The paper compares decision-making on the centralisation of public goods provision in the presence of regional externalities
under representative and direct democratic institutions. A model with two regions, two public goods and regional spillovers
is developed in which uncertainty over the true preferences of candidates makes strategic delegation impossible. The political
economy argument against centralisation of Besley and Coate (J Public Econ 87:2611–2637, 2003) does therefore not apply. Instead,
it is shown that the existence of rent extraction by delegates alone suffices to make cooperative centralisation more likely
through representative democracy under reasonable assumptions. In the case of non-cooperative centralisation, the more extensive
possibilities for institutional design under representative democracy increase the likelihood of centralisation. Direct democracy

The problem of comparing the precisions of two instruments using repeated measurements can be cast as an extension of the Pitman-Morgan problem of testing equality of variances of a bivariate normal distribution. Hawkins (1981) decomposes the hypothesis of equal variances in this model into two subhypotheses for which simple tests exist. For the overall hypothesis he proposes to combine the tests of the subhypotheses using Fisher's method and empirically compares the component tests and their combination with the likelihood ratio test. In this paper an attempt is made to resolve some discrepancies and puzzling conclusions in Hawkins's study and to propose simple modifications.

In this paper we analyse whether entrepreneur location decisions differ across industries and identify the factors determining the choice of location between rural and urban environments. Firm location is based on a new taxonomy developed over the influential three dimensions of Hayter’s (1997) approach. The paper uses data from sample of one thousand Portuguese firms. We present a stylized theoretical model to determine how these new five dimensions influence firm’s location and test the model through a logistic regression. Our results show that that the location decisions depend on the sector of activity, type of area (urban vs. rural) and the characteristics of the entrepreneur. We find that companies engaged in knowledge intensive business services prefer to locate in urban areas. From an institutional point of view, firms prefer to locate in rural areas. 相似文献

Statistical offices are concerned with problems of protecting confidential information when publishing data in statistical tables. One method to avoid disclosure is the method of cell suppression, in which the values of the sensitive cells in the table are suppressed from publication. To prevent the values of the sensitive cells from being calculated from the tables totals, additional suppressions are necessary. The problem of minimizing the loss of information caused by the additional suppressions is a difficult optimization problem. This article reports on the research and development of a cutting-edge biomedical device for continuous in-vivo glucose monitoring. This entirely public-funded process of technological innovation has been conducted at the University of Barcelona within a context of converging technologies involving the fields of medicine, physics, chemistry, biology, telecommunications, electronics and energy. The authors examine the value chain and the market challenges faced by in-vivo implantable biomedical devices based on nanotechnologies. In so doing, they trace the process from the point of applied research to the final integration and commercialization of the product, when the social rate of return from academic research can be estimated. Using a case-study approach, the paper also examines the high-tech activities involved in the development of this nano-enabled device and describes the technology and innovation management process within the value chain conducted in a University–Hospital–Industry–Administration–Citizens framework. Here, nanotechnology is seen to represent a new industrial revolution, boosting the biomedical devices market. Nanosensors may well provide the tools required for investigating biological processes at the cellular level in vivo when embedded into medical devices of small dimensions, using biocompatible materials, and requiring reliable and targeted biosensors, high speed data transfer, safely stored data, and even energy autonomy. 相似文献

Since its publication in 1909, Daniel Burnham's Plan of Chicago has been criticized for its lack of attention to social issues and for the failure of subsequent reconstruction projects to live up to the ambition of the plan. These criticisms assume that the Plan of Chicago was insufficiently progressive, or they evaluate the Plan by reference to the successes and failures of subsequent decades of urban reconstruction in Chicago. This article argues that the key to understanding the Plan of Chicago is to place it in its historical context. Burnham's Plan of Chicago was an expression of the tradition of Chicago civic boosterism and earlier city‐building practices as much as it was of the nascent profession of city planning. Finally, while the Plan did neglect housing, poverty, and other social questions, it did possess a social vision based on civic inclusivity, rather than economic inclusivity. The Plan can be read as a reform document based on the assumption that physical environment shapes individual character and social relationships. It assumed the creation of a unified and harmonious physical city would produce a contented and productive citizenry. In short, the Plan of Chicago deployed a transformative vision in the service of conservative goals. 相似文献
