Why Do Cohabiting Couples Marry? An Example of a Causal Event History Approach to Interdependent Systems

The purpose of this paper is to demonstrate a causal approach to interdependent systems based on two empirical investigations. These examples demonstrate (1) the study of two highly interdependent processes: entry into first marriage as the dependent process and the process of first birth/first pregnancy as the explaining one; (2) an interdependence occurring mainly in a very specific phase of individuals' lives (i.e. during the period of first family formation); (3) the involvement of time lags between cause and its effect (e.g. time until detection of conception); and (4) the highly dynamic character of an unfolding effect over time (i.e. the effect of first pregnancy/first birth on first marriage strongly depends on the progress of pregnancy and the time since the birth has taken place).     

Decentralization in Peru's Agricultural Policy: A Critical Review from 1993 to 1998

In 1983 decentralization was already being described as the latest fashion in development administration and it has been gaining in popularity ever since. This theoretical concept has been embraced world-wide and incorporated into economic and political reform plans. In this paper, the proclaimed desire for decentralization in Peru's public administration is tested by reviewing the example of its agricultural policy and in particular its strategy with regard to public agricultural subsidies. The objectives of the paper are: (1) to illustrate the discrepancies between the theoretical objectives of decentralization and how it is implemented in practice; (2) to analyse the structure of Peru's agricultural support policies, evaluate the process of decentralization in this sector and subsequently identify possible problem areas and make policy recommendations; and (3) using the regionally differentiated public expenditures for the agricultural sector in the period from 1993 to 1998, to cross-check the lip-service paid to decentralizing agricultural policy in Peru.

Antidumping as Strategic Trade Policy under Asymmetric Information

Trade liberalization under GATT/World Trade Organization (WTO) has been partly offset by an increase in antidumping protection, possibly due to the inclusion of sales below cost in the definition of dumping. This article investigates the domestic government's antidumping duty choice in an asymmetric information framework, in which the foreign firm's cost is observed by the domestic firm, but not by the government. We show that by designing a tariff schedule contingent on firms' cost reports and accompanied by a threat to collect additional information for report verification, the domestic government may not only be able to extract the true cost information, but also succeed in implementing the full‐information, governmental welfare‐maximizing duty. The antidumping framework within GATT/WTO may thus not only offer the means to pursue strategic trade policy disguised as fair trade policy, but it also helps overcome informational problems with regard to correctly determining the optimal strategic trade policy.
