Why do rational politicians choose inefficient policy instruments? Environmental regulation, for example, often takes the form of technology standards and quotas even when cost‐effective Pigou taxes are available. To shed light on this puzzle, we present a stochastic game with multiple legislative veto players and show that inefficient policy instruments are politically easier to repeal than efficient instruments. Anticipating this, heterogeneous legislators agree more readily on an inefficient policy instrument. We describe when inefficient instruments are likely to be chosen, and predict that they are used more frequently in (moderately) polarized political environments and in volatile economic environments. We show conditions under which players strictly benefit from the availability of the inefficient instrument. 相似文献

We propose defining the invisible hand by: (i) modelling the mechanism itself (rather than just assuming its existence); and (ii) making explicit the limit conditions of its working. For that purpose, we simply assimilate the working of the invisible hand mechanism with the existence of a social preference such that individual and social optimalities are consistent. In introducing the possibility of interaction among individuals, we then suggest that the standard singleton case, or atomistic individualism, is just an extreme feature of a more general requirement that we call the network agreement . Our main result is that the invisible hand mechanism does keep on working when there is an interaction between Robinson and Friday if the former (respectively, the latter) is sensitive to the latter (respectively, the former) in such a way that they exhibit some agreement in preferences. Hence, the singleton case naturally satisfies this property because neither Robinson nor Friday can disagree with himself. Further cooperative situations are also allowed in order to extent the invisible hand mechanism to cases with interactions. 相似文献

This paper analyses the incentives of the equityholders of a levered company to undertake noncontractible investments. This noncontrability is shown to seriously impede the efficiency of any renegotiation process in the debt overhang problems. This paper studies the risk of “fire sales” in the tri‐party repo market, a large and important market where securities dealers find short‐term funding for a substantial portion of their own and their clients' assets. We distinguish between fire sales of assets by a dealer who, facing a run that could lead to default, sells securities to generate liquidity, and fire sales of assets by repo investors after a dealer's default has occurred. While fire sales do cause damage no matter how they arise, the tools available to lessen the harm from the two types of fire sales are different. We find that limited tools are available to mitigate the risk of predefault fire sales and that no established tools currently exist to mitigate the risk of postdefault sales. (JEL G01, G18) 相似文献

Resource reallocation problems aim to determine an allocation maximizing a given objective function. Numerous applications are based on the assumption of restricted contacts between entities but, up to now, studies have been based on unrealistic contexts. Indeed, most of the time, agents are omniscient and/or have complete communication abilities, which are not plausible assumptions in many applications. A solution does not only consist in an optimal allocation, but in a sequence of transactions changing an initial allocation into an optimal solution. We show that the individual rationality does not allow the achievement of socially optimal allocations, and we propose a more suitable criterion: the sociability. Our method provides a sequence of transactions leading to an optimal allocation, with any restriction on agents’ communication abilities. Provided solutions can be viewed as emergent phenomena. 相似文献

This article proposes that neuroscience can shape future theory and models in consumer decision making and suggests ways that neuroscience methods can be used in decision-making research. The article argues that neuroscience facilitates better theory development and empirical testing by considering the physiological context and the role of constructs such as hunger, stress, and social influence on consumer choice and preferences. Neuroscience can also provide new explanations for different sources of heterogeneity within and across populations, suggest novel hypotheses with respect to choices and underlying mechanisms that accord with an understanding of biology, and allow for the use of neural data to make better predictions about consumer behavior. The article suggests that despite some challenges associated with incorporating neuroscience into research on consumer decision processes, the use of neuroscience paradigms will produce a deeper understanding of decision making that can lead to the development of more effective decision aids and interventions. 相似文献

He has been researching taste and cultural practices through a pragmatic lens for three decades. He has developed an original and impactful theoretical framework bridging the Actor-Network Theory to Cultural Studies. More precisely, he reconceptualized the notions of mediation and attachment. Antoine Hennion has explored various empirical settings, including music, wine, and sports. More recently, he has contributed to a large research project on migration. This paper studies the incentives of participants in a real-time gross settlement system with and without the addition of a liquidity-saving mechanism (LSM). Participants in the model face a liquidity shock and different costs for delaying payments. They trade off the cost of delaying a payment against the cost of borrowing liquidity from the central bank. The main contribution of the paper is to show that the design of an LSM has important implications for welfare. In particular, parameters determine whether the addition of an LSM increases or decreases welfare. 相似文献

The resort to biological “analogies”, “metaphors” and “concepts” is an important aspect of the history of the relationships between economics and biology and has long been greatly controversial. This controversy continues today in the most recent work of three cliometricians, i.e. Fogel (post 1982) and Ashraf and Galor (2013). We focus on the theories of historical growth relying on biological explanations which have been formulated by these economists, from the specific angle of biological reductionism. We propose a methodological critique of their use of biological variables as determinants of the historical dynamics of economic growth. Based upon the transposition to the field of economics of Ernst Mayr’s distinction between functional and evolutionary biology and his definitions of reductionism, we argue that despite some similarities, the questions raised by Fogel’s and Ashraf & Galor’s theories are of distinct nature. Nonetheless, we stress the need for a careful examination of the biological mechanisms supporting these researches. 相似文献
