Public Policies on Corporate Social Responsibility: The Role of Governments in Europe 总被引:3,自引:0,他引:3
Over the last decade, Corporate Social Responsibility (CSR) has been defined first as a concept whereby companies decide voluntarily
to contribute to a better society and cleaner environment and, second, as a process by which companies manage their relationship␣with
stakeholders (European Commission, 2001. Nowadays, CSR has become a priority issue on governments’ agendas. This has changed governments’ capacity to act and impact
on social and environmental issues in their relationship with companies, but has also affected the framework in which CSR
public policies are designed: governments are incorporating multi-stakeholder strategies. This article analyzes the CSR public policies in European advanced democracies, and more specifically the EU-15 countries, and provides explanatory keys on how governments
have understood, designed and implemented their CSR public policies. The analysis has entailed the classification of CSR public
policies taking into consideration the actor to which the governments’ policies were addressed. This approach to the analysis
of CSR public policies in the EU-15 countries leads us to observe coinciding lines of action among the different countries
analyzed, which has enabled us to propose a ‹four ideal’ typology model for governmental action on CSR in Europe: Partnership, Business in the Community, Sustainability, and Citizenship, and Agora. The main contribution of this article is to propose an analytical framework to analyze CSR public policies, which provide
a perspective on the relationships between governments, businesses, and civil society stakeholders, and enable us to incorporate
the analysis of CSR public policies into a broader approach focused on social governance.

of ética, Economía y Dirección (Spanish branch of the EBEN) and member of the editorial board of Ethical Perspectives and Society and Business Review. He was member of the Catalan Government’s Commission on Values, and is member of the Spanish Ministry of Employment and
Social Affairs’ Commission of Experts on CSR. He has been a highly commended runner-up in the European Faculty Pioneer Awards
of the Beyond Grey Pinstripes and is author of Ethics and Organizations. Understanding Business Ethics as a Learning Process (Kluwer).
Tamyko Ysa is an Assistant Professor of the Institute of Public Management, and the Department of Business Policy at ESADE. Her areas
of interest are the management of partnerships and their impact on the creation of public value; the design, implementation
and evaluation of public policies, and the relations between companies and governments. She is the Principal Researcher of
the Research Group for Leadership and Innovation in Public Management (GLIGP). She is coauthor of Governments and Corporate

A lack of transparency in the hotel ranking system presents a serious problem for the industry. This is especially the case when it comes to providing information to the consumer and converting quality standards into binding standards. Since quality management is not merely a strategy for commercialisation, the aim of the first part of this research paper is to offer companies recommendations from a contract law perspective. This area of law reveals that a reduction in price can be very useful for facing quality failures. This paper studies the mechanisms which motivate managers to engage in cheap talk and attract the market's attention in a credible way. We consider stock split announcements, voluntary earnings forecasts, and press releases issued by firms to the media as proxies for managerial cheap talk. We show that: (a) managerial performance‐related pay contracts incentivize executives to attract attention; (b) analysts increase their coverage of firms following cheap talk; and (c) chief executive officers are punished for attracting attention when market prices do not increase following cheap talk. Cambio tecnológico y empleo en el Brasil,Colombia y México: ¿Qué trabajadores son los más afectados?
A partir de un enfoque basado en tareas se analizan los patrones de empleo ocupacionales y de calificación en los mercados laborales urbanos del Brasil, Colombia y México entre 2002 y 2015. Se observa una fuerte disminución del empleo en ocupaciones de calificación media y un ligero aumento en las de baja y alta calificación. Según una descomposición shift-share, la disminución se explica por cambios intrasectoriales (hipótesis de rutinización) en ciertos casos (secretarios y taquígrafos), y por cambios intersectoriales en otros (artesanos y operadores de máquinas). We study the exponential Ornstein–Uhlenbeck stochastic volatility model and observe that the model shows a multiscale behaviour in the volatility autocorrelation. It also exhibits a leverage correlation and a probability profile for the stationary volatility which are consistent with market observations. All these features make the model quite appealing since it appears to be more complete than other stochastic volatility models also based on a two-dimensional diffusion. This paper presents the results of a Catalan project in which an academic institution acted as a practitioner to promote corporate social responsibility (CSR) in small and medium-sized enterprises (SMEs). The project involved the establishment of a working network with intermediate organisations and the creation of specific tools for the purpose. The paper is set up as a case study, emphasising inclusion, representativity and legitimacy as key elements for the successful construction of a network to promote CSR in SMEs. It underlines the assumptions behind the functioning of this network and the learning findings from this public–private initiative. Presented from a public policy perspective, the paper emphasises the need for coordination in terms of the growing number of initiatives fostering CSR in SMEs. It presents a brief account of the material results, focusing on the process of creating a consensus within the network. It opens up a path for future research, exploring how network management and leadership can be seen as key issues when talking about corporate social responsibility (CSR) promotion in SMEs. 相似文献
