This paper extends previous work in the development of a methodology for ill-structured policy problems. It argues that recent advances in the structure and logic of argumentation allow one to develop a new basis for treating policy issues. In brief, policies may be viewed as the outcome of a process of reasoning (argumentation) whose purpose is to establish the basis (rationale) for the policy. This paper shows how the tools of symbolic logic may be applied to handle arguments containing strong inconsistencies. The tools presented allow treatment of one of the most fundamental issues concerned with ill-structured problems, the divergence between opposing formulations or perceptions of a problem. 相似文献

Voluntary and negotiated agreements are becoming increasingly popular instruments for regulating industry's environmental performance. Although their main purpose is to modify the behaviour of individual firms, the coordinating role of trade (or industry) associations is often critical to their environmental effectiveness. Thus, a clear and mutually agreed understanding of associations' role in the agreement process is essential. This paper examines the nature of trade associations' input into the negotiation and implementation of environmental agreements, using the case study of United Kingdom Climate Change Agreements. Results show associations serving a range of coordinating roles, including the aggregation of members' viewpoints, negotiation of agreements, provision of regulatory and technical knowledge and collation of performance data. We conclude that further involvement of trade associations in negotiated and voluntary agreements can bring appreciable, though not uncontested, benefits in terms of environmental effectiveness. The recovery from the 1890s depression in Australia was prolonged, and economic growth from 1895 to 1913 was below that in the comparable settler economies of Argentina and Canada. Why? Australia’s hesitant initial recovery is typically attributed to the imbalances in the economy resulting from the preceding boom, and its further delay to severe drought. Drawing on Argentine experience, it is suggested that additional factors need to be considered. Unlike Argentina, the unwillingness or inability of Australian governments to reschedule foreign debt or devalue the exchange rate exacerbated the slump. Firms in m a y industrial sectors are seeking to capitalize on the promise of new information technology to generate new consumer products which can gain substantial markets. Where these are improved versions of familiar products, the marketing task is relatively easy, but many of the new product opportunities involve radically new types of consumer good and/or service. Drawing on studies of efforts to establish such radical innovations, this paper examines the problems that are confornted in attempting to define what sort of product is actually being created and how it may fit into consume life-styles. Though there is considerable discussion of these topics in industrial circles, it appears that until late stages of product development, little serious analysis of social issues is undertaken— if at all. Furthemore, such discussio of the nature and use of products are more intended to mobilize the group of actors who are needed to support the innovation than to feed substantial information about possible user reqquirements into the design process. The design process is much more liable to invorporate ideas derived from analysis of technological trends and the use of products in professional applications, than information derived from social scienc or market research. 相似文献
