The Qualitative Controlled Feedback (QCF) method was developed by Press [1] to assist policy makers in forming judgments and making decisions that reflect the careful interactive reasoning and arguments of all of the members of a group or population. Since the QCF method involves controlled feedback, it tends to minimize the effects of face-to-face group interaction pressures. Since the feedback is “qualitative,” however, the procedure tends not to artificially induce a consensus on the group. This paper summarizes a feasibility study of the procedure. A sample of 111 faculty and staff members of the University of British Columbia participated in the testing of the method. The participants were asked to make a judgment on the importance of building an aquatic center on campus. A second (control) group of 89 faculty and staff members was surveyed on the same issue, but using the conventional survey method, that is, no feedback. It was observed that Qualitative Controlled Feedback created a good interaction (in the sense of exchanging arguments and reasons) among group members. Changes in judgments occurred as subjects went from one stage to another after having qualitative feedback of information. It was also found that the judgments given by the subjects in the qualitative controlled feedback group were distributed quite differently from those given by the control group. Amartya Sen's ethical theorizing helps feminists resolve the tensions between the claims of women's particular perspectives and moral objectivity. His concept of "positional objectivity" highlights the epistemological significance of value judgments made from particular social positions, while holding that certain values may become widely shared. He shows how acknowledging positionality is consistent with affirming the universal value of democracy. This article builds on Sen's work by proposing an analysis of democracy as a set of institutions that aims to intelligently utilize positional information for shared ends. This epistemological analysis of democracy offers a way to understand the rationale for reserving political offices for women. From a political point of view, gendered positions are better thought of as an epistemological resource than as a ground of identity politics v - v that is, of parochial identification and solidarity. 相似文献

The aim of this paper is to take a holistic perspective to explore levels of cycling and opportunities and barriers to increase children’s safer cycling in disadvantaged areas in England. The study was one part of a larger study which explored the factors underlying the high level of road traffic casualties especially among children in the most disadvantaged areas of England and to explore how this impacts on mobility and quality of life. The methods involved a cross sectional survey comprising school based questionnaire surveys with children aged 9-14 and focus groups with parents who had children within this age range. The surveys were conducted in 2007 and the focus groups during 2008. 4286 children completed the survey and eight focus groups were held. Bike ownership (77%) was high, use in previous week moderate (39%) but only 2% cycled to school. Ownership was significantly lower in minority ethnic groups. Despite young children’s strong preference to travel by cycle (30%) than walk or go by car, most parents felt it was too hazardous. It is unlikely that these findings would be any different from the rest of England, however the combination of environmental and social factors may elevate the risks for young cyclists in these areas. This paper concludes that a number of barriers exist to increasing levels of cycling among children living in disadvantaged areas particularly amongst ethnic groups. These barriers could be addressed by environmental modifications to reduce speeds and by reducing the levels of antisocial driving and riding in residential areas and around destinations where children travel, by providing cycle training to improve children’s skills and parent’s confidence, and by providing secure storage facilities for bikes. Until these barriers are addressed it is unlikely that cycling will increase despite the strong preferences children have to travel by bike. This paper examines the backpacker market in Hong Kong, in terms of profile, motivation, preferences, and contribution to sustainable tourism development. The purpose is to provide an understanding of this market to help in marketing and promoting services and products that meet backpackers’ needs as part of expanding Hong Kong’s target market. Currently, Hong Kong relies on tourists from mainland China and recent reports reveal the issue of social conflicts between mainland tourists and Hong Kong residents. Based on a survey of backpackers in youth hostels and hiking trails in Hong Kong, this study revealed that backpackers are pushed by the search for new ideas and pulled by the uniquefood culture of Hong Kong, preferring to experience such a unique food culture in a traditional setting. Moreover, they are less likely to spend on international brands in Hong Kong as part of promoting sustainable tourism development. 相似文献

Those who use the internet more frequently are more likely to notice a request to participate in a survey than less frequent users. The frequency of internet use is thus likely to affect the likelihood of participation in internet-based surveys. If frequent and infrequent users are different in relevant features, this could influence survey estimates. This study aims to identify which demographic characteristics most differentiate frequent and infrequent users of the internet and whether those distinctions have an influence on substantive responses. The effect of internet usage frequency when conducting internet-based surveys on specific subgroups of the population is also examined. Results suggest that frequent and infrequent users are different both in demographic characteristics and substantive estimates. Differences in substantive estimates are also found when comparing frequent and infrequent users in the 15–24 years subgroup. Weighting can reduce the discrepancies found for most of the substantive estimates, but the differences between frequent and infrequent users remain statistically significant for some specific items. 相似文献

This article investigates the forces that lead some firms to engage in more innovative activities than others using a survey of 360 large Australian firms. Many earlier studies on the determinants of innovation followed the Schumpeterian tradition, and focused on size and market structure as possible causes of innovativeness; however, with the event of new qualitative measures of industry knowledge and managerial styles, these factors have been found to be less important. The results of the present study show that external factors and generic routines common to all industries, such as the extent of learning, knowledge spillovers, appropriability and managerial approach are more important than industry specific forces. Building on the work of those who have highlighted the role of consumers and lead users we focus on innovations not in products but in what people do. In developing a method of conceptualising the emergence and reproduction of practice we argue that innovation is not a one-off moment but a continuous on-going process. Specifically, we suggest that innovations in practice involve changing combinations of symbolic and material ingredients and of competence or know-how. In addition, we argue that managers, manufacturers and consumers are all variously involved in making and sustaining connections between these defining elements. We illustrate and elaborate on these ideas with reference to Nordic Walking, a form of speed walking with two sticks. First practiced in 1997, it is now a regular pursuit for more than seven million people in over 30 countries and is reputed to be Europe's fastest growing form of exercise. In discussing this case we specify the constitutive ingredients of Nordic Walking and its location relative to other practices that already exist. Our analysis raises a number of general questions. For example, how can managers and manufacturers institutionalise practices that require consumption of the things they make? Is there any fundamental difference in the role of ‘lead’ and ‘ordinary’ users in generating and sustaining innovations in practice? Taking these questions forward, we develop a theoretical position that relativises the conventionally distinct roles of consumers and producers and that represents a novel hybridisation of innovation studies and sociological theories of practice. 相似文献

Concerns about consumers’ ability to manage their finances have triggered a range of proposals, including interventions aimed at elementary school students. The goal of these approaches is to improve lifelong economic decision making, but the evidence supporting their efficacy is thin. In this article, the authors discuss the trend toward elementary financial education and propose a framework for developing evidence-based programs. They emphasize the need for understanding the underlying mechanisms that facilitate the translation of student knowledge into the ability to make sound economic decisions over the life course. The framework illustrates the importance of articulating the intended mechanisms and effects of education programs.
