In this paper, we explore ways in which the theoretical constructs of scope and adding up can inform and improve the practice of benefit transfer. Specifically, we examine how the stated preference literature on scope and adding up can inform three critical steps in benefits transfer: study site selection, including studies to select for use in a meta-regression; calibrating benefit functions; and assessing transfer validity.  相似文献

The paper proposes a two-stage mixed duopoly model of exhaustible resource market where at the first stage the government decides on the degree of privatization of public firm and at the second stage the public and private firms decide simultaneously on the two-period extraction paths. It is demonstrated that if the two firms have symmetric technologies with increasing marginal extraction costs and the same resource stocks, then neither full nationalization of any of the two firms nor full privatization will be socially desirable. It is shown that the presence of a semi-public firm improves intertemporal allocation of the fixed resource stock. Thus, partial privatization is optimal even under exogenously fixed total outputs of each firm. For asymmetric cost case, when the public firm is less efficient than the private firm, we derive the conditions under which full nationalization or full privatization is optimal.  相似文献

Tullock (in: Rowley (ed) The selected works of Gordon Tullock, Liberty Fund, Indianapolis, pp 399–455, 2005) was skeptical of the presumed economic efficiency of the common law, as adversarialism, apparently inherent to common law procedures, allowed for and was prone to litigiousness. Common law litigations accord to patterns of rent-seeking, as litigants invest ever more resources to assure victory. This paper asks if viable institutional solutions can emerge to resolve the problem Tullock identified. I survey the historical development of the term sycophancy within ancient Greek law as a revealing case study. Though a relatively innocuous pejorative in contemporary parlance, the term’s etymological roots stem from a formative process of ancient legal and institutional change within Athenian Greece. In the wake of specific legal reforms that expanded the scope of governmental authority under Solon (born 638–558 BCE), citizens were given explicit financial incentive to report violators of newly implemented public laws. Thereafter, social stigma surrounding third party legal representation leveraged the term sycophancy in reference to prosecutors motivated by private interests over the public welfare. Forgone social status and eventually formal criminal sanction emerged as offsetting differentials against the incentives of sycophancy.  相似文献

ABSTRACT

This study explores how religious and ethnic norms and gender relations interact across the domestic and public spheres of work in rural China's minority-concentrated regions. It focuses on the roles that childcare and household composition play in the employment decisions of prime-age married individuals of Muslim and non-Muslim ethnicity. Using the 2012 China Household Ethnicity Survey (CHES), the study finds that children generally decrease women's likelihood of employment outside the home and increase men's. The gender gap in the probability of off-farm employment is larger for those of Muslim ethnicity. Non-Muslim parents of sons are more likely to migrate for employment than parents of daughters. The presence of women of grandparent age (46–70) universally facilitates labor migration. Men of grandparent age tend to increase only the probability that non-Muslim parents migrate for employment. Additional adult male household members reduce the likelihood that women of Muslim ethnicity have off-farm employment.  相似文献

The analysis of stadium attendance demand has a long tradition in the economic literature. However, despite its evident merits, this previous research has been critiqued at several levels, in particular for relying on a suboptimal demand proxy, i.e. published attendance data. In this short note, we address these shortcomings by exploring a highly unique data set containing official information on spectators’ decisions of whether or not to physically attend 704 German football Bundesliga games played between August 2014 and January 2017.  相似文献

We examine the educational production function and efficiency of public school districts in Illinois. Using non-parametric kernel methods, we find that most traditional schooling inputs are irrelevant in determining test scores (even in a very general setting). Property tax caps are the only relevant factor that is related to districts’ financial constraints and have predominantly negative associations with test scores. Therefore, insufficient resources may be partially responsible for the lack of growth in test scores. For most other relevant inputs, we find substantial heterogeneity in the returns, which helps reconcile some of the puzzling results in the literature. We further find that there exist inefficiencies in school districts. Moreover, the level of test scores, commonly used as a measure of school effectiveness, (while related) differs substantially from our efficiency scores, and standard parametric approaches drastically underestimate school efficiency. We discuss the policy implications of our results.  相似文献

This study examines the private consumption benefits of sports attendance using revealed and stated preference data from 28 Football Bundesliga teams across three divisions. Survey respondents were presented with positive (sporting success) and negative (management failure) scenarios and asked for the number of game trips if each scenario occurred. The results of a pooled random effects Poisson model show that travel costs and ticket price have a significant negative effect on the number of home game trips. The weighted consumer surplus per game trip including travel costs and ticket prices is €345. Consumer surplus per game trip was found to change by €41 (first division) and €98 (second and third division) if the positive scenario occurred and by €39 if the negative scenario occurred.  相似文献

Many economists hold that monetary policy missteps played a role in causing or prolonging the 2007–2008 financial crisis. In light of the perceived failure of monetary orthodoxy, models are being theoretically refined and empirically recalibrated. Absent from these technical debates is a recognition of the immense knowledge burdens inherent in monetary policy. We argue that Fed authorities do not have the knowledge required to achieve their own monetary objectives, given their inability to approximately measure or predict changes in the demand for money. Finally, we evaluate the ability of free banking to overcome this knowledge problem. (JEL E42, E52, E58, E61, P16)  相似文献
