Accrual accounting and Australian fiscal policy

Australian governments have recently moved from cash accounting to accrual accounting. Accrual accounting has been accompanied at the national government level by the introduction of a new key fiscal policy measure: the ‘fiscal balance’. This paper explains and evaluates this new fiscal measure. It concludes that, given the present fiscal policy of the Australian government, fiscal balance is a superior fiscal policy measure to the ‘cash’ budget balance measure which it replaced. However, from the alternative ‘golden rule’ policy standpoint, fiscal balance is not a meaningful fiscal policy measure — although its stock counterpart, net financial liabilities, certainly is.     

Racial disparity in the atlanta housing market

Atlanta has the reputation of being a city of opportunity for blacks. However, in Atlanta, as well as in other cities across the nation, the nexus of racism and economic discrimination has resulted in disparities between the housing status of blacks and whites. This article examines racial disparities in the Atlanta housing market. It begins by tracing recent trends in the Atlanta-area economy and by providing background information on the local housing market. It then discusses the roles of the federal Home Mortgage Disclosure Act of 1975 and Community Reinvestment Act of 1977 in the efforts of local groups to reduce racial disparities in the housing market. The final section discusses recent local developments that might lead to improvements in the housing status of black Atlantans.     

Supplier Partnerships and the Small, High-Growth Firm: Selecting for Success

Strategic partnerships are commonplace in today's global economy. Effective use of partnerships are viewed increasingly as an important issue facing small, growth-oriented firms. A key debate is how small firms should manage supplier partnerships. Contrasting the debate about the extent to which small firms are inertial versus adaptive, the impact of growth on value chain partnerships with suppliers was investigated. Data collected from 91 pharmaceutical-related firms is used to test the proposition that firm growth is related positively to maintaining or to expanding relationships with suppliers, not to terminating partnerships. The paper further posits that this relationship between firm growth and the amount purchased from a supplier is moderated by the perceived effectiveness of the value-chain partnerships such that when effectiveness is higher, the relationship between sales growth and the amount purchased from a value-chain partner is stronger. The propositions, which are tested with regression analysis, are supported partially.     

Perceptions of the Ethicality of Consumer Insurance Claim Fraud

It was proposed that ethical evaluation of insurance claim padding behavior would be affected by characteristics of the policyholder, insurance agent, and company. These three factors were manipulated in written scenarios and the premise was tested in a factorial experimental design. No significant support was found for an effect of any of the three factors on ethical perceptions of claim padding. However, females found claims padding to be significantly less ethical than males. Given a claim scenario where the actual loss was $500 and the claimed amount was $3000, subjects awarded an average of $986.91 on the claim. Many respondents were willing to compensate victims for intangible losses as well as tangible losses.     

Can Chinese Discuss Conflicts Openly? Field and Experimental Studies of Face Dynamics in China

Chinese people have been theorized to be particularly sensitive to social face and avoid direct discussion in conflict to promote interpersonal harmony. Social face has been used to explain the proclivity of East Asians to smooth over conflict. More research is needed to study social face empirically and its relationship with direct discussion and the processes by which social face has its impact. Results from a field interview study and an experiment conducted in China support theorizing that confirmation of face induces cooperative goals and open-mindedness. In contrast with common assumptions about Chinese organizations, direct discussion, compared to avoiding, strengthened relationships. Direct controversy, especially when face was confirmed, induced open-mindedness: Participants asked more questions, explored the opposing views, demonstrated more knowledge of the opposing arguments, and worked to integrate views. These results were interpreted as suggesting that Chinese people can discuss their conflicts directly and cooperatively when they are assured that their face is confirmed. Results have implications both for the general theory of cooperation and competition as well as our understanding of social face in China.     

A New Venture's Cognitive Legitimacy: An Assessment by Customers

Many legitimacy problems associated with new ventures appear to stem from a lack of customers' knowledge and understanding of the new venture. Of particular concern to entrepreneurs is cognitive legitimacy. The findings of this article suggest that customers appear to have a preference for greater rather than lesser information about a new venture's product, organization, and management (holding the content of that information constant). Furthermore, customers appear to use a contingent decision policy. For an independent startup business that is perceived as new on all three dimensions, priority should be given to building customer knowledge in the product, followed by building customer knowledge in the organization. Less attention should be given to building the customer's knowledge in the management team, although such actions still will build cognitive legitimacy.
