This paper analyzes the role of central government in a Nash tax competition between two heterogenous regions, which differ in their endowments of two production factors. Regional governments use a source-based unit tax on mobile capital to finance their public service expenditures. The central government employs excise subsidies and lump-sum taxes to induce the two regions to efficient resource allocations. We answer to the question that whether the central government can induce an efficient equilibrium, and investigate the effects of endowments difference on the optimum subsidy rates. We find that there exists a unique tax rate under which the efficiency is achieved. We identify the set of endowment allocations for which the subsidy rate to one region is higher (or lower) than the subsidy rate to the rival. The large poor region receives a higher subsidy than the small rich region, but the subsidy to the small poor region may be higher or lower than that to the large rich region. [H2]  相似文献

The symbiotic relationship between terrorism and tourism needs to be understood and acted on, not just in terms of security and marketing, but in terms of such factors as planning, site development, employment policies, political risk analysis and emergency management. This article looks at the relationship between tourism and terrorism from several perspectives. The political and economic impact of terrorism on tourism is assessed, including the sensitivity of the tourism industry to general political strife and the vulnerability of travellers and tourist facilities to terroristic activity. The nature of terroristic violence and the objectives of terrorist groups are evaluated to determine why and how attacks on tourists and facilities may fit the organizational and political objectives of terrorist groups. Finally, the article suggests how the industry and policy makers must proceed to reduce the vulnerability for tourists and the travel sector.  相似文献

Abstract

This article examines the cultural field of fitness as a network of producers, consumers, products and practices that has developed around the care of the body through physical exercise. Drawing on a thematic text analysis of US exercise manuals, the paper focuses on how the commercial fitness field naturalizes associations between physical exercise and leisure, and between leisure and self‐work. In particular, the analysis examines three themes and their relevance to our broader understanding of leisure in contemporary consumer society: the management of leisure time; the use of leisure for self‐investment strategies; and the promotion of consumption as the framework for leisure and an accompanying notion of pleasure. The fitness field casts light on how leisure more generally is constructed as a sphere of obligations to make productive use of one’s time, to improve one’s body and self, and to do so through the wares of the consumer marketplace. The cultural imaginary of leisure as a time of freedom from work and responsibility is thus recast, in an age of individualization, as a time of freedom to accomplish the work of self‐production.  相似文献
