Editorial introduction

This special issue brings to a close a series of three issue of this journal that have sought to expand the philosophical vocabulary of those concerned with business ethics. Previous issues treated the work of Emmanuel Levinas (Business Ethics: A European Review 2007, 16:3) and Jacques Derrida (Business Ethics: A European Review 2010, 19:3), whereas this issue is organised around engagements with the work of Alain Badiou. The three issues together seek to show ways in which the idea of the ethical, in all of its variety, poses grave challenges to the continued practice of capitalist business enterprise. The editorial introduction to this issue introduces the work of Alain Badiou, some of the specific challenges his thought poses for business and business ethics and the papers included in the special issue.     

The Health and Safety at Work Act and Retail Managements

A decade ago managemertts in Great Britain were confronted by new workplace health and safety law. They had in many cases experienced the need to comply with statutory requirements before but the 1974 Act brought unique reportsibiliries which were viewed wit11 trepidation. This article focuses upon the influence which the Act has exerted on retail stores' management. It examines the health and safety systems which have evolved in the stores and considers the degree to which they have met the intention of the Act. In addition, the arricle reveals why theories of employee participation can be difficult to translate into practice.     

Marcus Aurelius, the Stoic Ethic, and Adam Smith

In The Theory of Moral Sentiments (TMS) Adam Smith draws on the Stoic idea of a Providence that uses everything for the good of the whole. The process is often painful, so the Stoic ethic insisted on conscious cooperation. Stoic ideas contributed to the rise of science and enjoyed wide popularity in Smith’s England. Smith was more influenced by the Stoicism of his professors than by the Epicureanism of Hume. In TMS, Marcus Aurelius’s “helmsman” becomes the “impartial spectator,” who judges actions in terms of the way they are seen by others. This is the key to justice, without which society collapses. Business school students should be taught that Smith’s “invisible hand” is best understood as a universal rationality that uses just actions for the benefit of the whole.     

Impact of public involvement in research on quality of life and society: a case study of research career trajectories

This case study illustrates the research career trajectory of two lay researchers after they joined a Big Lottery funded study to explore loneliness and isolation among older people living in a town in the north of England, UK. The two lay researchers were of pensionable age themselves and engaged in all aspects of the research process as full members of the research team. Following research methods training and their substantive input into study design, they engaged fully in an approach of peer‐interviewing of other older adults as the main study method. Following this initial exposure to undertaking research, these exemplars of public involvement in research went on to be involved in other research as co‐researchers at a local and national level. Initially the paper sets out the lay researchers' personal backgrounds and expectations from involvement in research. The impact of their involvement in research on their quality of life and that of their community is presented. Latterly, the societal impact of the lay researcher's involvement is examined. The difference they made to the initial study design and conduct is described first followed by their development as substantial research resources for other studies and community initiatives. Overall the impact of these lay researchers has been significant and the paper provides an example of how involvement in research can impact on individuals and communities to great effect.     

From Distributed Supervisory Control to Enterprise Integration: Coordination Support for Operational Environments

Enterprise integration research focuses on the development and integration of models with the goal of analysis and improvement of an enterprise. Cognitive engineering research focuses on the problem solving requirements of humans in complex systems with the goal of designing more effective systems. This paper presents a particular approach to cognitive engineering - model-based intelligent support - and draws implications to the design and development of enterprise models and tools. Specifically, we discuss the realm of distributed supervisory control, propose a knowledge architecture and theory of human - machine interaction to support cooperative problem solving, and link this to current enterprise integration research. Examples are drawn from the spacecraft operations domain.     

Work incentives and other effects of the transition to social assistance in the transition economies: Evidence from Bulgaria

The compensation levels, duration structure and means-tested aspects of the income support system for the unemployed in Bulgaria are considered. The available evidence points to the emergence of long term unemployment as a major problem, to a system of social assistance (SA) which is not overly generous and to growing poverty. Nevertheless, econometric analysis using micro data indicates that disincentives for job search exist for SA recipients. In the context of an acute fiscal crisis, systemic efficiency might be improved by restricting access to some benefits, by some changes in scaling, in moves towards targeted contributions and in improvements in administrative capacity.     

The effect of industry consolidation and deposit insurance reform on the resiliency of the U.S. bank insurance fund

We examine the effects of structural change in the U.S. banking industry, as well as key regulatory changes, including recently enacted deposit insurance reform legislation, on the resiliency of the FDIC-administered bank insurance fund (BIF) by estimating and comparing the probability of BIF insolvency over time. We do this using a Markov-switching model that relies on historical patterns of BIF disbursements to define the probability of switching among three “states” of the banking industry's financial health. Monte Carlo simulations are then performed to project the financial condition of the BIF over a 50-year period. Our results indicate that the insolvency risk to the bank insurance fund has increased significantly due to industry consolidation, and is mainly due to the concentration of deposits in the 10 largest U.S. banking companies. We also find that recent deposit insurance reforms will cause only a marginal reduction in the risk of BIF insolvency. The increased risk associated with a more concentrated industry structure simply dominates the reform effect.     

Understanding the relationship between holiday taking and self‐assessed health: an exploratory study of senior tourism

The senior market is particularly attractive to the tourism industry. Alongside evidence of a growing propensity to travel and spend, consumption is often deliberately linked to low seasons, balancing out the peaks and valleys for tourism suppliers. Health is one variable which is particularly significant to this consumer. Personal health influences all patterns of consumer behaviour regardless of age, although the full extent to which this models senior tourism activity is unclear. An exploratory qualitative study was undertaken in the spring of 2005, with 22 senior consumers (aged 55 years plus) interviewed. Utilizing the earlier work by Zimmer et al.into self‐assessed health as a framework, travel propensity, the perceived effects of travel and factors inhibiting full participation were questioned. Conclusions drawn outline both a senior tourism typology and areas for future research. Notably the relationship between caregiving and tourism consumption is singled out for further investigation.     

European Soil Data Centre: Response to European policy support and public data requirements

In the context of the European Union's Soil Thematic Strategy, policy makers require easy access to soil data and information of various types and scales to assess the state of soils at European level. To satisfy this need, the European Commission and the European Environment Agency (EEA) decided to establish the European Soil Data Centre (ESDAC), located at the European Commission's Joint Research Centre.The ESDAC is one of ten environmental data centres that have been established during the last 4 years in support of policy development, implementation and monitoring by the European Commission's Directorate General for Environment. The ESDAC, located at http://esdac.jrc.ec.europa.eu, has become the focal point for soil data and information at European Union level by hosting a series of soil products and web-based tools that allow access to the data. The ESDAC acts as the primary data contact point for the Commission and EEA to fulfill their information needs. The establishment and the evaluation of harmonised databases should facilitate improved soil protection measures.
