国际制度与新进入国家的相互合法化

通常的观点认为,制度先行者塑造国际制度,新进入国家接受国际制度的塑造。作者对这一理论观点进行了修正,认为新进入国家参与国际制度的过程也是国际制度提高其合法性的一个同步过程:国际制度需要通过容纳新进入国家的关切来提高自身合法性;同时,新进入国家的关切得到容纳要以其接受制度宗旨为前提。双方产生了相互合法化的需要,它们需要同步接纳对方的合理诉求。一方面,国际制度是制度先行者互动形成的规则体系,未能包含更广泛的国家的关切事项,其合法性因而是有限的。另一方面,新进入国家参与国际制度通常需要接受已有制度的基本宗旨,否则它可能不会被接受为新成员。如果双方不能实现相互合法化,那么新进入国家与国际制度的关系将止步不前。而如果双方实现了相互合法化,使新进入国家取得国际制度成员资格成为可能。其结果是,新进入国家取得了为未来制定规则的机会,因而能够对国际制度的未来走向产生持续影响。

Shutting up shop: understanding the international exit process in retailing

Internationalisation is a much-studied phenomenon. Exit from international markets has been less analysed. Where it has been studied, most work has been on motives and causes, with relatively little on processes. This article explores the process of international exit in a retail context. It examines the run-up to, announcement of and fall-out from the decision by Marks and Spencer (one of Britain's leading retailers) to close its French stores. The article concludes that understanding the process of market exit is at least as important both for theoretical and practical reasons as understanding the decision to exit or divest. Further research needs to be undertaken on market exit and the processes involved, in order to contribute further to the theory and practice of internationalisation.     

The impact of a gasoline crisis on retail sales

The gasoline crises of the 1970s demonstrated the need for including gasoline prices and gasoline shortages in models explaining retail sales. In this article, a model is constructed that incorporates the aforementioned variables, other variables, and a lagged sales figure as independent variable. The results indicate a high degree of explanatory power in predicting retail sales for a specialty store chain with a preponderance of their stores in large regional malls that sell a product which lends itself to unplanned purchase behaviour.     

糖料生产的扶持政策因应:滇省例证

近年来,国内糖料价格连年大涨,但价格上涨并未带动糖料产量增加,国内糖料生产反而连年下滑,食糖产量快速下降,糖价持续高涨,进口食糖量、价均创历史新高,形势较为严峻。对第二大糖料主产区云南省进行的专题调研表明,应通过大力开展甘蔗高产创建活动、积极推广机械化、给予糖料同等支持、加大对境外糖料甘蔗替代种植的支持和进一步完善糖蔗价格联动机制等加大对糖料生产的支持力度。     

“贯彻珠三角规划纲要 统筹广东城乡发展”研讨会综述

2009年8月27—28日,由广东省社会科学界联合会指导,广东省农村经济学会、广东科贸职业学院和中山市农业局联合主办,广东省农村财政研究会协办的＂贯彻珠三角规划纲要，统筹广东城乡发展”研讨会在广东省中山市召开。     

铜陵市水污染治理的调研

文章通过对铜陵市江河水质、湖泊水质、饮用水水源、污水排放量、酸雨以及地下水质情况等进行调研,调研指标反映铜陵市水污染治理难度大、任务重。铜陵市水污染治理主要存在污水处理资源分散、没有形成规模效应、管理体制不顺、投资结构失衡、监管不力等问题。为此,本课题组提出建立铜陵市排水集团公司、加大对排水管网等基础设施投入以及健全水污染防治监管体制等政策建议。

本文通过全面总结2011年中国宏观经济的3大表现,利用中国人民大学宏观经济预测模型,指出2012年中国将面临外部经济放缓、内部房地产市场深度调整、泡沫经济逆转以及金融风险加剧的冲击,但在结构刚性的约束下,政府将全面转变政策定位,从而保证中国经济在加速回落中实现反弹,全年经济增长呈现“前低后缓”的模式.
