The basic trade union model is generalized to allow for an unemployment benefit system consisting of two benefit levels, one for short-term and one for long-term unemployed, and a rule determining whether an unemployed is short- or long-term. Under relatively mild conditions we show that benefit systems with no or positive duration dependence are dominated by a system with negative duration dependence in the sense that all union members achieve higher utility, unemployment is lower, and benefit expenditures are smaller. 相似文献

An independent commission on tax reforms and the Federal Ministry of Finance had been working for some time on basic changes of the German tax system. The results of a 2?×?2 factorial online experiment are reported. The first factor refers to the information on precautionary measures and the second factor on the information regarding the share of EMF exposure from extra-high-voltage power lines compared to overall EMF exposure measured in-house. The study is based on a community sample of 440 subjects. Information on the share of EMF exposure from extra-high-voltage power lines at the in-house overall EMF exposure has no statistically significant effect of safety distances and acceptance distances. Further findings indicate that communications of precautionary measures produce a countervailing effect: on average, subjects require a higher distance from their homes compared to those who were not informed about precautionary measures. However, there is also a positive effect of precautionary information on the acceptance belief. Subjects who received this information are, in average, less negative about the claim that compliance with the value limit is sufficient in order to agree with the construction of a power line. We set up a theoretical model to analyze the implications of coordination of immigration policies among destination countries. The model contains two types of spillovers between destination countries: a terms-of-trade externality and a welfare-policy externality. We show that while coordination unambiguously increases welfare of the destination countries, the effects on the level of immigration and on the income distribution of natives are ambiguous. German works councils are often thought of as operating in all firms that exceed the basic size threshold (of five permanent employees) established under law. Drawing on a new large-scale, representative German data set, we report that only one-fifth of firms in our sample have works councils even if such firms do account for almost three-fourths of employment. The principal factors behind works council presence emerge as fairly conventional: firm size, firm age, branch plant status, the gender composition of the work force, and certain working arrangements. There are also signs of a close relation between workplace union density and council presence.
