We observe divergent behaviours across groups of respondents. The “distance-to-substitutes” affects how respondents gauge substitute sites. We find a significant influence of the squared average buffer distance but this effect varies in sign across case studies and classes of respondents. Our results demonstrate that individual-specific GIS data can significantly improve the representation of the spatial context and the transferability of value functions. However, the roles played by preference heterogeneity and nature perception on respondents’ capacity to value nature still deserves further attention in future research.     

Lessons from a basic income programme for Indigenous Australians

This article examines the importance of basic income in supporting development and economic security in remote Australian Indigenous communities. Specifically we draw on the case of the Community Development Employment Programme (CDEP) and examine its significant basic income features: it provided economic security, flexible definitions of work, community control and a means to establish community development initiatives. We find that CDEP suited the economic and cultural circumstances of remote-living Aboriginal people whose livelihoods depend on a hybrid form of economy inclusive of customary (non-market) practices rather than market capitalism. We then trace shifts in Indigenous policy in recent times which saw the dismantling of CDEP in the name of ‘real’ employment, and we examine the consequences of this for Aboriginal people. We end by proposing the reinstatement of a more complete basic income scheme, initially for people in remote Indigenous communities in Australia who are in deepest poverty.     

Small Area Estimation for Disease Prevalence Mapping

Small area estimation (SAE) entails estimating characteristics of interest for domains, often geographical areas, in which there may be few or no samples available. SAE has a long history and a wide variety of methods have been suggested, from a bewildering range of philosophical standpoints. We describe design-based and model-based approaches and models that are specified at the area level and at the unit level, focusing on health applications and fully Bayesian spatial models. The use of auxiliary information is a key ingredient for successful inference when response data are sparse, and we discuss a number of approaches that allow the inclusion of covariate data. SAE for HIV prevalence, using data collected from a Demographic Health Survey in Malawi in 2015–2016, is used to illustrate a number of techniques. The potential use of SAE techniques for outcomes related to coronavirus disease 2019 is discussed.     

Laying the foundations of international careers research

As an editorial to the special issue “new avenues in international careers research” this article discusses the roots of the international careers research stream, which sits at the intersection between career studies, HRM and international management. In order to support future studies in this emerging area of enquiry, we attempt to lay down the foundations of a research agenda based around what we see as the three core areas of interest: contextualised careers research, comparative careers research and careers research in internationally operating organisations. After providing some suggestions for the kinds of theoretical and methodological tools that will be required to build on these foundations, we introduce the five empirical papers that comprise this special issue.
