For several a-priori-distributions and loss functions Bayesian procedures are developped for the problem of identifying the unknown classification. — The methods can be extended to the case of an unknown numberm of groups and to the case of many-way classifications.

Imputed Interindustry Technology Flows - A Comparative SMFA Analysis

This paper shows how the pattern of an interindustry R&D flow system can be detected using a Subsystem-MFA (SMFA). The standard subsystem analysis shows the innovation spillovers of the relevant innovative sectors of a country, which are then turned into graphical form so that the sector clustering into this system can be displayed like a 'molecule' of sectors. The analysis uses the recently published input-output tables of the OECD for Germany, Japan and the United States for the beginning, the middle and the end of the 1980s. The analysis uses R&D-expenditures as an innovation-indicatorvector, published also by the OECD. The results show that there are specific patterns of interindustry imputed R&D flows that differ to some extent between the given countries. These differences can be interpreted as being due to the specific economic history of these countries.

ETHNIC BUSINESS AND ECONOMIC EMPOWERMENT: THE AFRIKANER CASE, 1915‐1970

The struggle for racial or ethnic group worth is an important socio‐political issue in societies where a minority ethnic group, like the English‐speaking whites in South Africa or the Chinese in Malaysia, dominates the economy but not the political system. There are two routes to the empowerment of an economically backward group. In the Afrikaner case, economic mobilisation formed part of a general ethnic mobilisation. While the Afrikaner‐controlled state after 1948 massively aided all whites, Afrikaner business increased its market share through serving a niche market. It received little ethnic patronage from the state or assistance from English corporations. A quite different from of advancement is that driven by the state, which imposes on large corporations the obligation to promote the economic empowerment of a racial group. While the first form facilitated the rise of the ethnic group as a whole, the latter one benefited mainly a business and middle class elite that may remain dependent on continuing state support.

For a Social Market Economy in North-South relations

The North-South dialogue on a New International Economic Order has reached deadlock. To revive it Prof. Sautter is counseling an offensive application of the basic principle of the Social Market Economy to the global economic relations between industrialised and developing countries.     

Verbesserungsmöglichkeiten der Verbraucherinformation durch Berücksichtigung verhaltenstheoretischer Erkenntnisse

Zusammenfassung Die Effizienz der Verbraucherinformation als verbraucherpolitisches Instrument ist nicht nur prinzipiell begrenzt, sondern in hohem Maße auch von ihrer verbrauchergerechten Ausgestaltung und Darbietung abhängig. Diese haben sich an der Nützlichkeit, der Nutzbarkeit und der tatsächlichen Nutzung seitens der Verbraucher auszurichten. Die Heranziehung von Erkenntnissen zum Informationsverhalten der Konsumenten hilft dabei, Schwachstellen der gegenwärtig praktizierten Verbraucherinformation aufzudecken und konkrete Gestaltungskriterien und Ansatzpunkte für eine effizientere Informationspolitik ausfindig zu machen. Dies wird am Beispiel der Theorien des subjektiv empfundenen Risikos, des kognitiven Gleichgewichts und der kognitiven Komplexität im einzelnen dargelegt.

Improving consumer information by considering theories of human information processing

What can be achieved by means of sending information to consumers is limited but highly dependent on how the information is designed. More attention should be paid to the three U's — that is, information which is useful, usable, and used. This paper discusses possible ways of improving public consumer information in these respects by taking into account the hypotheses and findings of psychological theories, in particular those of perceived risk, cognitive balance, and cognitive complexity. Building upon these theories, some general rules and specific measures for consumer information are suggested.

The Evolution of Production Structures,Analyzed by a Multi-layer Procedure

In this paper, a new method of so-called qualitative input–output analysis is outlined, which is called minimal flow analysis (MFA). It extracts the characteristic production structure given in an input–output table, on the basis of anendogenized threshold value. Formally, this is achieved by the binarization of the entries of different table layers which are reformulated according to the Eulerian sequence. The condensed characteristic structure of the economy is then obtained by means of graph theoretical methods. The new method is able to uncover production structures, even in highly aggregated tables. If applied to a chronological sequence of tables, as shown for German tables 1978–88 in detail, the MFA method can disclose the evoluton of sectoral structures.
