Innovation-oriented transformation of industry in Ukraine and Russia

This paper presents an expert assessment of the present state of cooperation of Ukraine and Russia in the innovation sphere, outlines its main stages and analyzes the quality of the process of formation of legislative framework in state regulation of innovation-oriented transformations in the economy of the two countries. A comparative study is made and a quantitative estimate of the level of innovation activities in industrial production and the degree of innovation shifts in the technological structure of manufacturing in Russia and Ukraine is given.     

MEASURING THE OPERATIONAL EFFICIENCY OF COMMERCIAL BANKS IN NAMIBIA

This paper examines the efficiency of commercial banks in Namibia using the standard econometric frontier approach. Although two aspects of efficiency (scale and scope) receive our attention, the emphasis is on the latter which pertains to whether a firm produces as efficiently as it possibly can, given its size. Our results indicate that substantial economies of scale exist in commercial banking in Namibia. This will tend to suggest that commercial banks in Namibia can increase their efficiency by increasing their current scale of operation. The results for scope economies show that the current level of input combination does not make for maximum efficiency as sufficient scope exists for a more efficient combination of inputs. We believe this will reduce operating costs in the industry and stimulate efficiency.     

Analysis of interbudgetary financial flows in the Republic of Buryatia in 2001–2005

Financial flows between center and region are analyzed on the example of the Republic of Buryatia. Significant changes are shown to have occurred in the interbudgetary relations between the federal center and the region, which are associated with a revised delineation of authorities between different levels of authority. It has been the key factor in changing the sources and volumes of financial flows. The analysis is largely focused on the relations between the region and its municipalities.     

Procedural aspects of estimating the land potential for tourist recreation zone creation

The paper considers procedural aspects of land potential estimation when forming tourist and recreation territories allotted for tourist and recreation zones.     

Performance Measurement in the Public Sector: A Clarification and Agenda for Research

Despite the growing significance of performance measurement systems, theoretical evidence suggests that unique and complex characteristics in the public sector prevent performance measures being used for internal managerial purposes. A paucity of empirical studies suggests a need to shift the research agenda to interpretive methods to understand how the measures are used in a public-sector entity. A field study approach employing grounded theory is advocated to connect what is happening in practice with scholarly work.     

THE MORISHIMA ELASTICITY OF SUBSTITUTION FOR THE VARIABLE PROFIT FUNCTION AND THE DEMAND FOR IMPORTS IN THE UNITED STATES*

In this article, I derive expressions for the Morishima elasticities of substitution (MES) for the variable profit function and estimate these elasticities to shed some light on the substitutability between imports, capital services, and labor services. The results reveal that capital services and imports are Morishima substitutes, irrespective of whether the price of capital services or imports changes, and imports and labor services are also Morishima substitutes, irrespective of whether the price of imports or the wage rate changes. Thus, an increase in the price of U.S. imports (through tariffs or duties) will result in substitution (in the Morishima sense) into labor and capital services.     

Environmental Valuation with Imperfect Information The Case of the Random Utility Model

This paper considers welfare analysis with therandom utility model (RUM) when perceptions ofenvironmental quality differ from objectivemeasures of environmental quality. Environmental quality is assumed to be anexperience good, so that while perceptions ofquality determine choices, ex postutility is determined by objective quality. Given this assumption, I derive a measure ofthe welfare impact of changes in environmentalquality, and I show how this new welfaremeasure differs from the traditional welfaremeasure developed by Hanemann (1982). This newwelfare measure provides an approach tomeasuring the value of information aboutenvironmental quality within the framework ofthe random utility model.     

Intertemporal substitution and the liquidity effect in a sticky price model

The liquidity effect, defined as a decrease in nominal interest rates in response to a monetary expansion, is a major stylized fact of the business cycle. This paper first confirms that, with separable preferences, a low degree of intertemporal substitution in consumption is a necessary condition for the existence of the liquidity effect. In contrast to this result, in a model with non-separable preferences and capital accumulation it takes an implausibly high elasticity of intertemporal substitution to produce a liquidity effect. The robustness of these results to alternative degrees of nominal rigidities, capital adjustment costs and stochastic monetary processes is also analysed. We conclude that price stickiness, by itself, does not guarantee the existence of a liquidity effect.
