Developing a Learning Community Approach to Business Ethics Education

In this paper we discuss a project, still in progress, that moves away from a traditional lecture based educational pedagogy. We present a team taught approach to ethics teaching that embraces a progressive philosophy of education and is focused on the development of a discussion based learning community. We describe our primary pedagogical tools of case discussion and the development of student expert role assignments as a locus, and how they relate to the learning community, course content and course objectives. Finally, we provide our preliminary review of outcomes and emerging issues.

Inward Investment, Industry Concentration and the Speed of Adjustment. — The paper develops a model of concentration, based on the standard literature of concentration determination, which is then estimated using a frontier approach within a panel framework. Such a model provides an estimate of the lower bound of concentration in the industry, based on observed industry level characteristics. The paper then develops a model of concentration change, which shows that foreign penetration acts to reduce concentration levels, and also acts to increase the rate at which the industry moves towards this equilibrium. Finally, the importance of this deviation, in terms of explaining foreign penetration is explored.     

Understanding Social Welfare Capitalism,Private Property,and the Government’s Duty to Create a Sustainable Environment

No one would deny that sustainability is necessary for individual, business, and national survival. How this goal is to be accomplished is a matter of great debate. In this article I will show that the United States and other developed countries have a duty to create sustainable cities, even if that is against a notion of private property rights considered as an absolute. Through eminent domain and regulation, developed countries can fulfill their obligations to current and future generations. To do so, the governments must reject perfectly competitive free market capitalism and the absolute right to private property, and more fully adopt social welfare capitalism as their economic system. The result will be a sustainable society that balances democracy, individual rights and individual flourishing with the community’s flourishing.     

Evaluating Statistical Models of Mortgage Lending Discrimination: A Bank-Specific Analysis

We present our efforts to develop bank-specific models to test for the presence of mortgage lending discrimination. We discuss the potential for selection and simultaneity biases and delineate the conditions under which a single-equation model is appropriate. The results from three national banks demonstrate that, by incorporating the specific underwriting guidelines of each bank, our alternative approach significantly improves the ability of the model to explain the outcomes of the mortgage lending decision process when compared to a single generic specification applied across all banks. Our results also demonstrate the difficulties encountered in attempting to incorporate the specifics of a bank's underwriting criteria and the remaining potential for omitted-variables problems.     

The Telecommunications Act at three years: an economic evaluation of its implementation by the Federal Communications Commission

The competitive free-for-all that Congress envisioned in the 1996 Telecommunications Act has for the most part not appeared. The Act calls for two forms of regulatorily-assisted entry into local markets: lease of network elements and resale. The FCC has decreed that the charges for those elements and the resale discounts must emulate the costs of an ideally-efficient firm. This standard is in fact not efficient, and the FCC’s attempt to jump-start the entry of competitors in this way has short-circuited the competitive process itself and jeopardized achievement of the goals of the Act.

Macro Determinants of FDI Inflows to Japan: An Analysis of Source Country Characteristics

This paper examines the source country determinants of FDI into Japan. The paper highlights certain methodological and theoretical weaknesses in the previous literature and offers some explanations for hitherto ambiguous results. Specifically, the paper highlights the importance of panel data analysis, and the identification of fixed effects in the analysis rather than simply pooling the data. Indeed, we argue that many of the results reported elsewhere are a feature of this mis‐specification. To this end, pooled, fixed effects and random effects estimates are compared. The results suggest that FDI into Japan is inversely related to trade flows, such that trade and FDI are substitutes. Moreover, the results also suggest that FDI increases with home country political and economic stability. The paper also shows that previously reported results, regarding the importance of exchange rates, relative borrowing costs and labour costs in explaining FDI flows, are sensitive to the econometric specification and estimation approach. The paper also discusses the importance of these results within a policy context. In recent years Japan has sought to attract FDI, though many firms still complain of barriers to inward investment penetration in Japan. The results show that cultural and geographic distance are only of marginal importance in explaining FDI, and that the results are consistent with the market‐seeking explanation of FDI. As such, the attitude to risk in the source country is strongly related to the size of FDI flows to Japan.
