Accidents will happen: safety-critical knowledge and automated control systems

This article presents findings from a study of control operators that raise concerns about safety-critical knowledge, culture and training. It is argued that the adoption of automated control systems can hinder the transfer of knowledge amongst operators, and this becomes an increasingly serious hazard as tacit knowledge is lost because of employee turnover.     

A Property Rights Paradox: George and Rothbard on the Conservation of Environmental Resources

A bstract . Murray N. Rothbard is recognized as one of the most articulate modern critics of Henry George's land value tax. A leading libertarian thinker, Rothbard condemns George's recommendation that government act to affect private transactions in land, arguing that such interventions infringe on previously defined private property rights. However, Rothbard's social system has no explicit mechanism for accommodating the emergence of tradeable property rights to newly recognized environmental resources. In effect, Rothbard calls for controls on such resources—no trading. Henry George, on the other hand, provides for the evolution of new property rights and their emergence into private markets. The paradox here is that George's solution to the property rights question might accommodate the social yearnings of one of his most severe critics, Murray N. Rothbard.

The identification of South African technological innovations: A proposed methodology

Technological innovations represent significant indicators of scientific and economic vigour in any society. They are however, extremely difficult to both identify, and to evaluate in terms of their importance.

This paper addresses itself to the problems of identification and measurement. As such it forms a necessary prerequisite to a survey of technological innovations in South Africa, and, in the process, seeks to contribute to the general field of technological enquiry.     

Athleticism and the reproduction of gender and ethnic marginality

Our paper explores the construction of ethnic and gender identities through sport and physical education, arguing that the social attitudes of women and members of ethnic minorities to sport helps to define their marginal position in society. We analyse the literature with respect to ethnicity, gender and sport within the framework of recent ethnographic research, and show how gender and ethnic factors markedly affect attitudes to sport. The wider implications of these attitudes are examined and related to work, unemployment and marginal social status. Attitudes to sport are seen to be significant in establishing attitudes to leisure as a whole, which is discussed in terms of social reproduction and the state. We extend the notion of marginality to take account of the importance of leisure behaviour in explaining and justifying the status of women and ethnic minorities in society.     

A Proposed Arbitration Mechanism to Ensure Free Trade in Livestock Products

Trade negotiations between Canada and the United States are to begin in the near future. For there to be an ongoing free movement of commodities the question of nontariff barriers must be addressed in the negotiations. Livestock commodities are particularly prone to nontariff barriers due to the public health aspects of domestic regulations and the perishability of the products. Potential nontariff barriers in livestock and meat products are identified and the problems of normal negotiation procedures outlined. A proposal for an arbitration mechanism for the settlement of disputes is developed. It's essential elements are pre-approval of changes to regulations, extremely short arbitration periods and decentralized adjudication.
Les négociations de commerce entre le Canada et les États-Unis commenceront bientôt. Pour avoir un mouvement continuel des denrées, la question des barrières nontarifaires doit être adressée dans les négotiations. Les denrées bestiaux sont particulièrement portées aux barrières nontarifaires à cause des aspects de la santé publique dans les régulations domestiques et la nature périssable des produits. On identifie les barrières nontarifaires potentielles en des produits bestiaux et de viande. On indique aussi les problèmes avec les processus de négotiation normale. Une proposition pour un mécanisme d'arbitrage pour la résolution des disputes est developpée. Les elements essentiels de cette proposition sont l'approbation en avance des changements aux régulations, les périodes d'arbitration très courtes et les prononcements de jugements décentralisés.
