We examine the relative dynamic responses of state personal tax revenues and sales tax bases to changes in state personal income. Our econometric analysis, which includes separate analyses of long-run and short-run dynamics for each state, permits the estimation of asymmetric short-run responses depending upon the relationship between current and expected tax base growth. Results indicate that the average long-run elasticity for income taxes is more than double that for sales taxes. Most states have asymmetric short-run income elasticities, which are again greater for income taxes than for sales taxes. However, a joint analysis of long- and short-run dynamics reveals that neither tax is universally more volatile. After calculating state-specific income elasticities for both taxes, we employ cross-section regression techniques to explain the variation in elasticities across states. Several policy factors are found to be important, including elements of tax bases and rate structures. 相似文献

This paper presents a methodology for organizing and quantifying the results of environmental scanning exercises. The first step of the methodology is to develop a simple systems model whose components capture the essence of the problem context under study. Then, a scan identifies leads that affect one or more components. The impact a lead may have on a component is rated on a numerical scale for any number of time periods of interest. Lower and upper probabilities are estimated for each impact rating for each time period. Lower and upper expected impact scores are then calculated to provide a range of potential impacts over time. An exponential function is used to aggregate the lower and upper expected impact scores upon a component to produce lower and upper expected component changes. The methodology also allows changes in components to impact other components. The methodology was implemented to explore impacts of demographic and technological change upon the future of human and ecological health in the United States. 相似文献

The global wine market has witnessed major changes in recent years. Some of these changes are structural in nature or trend-following, whereas others are cyclical. Recently, new market entrants have increased their exports not only to traditional European markets but to other importing regions as well, whereas Old World producers have experienced declining market shares. However, the evidence examined here suggests that market share data also contain strong cyclical components. Mixed results also occur when the wine export data are disaggregated into products. An empirical study into innovation supporting and blocking factors has been conducted of the strategic perceptions of stakeholders within the supply chain of a mature industry sector, based on interview analysis. The data revealed strategic intentions and assumptions that support the emergence of two distinct trajectories of change in the industry based on co-partnership and ad-hoc relationships respectively. A model of the trajectories using current partnership theories of lean supply indicated that the co-partnership trend offers some scope for incremental innovation; the ad-hoc relationship trend offered rather less scope for incremental innovation. Both trends seem to be reducing the scope for development of entrepreneurial networks within which independent design innovators can flourish. The strategic assumptions identified point to an environment that is not supportive of radical innovation. The absence of in-house R&D capabilities may be an important factor in the industry's difficulties in innovating. 相似文献

In this paper, we discuss the influence of urbanization and urban primacy on the economic growth rates of developing nations.
Included in the paper is preliminary evidence, from cross-section and time-series analyses, that while urbanization is an
inevitable product of economic development, the process of urbanization is best achieved when the urbanization is managed
and gradual. Time-series and cross-section analyses indicate a negative relationship between urbanization and urban primacy
and economic growth. However, further cross-section analysis shows that all industrialized economies are highly-urbanized.
The dichotomy is explained in that urbanization is inevitable with economic growth, but the pace and character of urbanization
also matters. We present a basic model that predicts the economic growth rates of developing nations. The tests performed

We investigate the economic relevance and the composition of gifts within a firm where output is contractible. We develop a structural behavioral model that identifies workers’ optimal reaction to monetary gifts received from their employer. We estimate the model using data from two separate field experiments conducted within a tree‐planting firm. We use the estimated structural parameters to generalize beyond the experiment, simulating how workers would react to different gifts on the part of the firm, within different labor market settings. We find that gifts have a role to play within this firm, increasing in importance when the workers’ outside alternatives deteriorate. Profit‐maximizing gifts would increase profits within slack labor markets by up to 10% on average and by up to 17% for certain types of workers. 相似文献
