The Norwegian Consumer Bankruptcy Act was passed 17 July 1992 to give persons with "serious debt problems (. . .) the possibility to gain control over their economy." The Act contains provisions for negotiations between the debtor and the creditors, for court rulings on repayment plans, and for a discharge of the debts not covered by the plan. The origin of the Act was a social welfare approach to the problem of overindebtedness. However, the Act embodies an inherent contradiction in that it also includes moral elements in order to prevent it from exerting a negative influence on the perceived obligation to pay one's debts. This contradiction has given the courts a wide scope of discretion in the application of the Act. As a result, cases are treated differently in different jurisdictions. Some judges put more emphasis on moral evaluations than others. This situation also gives room for strategic action from creditor groups who typically are repeat players in cases of consumer bankruptcy. This paper examines the effects of the Economic and Monetary Union on demand for foreign reserves. The traditional theory
on demand for international reserves assigns a pivotal role to imports. However, in a currency union part of imports are settled
in the common currency, leaving no incentive for keeping foreign reserves. Moreover, the pooling of the demand for reserves
in the currency union and an increasing role of a currency as an international reserve currency may also influence, among
other things, the union demand for reserves. Based on estimated demand functions for reserves it is shown that the Economic
and Monetary Union has reduced the demand for reserves substantially. It is argued that an enlargement with new member countries
of the European Union will result in further savings of reserves. A simple calculation at the end of the paper illustrates
the welfare gain associated with the reduced need of reserves in the Economic and Monetary Union. 相似文献
In Norway, as in many countries, there is a political goal to increase bicycle use. The electric bicycle (e-bike) is a promising tool for achieving this goal, given the hilliness of the country. However, little is yet known about the deterrents of cycling in Norway in general, and in particular how the purchase of an e-bike could be stimulated.
In the current study, 5500 respondents from a convenience sample among car owners were asked about their perceptions of bicycling in general, and of e-bikes in particular as well as their willingness to pay (WTP) for an e-bike. Randomly selected participants (N = 66) were given access to an e-bike for a limited time (2 or 4 weeks). A second questionnaire captured the same perceptions and WTP post-intervention. The results were compared with a control group (N = 214).
The results showed that those who cycle the least were most interested in buying an e-bike and that prior knowledge of the e-bike corresponded with a higher desire to buy one. Pro-environmental values did not predict interest in e-bikes, neither did norms and attitudes toward cycling. The WTP for an e-bike increased after having experienced the benefits for those who used an e-bike compared to those who did not. Price reduction of the e-bike (e.g. VAT exemption), spread of knowledge among the wider population, and actions to offer an e-bike experience may therefore be effective strategies for further expansion of the e-bike in the transport system and thereby to increase bicycle use in Norway. 相似文献
Recent history has seen an increase in the utilization of partial equilibrium based forest sector models to identify potential impacts of various policies or timber market shocks. These models are particularly useful in that they employ economic theory to capture the interaction of supply and demand in a framework where commodity prices are endogenous to the policy or shock simulated. We present recent developments and linkages between models and review applications of these models to forest policy questions over the previous decade. We conclude with a discussion of potential future directions for such research. 相似文献
Climate and ecosystem changes, economic and policy imperatives, food system pressures, and multiple societal expectations pose complex challenges for sustainable farming. A key problem is determining an effective and efficient approach to enable innovation in complex, multi-stakeholder settings. One approach currently receiving much policy attention and investment in the EU is ‘Living Labs’ which bring together public and private stakeholders to co-create, validate, and test new services, business ideas, markets and technologies. However, the analysis, monitoring and evaluation of Living Labs and their effectiveness and policy value in different contexts is limited. The AgriLink Living Labs were undertaken between 2018 and 2021 in Italy, Latvia, The Netherlands, Norway, Romania and Spain to co-create innovation support for improving agricultural sustainability. Our evaluation suggests that four inter-related critical conditions are needed for the success of Living Labs. These relate to the complexity of the challenge, the enabling environment, the proficient facilitation and the energy to move. These conditions influence the functioning of the Living Lab and we discuss the implications for policymakers and practitioners for the deployment of Living Labs in agricultural settings. 相似文献
The trunk road system in Norway has to be supplemented by a number of ferries due to the long coastline with numerous islands and fjords. Most of the ferries are run by private companies, but at a loss. The deficit are covered by the Ministry of Transport. The subsidies have risen rapidly in the last years and have focussed attention on whether the ferries are really run as efficiently as possible. To change the incentives to economize, a lump-sum payment is considered. To implement such a system, an initial assessment of reasonable input requirements is needed. The aim of this article is to provide such a yardstick by establishing a best practice frontier. Both a non-parametric and a parametric approach to a deterministic frontier are tried and differences of results discussed. Peculiarities due to choice of methods are revealed. The efficiency distributions are quite similar for the two methods except for scale efficiency, where the parametric method indicates substantial unrealized scale economies, while the non-parametric approach shows the largest and some small ferries to be scale efficient. In recent decades the interest of academic researchers in the practical aspects of management accounting has waned. This editorial explores some of the reasons of this development. Over the past few decades we have witnessed the establishment of management accounting in academia as a social science. This has increased the credibility of the accounting academics. However, it has also meant that academic researchers have neglected the technical core of their discipline and its problems and issues which have a direct practical relevance. It is concluded that there is a need for academic researchers to have a stronger focus on the technical core of the subject and to harness the findings of empirical research so that they can be used to develop and support practice. 相似文献
We set up a merger game between retailing stores to study the incentives of independent stores to form a big store when some consumers have preferences for one‐stop shopping. Such one‐stop shopping creates complementarity between products, leading in turn to lower prices after a big store is formed but may also lead to an improvement in the bargaining position vis‐à‐vis producers through the creation of an inside option that small stores do not have. We find that big stores will not be formed when the stores' ex ante bargaining power vis‐à‐vis producers is high. Otherwise, an asymmetric situation occurs with only one big store created when one‐stop shoppers are abundant. 相似文献
