发展普惠金融，实现社会公平正义——基于辽源、通化、白山普惠金融发展情况的调研

党的十八届三中全会将普惠金融列为重点工作,为了深入了解吉林省“普惠金融”发展情况,总结吉林省在普惠金融创新实践方面的经验,为国务院制定发展普惠金融规划提供翔实的基础数据。长春金融高等专科学校组织专项调研团队对吉林省辽源、通化和白山三个地市进行走访座谈和问卷调查。了解城市低收入群体和农民享受金融服务的情况以及普惠金融发展面临的主要问题,通过对调研数据进行整理分析,提出促进吉林省普惠金融发展的对策建议。     

Widening Wicksell’s conception of political economy: his “thoroughly revolutionary programme”

Abstract

Knut Wicksell’s opinion that political economy is a “thoroughly revolutionary programme” has often been neglected in the literature. Actually, Wicksell aimed at implementing such a programme in order to enlarge political economy as a “practical science”. It is articulated around three main features: a criticism of the marginal theories, the redefinition of society as a whole, and the advent of social justice. Indeed, Wicksell claimed that economic and social problems may be solved only by a complete social reorganisation. Hence, I show that Wicksell’s social reform programme drives his particular view of and approach to political economy.

Does financial intermediation matter for macroeconomic performance?

This paper investigates whether financial intermediary development influences macroeconomic technical efficiency on a sample of 47 countries, both developed and developing, over 1980–1995. We do so by applying Battese and Coelli (1995)'s method at the aggregate level. It is found that financial intermediary development, except financial depth, is on average associated with more efficiency. However we find strong evidence that this relationship is conditional on the level of economic development. The lower the economic development the weaker is the impact of financial development on efficiency. That impact can even become negative in the poorest countries.     

注册会计师执业环境与审计质量问题研究——供给与需求的视角

本文首先从供给和需求的角度构建了注册会计师执业环境的分析框架,并分别对供给环境与需求环境对审计质量的影响进行了分析,然后结合广东省的问卷调查结果对我国注册会计师执业环境存在的问题——“供给规范不够,需求引导不足”做了系统研究,在此基础上提出了相应的对策。     

Politique du logement et classes sociales

The quantitative and qualitative study of consumption reveals profound inequalities between social classes. What is the situation in those sectors of consumption where the state plays an important role? An analysis of the social structure of the population living in ‘moderate rent housing’ (Habitations à loyer modéré) in the urban area of Paris goes some way towards providing the answer. The probability of benefiting from this type of state aid is higher for qualified than for unqualified workers (especíally if the latter are immigrants). Much depends, however, on the political orientations of local authorities: the political dimension of social relations has therefore some bearing on the social outcome of state intervention. The different qualities of use value of HLM housing (comfort and location) are very unevenly distributed among social classes, and that distribution reflects the segregation that is apparent throughout the housing system in the Paris urban area. It state intervention produces an overall improvement in workers' living conditions, the way in which this improvement is achieved is still marked by deep social inequalities.

The issue of Turkey’s membership in the EU remains controversial, and the arguments for and against are not only economic. Nevertheless, the potential economic impact of Turkish membership does play an important role. How much financial support is Turkey presently receiving under existing pre-accession programmes and what changes could be expected in the case of full membership?
