Utilizing Printed Media to Understand Desired Leadership Attributes in the People's Republic of China

Using news media as a reliable source, we content analyzed stories on business leaders in two major official Chinese newspapers in three different time periods over the past 20 years. Results show that the reform has brought an increase in stories of business leaders, and in coverage of the desirable leadership attributes relating to Confucian virtues, communist ideologies, and modern management philophies. The results suggest that, by publicizing and adorning specific leaders in both government and business sectors in the official media, the government reinforces the traditional values that are consistent with communist ideologies, and at the same time, it also introduces Western management values to suit the current needs of the society. The results of our study echo the findings of empirical studies on Chinese values that used data collected using other methods. We therefore encourage future research to use the printed media as a potentially valuable source of data for tracking changes in social phenomena in a society over time.     

An Examination of Procedural Justice Principles in China and the U.S.

This paper examines procedural justice principles from a cultural perspective, and examines the relationships between three dimensions of national culture (uncertainty avoidance, societal emphasis on collectivism, and gender egalitarianism), three principles of procedural justice (consistency, social sensitivity, and account-giving), and judgments of fairness. The results suggest that culture can influence employees' perceptions of the fairness of procedural justice principles; different dimensions of national culture influence different principles of procedural justice. The principle of social sensitivity was perceived as fairer in collectivistic China than in individualistic U.S. In addition, differences between men and women in perceived fairness of account-giving were exaggerated in China (a culture low in gender egalitarianism) and attenuated in the U.S. (a culture high in gender egalitarianism).     

商业贿赂在政府采购领域的现象和措施

当前各级政府各部门正在行之有效地开展治理商业贿赂专项工作。为了切实完善政府采购制度，净化政府采购市场，规范政府采购制度，健全政府采购机制，惩治政府采购领域商业贿赂，笔者在此浅谈一下当前政府采购领域商业贿赂的现象、问题和采取的措施。[编者按]     

开放经济条件下货币政策的困境及对策

开放经济对我国的货币政策目标、运行都有极大影响,特别是高额外汇占款给货币政策运行带来新的挑战。为适应新的经济形势,货币政策必须做出相应的调整。笔者认为可以从完善浮动汇率制、深化外汇管理体制改革、健全国内金融市场、进行投融资体制改革、确立有效的货币政策工具以及重视货币政策的国际协调等方面进行调整。     

国外AVM技术在批量评估中的应用

AVM(自动评估模型)是批量评估方法体系的关键技术。本文系统地介绍了AVM的技术原理,并论述了模型设定理论层面与模型校准技术层面以及两者相互的联系,提出了开发和应用国内AVM,建立税基批量评估方法体系的一些构想。     

关于规范发展农村新型金融服务组织的若干思考

为了加快社会主义新农村建设步伐，促进农村新型金融服务组织健康、快速发展，保护投资人或债权人的合法权益，维护农村金融体系稳定，当前，应在相关地区建立农村金融服务协会的试点，各级政府或有关职能部门依托农村金融服务协会，对农村新型金融服务组织履行监督、管理、协调、服务职能，以促进各地农村新型金融服务组织依法办事、合规经营、稳健运行。
