The Triple Helix thesis states that research laboratories and universities can play an enhanced role in innovation in increasingly knowledge-based societies. In fact the locus of industrial innovation is shifting towards networks focused on technological transfer from public research laboratories to firms. This scenario presents challenges for investigating the new behaviour of research laboratories and the measurement and evaluation of their scientific and technological activity. This study analyses how the variable 'space' affects an important activity carried out within these laboratories: the technological transfer. The purpose of this research is to: (1) construct indicators, called sensors, starting from the geographical neo-classical approach based on physical distance, for measuring and studying the spatial dynamics of technological transfer;(2) apply the metrics to case studies using data from three institutes of the Italian National Council of Research operating in an industrialised region in the north-west Italy. The sensors are useful for understanding the spatial behaviour both of the technological transfer process, and the strategy of research laboratories. Central and Eastern European economies have made extraordinary progress in their trade and exchange regimes. Surprisingly, instant convertibility was established for a great variety of exchange rate regimes. In spite of diversity, all these countries have followed a common pattern: severe initial undervaluation - the cost of speed and unrestricted trade - followed by rapid real revaluation and incipient protectionism. Since 1994 in many cases an embarrass de richesse has appeared: high capital inflows which are either inflationary or costly to sterilize. A major cause of these flows - or at any rate of the high cost of sterilization - is the presence of significant interest rate differentials higher than required to cover the risk of devaluation. These are the necessary consequence of a policy of positive real interest rates and of real revaluation from excessively undervalued exchange rates. Lower interest rates are recommended, both to stem financial capital inflows and to reduce the cost of their sterilization. 相似文献

Host Country Competition, Labor Skills, and Technology Transfer by Multinationals. — This paper examines the impact of local competition and the availability of skilled labor on the technology imports of foreign MNC affiliates in Mexican manufacturing industries. The authors find that proxies for local competition and labor skills are positively related to the recorded technology imports of foreign owned affiliates. The effects of competition appear to be particularly strong in intermediate and consumer goods industries, while the availability of skilled labor seems to be particularly important in durable and capital goods industries. Thus, government policies aiming to create a competitive climate and improve labor quality may also promote inflows of modern technology. 相似文献

Occupational licensing regulations require workers in many different professions to obtain a special permit to work legally in their chosen field. Although professional associations argue that the only goal of professional licensing is to protect the public, occupational regulation may also reduce competition: for example, by reducing entry. This paper reviews the recent literature and policy developments on the subject, with a focus on the European Union.

Setting the right approach for new product development (NPD) in the presence of uncertainty remains an ongoing debate in innovation management. Stage-gate systems (SGS) and agile methodology (AM) are the dominant approaches. Recently, hybrid approaches (combining SGS and AM) have been proposed. Although these hybrid approaches represent a significant development in NPD, combining them without considering their design principles might lead to contradictory and competing conceptual formulations, thus increasing the difficulty of comparison among studies. Moreover, scholars and practitioners may struggle to understand when, why and how a certain configuration of the NPD process provides the right response to different manifestations of uncertainty. The current literature faces problems regarding the clarity of design principles (e.g. flexibility and adaptability), and this has led to research gaps concerning the uncertainty contingency and outcomes of hybrid approaches. This study combines bibliometric and content analyses to identify four design parameters and principles of NPD hybrid approaches: flexibility, adaptability, velocity and integration. We investigate the welfare effects of proportional income taxation in a standard general equilibrium model with incomplete
markets (GEI). Formally, our analysis is on the allocative effects of state-contingent income tax reforms. Tax reforms are restricted to be anonymous, publicly and truthfully announced before markets open, and they are required
to result in an ex-post constrained efficient allocation. Our main result is to show that there do typically exist contingent
tax reforms that are Pareto improving. These reforms, acting directly on the asset span, modify private risk-sharing opportunities.
Thus, unlike most of the GEI literature, the type of policy transmission mechanism considered does not rely on second-order,
relative spot price effects. Yet, the key welfare effects of our tax reforms are substantially equivalent to those induced
through changes in relative spot prices, as, for example, in Geanakoplos and Polemarchakis (1986), Geanakoplos et al. (1990),
or in Citanna et al. (2001).

The study examines and highlights the impact of selected foreign inflows (aid, trade, FDI, debt and remittances) on the economic growth of the South Asian Association for Regional Cooperation (SAARC) countries. The existent literature lacks a comprehensive analysis of the SAARC countries as countries like Afghanistan, Bhutan and the Maldives have largely been ignored due to the shorter time periods of available data. The study is empirical in nature and utilizes panel data techniques on macroeconomic data for the period 2008–2015. Foreign aid and foreign direct investment are found to impact economic growth positively. Foreign debt and trade flows are found to adversely affect economic growth. No relationship is established between the flow of remittances and the economic growth of these countries. The obtained results are robust to different proxy variables and the addition of macroeconomic variables. For the first time, the study provides policy implications based on the data of all SAARC countries. The study recommends focusing on increasing the inflows of resources in the form of aid and foreign direct investment (FDI) from the developed world to achieve higher economic growth. 相似文献

ABSTRACT: The aim of this paper is to introduce a multidimensional assessment model for organizations that have multiple goals and are not driven exclusively by profit. Therefore, it is an assessment method particularly suitable for social enterprises. In order to measure the efficiency of production units in each dimension, the Data Envelopment Analysis non‐parametric method is applied. Our case study is concerned with Fair Trade shops and members of the consortium Altromercato for which we collected variables that could be associated with input and output for the economic, socio‐cultural and organizational dimensions. The results of the analysis confirm the presence of economies of scale in the economic dimension but not in the socio‐cultural dimension. Moreover, our organizational analysis confirmed a low general professionalization. Our results also confirm, on the one hand, the more pronounced capacity of cooperatives to sell Fair Trade products compared to associations, which, on the other hand, have the tendency to achieve proportionately better results in the socio‐cultural dimension. 相似文献

In this paper we analyse the relationship between governance and learning in clusters and networks. In particular, we see these two key elements as interdependent, suggesting that, under particular circumstances, such interdependence may drive clusters and networks towards a dynamic development trajectory. A pure ‘governance perspective’ makes the development of any locality dependent on the system of powers which exists within the locality or across the global value chain. In parallel, a pure ‘competence-based approach’ focuses mainly on the capabilities of actors to learn and undertake activities. In contrast, we open the prospects for an interdependent relation that may change the actual competences of actors as well as the governance settings and dynamics in networks and clusters. When supported by public policies, the learning process may have the potential to modify the governance environment. Simultaneously, the learning process is intrinsically influenced by economic power, which may seriously affect the development prospects of clusters and networks. This is why an intertwined consideration of both aspects is necessary to promote specific approaches to learning and to design appropriate policies. In this paper we offer two preliminary case studies to clarify some of these dynamics: the first taken from the computers cluster in Costa Rica and the second from an Italian bio-pharmaceutical firm and its production network. The first case study refers to the software cluster that was created from scratch in Costa Rica thanks to an enlightened government policy in coordination with new local enterprises and an important foreign direct investor; while the second reflects on the ability of an individual company to create a network of relationships with large transnational companies in order to acquire new competences without falling into a subordinate position with respect to its larger partners. 相似文献
