This paper examines the evaluation of state environmental policies aimed at reducing ground level ozone in order to meet air quality standards set by the US Environmental Protection Agency. Several states with metropolitan areas that violate federal air quality regulations have adopted voluntary emission reduction programmes. These programmes focus on emissions from mobile sources, with the chief source being the automobile. States are allowed to claim credit towards bringing their metro areas closer to compliance with regulations only if they can provide credible evidence that these voluntary programmes are successful in reducing emissions. A model is developed to forecast aggregate traffic volumes so that one can assess the impact of the programme in reducing traffic flows during ‘Ozone Action Days’. Background information on the difficulties of measuring the ozone problem and on the recent policies adopted by the US EPA is provided. Using data from the Atlanta, Georgia metropolitan area, the accuracy of the model is demonstrated and preliminary analysis of whether the programmes which began in the summer of 1998 has had the desired impact is provided. 相似文献

Objective:To estimate the annual incremental per-patient and overall payer burden (2012USD) of venous leg ulcers (VLU) in the US.Methods:Beneficiaries with and without VLU were identified using two de-identified insurance claims databases: aged 65+ from a 5% random sample of Medicare beneficiaries (2007–2010: n?~?2.3 million); and aged 18–64 from a privately-insured population (2007–2011: n?~?8.4 million). The index date was selected as the date of a VLU claim with no other VLU diagnoses in the preceding 12 months for the VLU cohort and as the date of a random medical claim for the non-VLU patients. These groups were matched using propensity scores to account for differences in demographics, comorbidities, resource utilization, and costs in the 12 month pre-index period. Medical resource use and costs incurred during the 12 month follow-up period were calculated for both payers. Drug costs and indirect work-loss due to disability and medically-related absenteeism were estimated for the privately-insured sample only. Annual VLU incidence rates were also estimated for both payers.Results:Data for 58,672 matched VLU/non-VLU pairs of Medicare and 22,476 matched pairs of privately-insured patients were analyzed. Relative to matched non-VLU patients, VLU patients used more medical resources and incurred annual incremental medical costs of $6391 in Medicare ($18,986 vs $12,595), and $7030 ($13,653 vs $6623) in private insurance ($7086 including drug costs). Compared with non-VLU patients, privately-insured VLU patients had more days missed from work (14.0 vs 10.0), resulting in 29% higher work-loss costs (comparisons significant at p?0.0001). The average annual incidence rate of VLU was 2.2% in Medicare and 0.5% in private insurance.Limitations:Findings did not account for out-of-pocket payments or other indirect costs (e.g., lost productivity), and relied on accuracy of diagnosis and procedure codes contained in claims data.Conclusion:These findings suggest an annual US payer burden of $14.9 billion. 相似文献

Research shows that some narratives and symbolic actions produced by entrepreneurial firms can help to reduce audience uncertainty about their quality and differentiate them from rivals. But can communications via online social media channels – which we characterize as “communicative streams” – be used to reduce uncertainty and enhance differentiation? This seems debatable, given that such streams comprise multiple, brief messages (a) that encode signals lacking narrative cohesion; (b) are only fleetingly accessible; and (c) are minimally customized. We address this puzzle using qualitative methods to compare the communications enacted by eight firms that are using Twitter in order to pursue growth. Our theoretical contribution rests in positing links between specific types of communicative streams and audience responses that reflect reduced uncertainty or enhanced differentiation. Our analysis suggests that firms enacting a “Multi-dimensional” communicative stream (which entails a high volume of posts, a high proportion of which signal quality, relational orientation, distinctiveness, and positive affect) are most likely to elicit audience affirmation of firms' quality and/or distinctiveness. The potential link between Catholic social teaching (CST) and the theoretical developments associated with new institutional economics (NIE) are explored. The emphasis is on the contributions of two Nobel Prize winners in economics—Douglass C. North and Elinor Ostrom—and on the work of political scientist Vincent Ostrom. By adjusting the neoclassical presumptions dominating modern economic theory to include culture, ideas, and religious beliefs in the analysis of economic behavior, the economic and social theorizing developed by these scholars advances a framework that has significant affinities with CST’s foundational critique of economic concepts and theories and with its normative position regarding the nature and functioning of social and economic systems. 相似文献

Indigenous Australians suffer considerable social and economic disadvantage. The challenge for Indigenous communities and policy makers is to discover or create opportunities that will provide sustainable development. Tourism is seen as one sector that could possibly provide such opportunities. Indigenous tourism enterprises are in most situations likely to be micro businesses. Micro businesses, Indigenous and non-Indigenous, have relatively high failure rates so it is important to undertake substantial planning to avoid failure. This paper presents the results of a planning process undertaken by an Indigenous clan planning to operate their own ecotourism micro-enterprise within Ngukurr, an Indigenous community in northern Australia. The study highlights the fact tourism does provide potential for economic development because Indigenous enterprises often have some competitive advantages. In addition, the study highlights the fact that communities often do not have the capacity to undertake all the tasks necessary to establish and operate a commercially successful ecotourism enterprise. Partnerships with other stakeholders within the region can help overcome this constraint. Finally, it is noted that the CDEP scheme has the potential to satisfy the need for funds that cannot be satisfied through normal channels. 相似文献

Abstract This article examines the new phenomenon of à la carte advertising in which an advertiser acts as coordinator and purchases various services from independent operations. A la carte advertising is mainly motivated by a desire on the part of cost conscious advertisers to reduce costs of advertising. In the long run this move may be more costly to the advertiser specially in terms of reduced profitability derived from less effective advertising. This paper documents major solid waste minimisation (SWM) practices, challenges, and recommendations identified in an environmental sustainability case study. The analysis was performed in the 3,530 room Flamingo Hilton Resort and Casino (LVFH) in Las Vegas,Nevada,USA.The city's 29 million tourists a year leave behind mountains of dollars... and garbage. The main research contributions are the SWM hierarchy, and the study's documentation of corporate actions and attitudes relating to waste minimisation in an urban tourism setting. Resort areas studied ranged from reprographics to guest rooms. Selected findings and recommendations of this study are presented according to a five level hierarchy for waste minimisation, from most to least critical. The first and most fundamental hierarchy level is commitment to environmental goals such as conservation and environmental protection from tourism's negative impacts. Levels two through four are critical sub-strategies of source reduction. Level two necessitates applying eco-intelligence within purchasing policies and activities. Level three involves the source reduction principles of using and wasting less through such practices as using electronic communications. Re-fillable packaging is an example of level four; re-use. The frequency of discriminatory language in job advertisements placed by U.S. multinational corporations operating in Mexico
was compared with that of Mexican companies using content analysis. A sample of 300 ads placed by companies from each culture
was analyzed and coded by two groups of coders to calculate the frequency of discriminatory language in the job ads with respect
to age, gender, physical appearance and marital status. Results of a chi square analysis revealed that U.S. multinationals
firms in Mexico utilize discriminatory language in job ads less frequently in the categories of age, gender and marital status.
This result suggests that the legal and cultural framework of the country of origin of U.S. enterprises in Mexico may be influencing
their actual recruitment practice in Mexico, and in turn, help them in setting a positive example of non-discrimination in
