This paper identifies the main issues that development in Transkei must address. These are job creation, food production and the upgrading of manpower productivity through appropriate education and training.

The first section gives statistical information on unemployment and food production. The second part discusses national development priorities and strategies as determined by the economic development planners and approved by the Government. The emphasis of the plan is small scale operations that can be operated and managed by the people themselves. The third section examines the development that is actually taking place against the approved national development priorities. Finally some of the policies and practices that are in conflict with what the country is seeking to achieve are highlighted.  相似文献

The new constitutional dispensation will stimulate development activities for the Coloureds and Indians through community development and basic needs programmes which are mainly categorised as “own affairs”.

Local governmental institutions will become important additional instruments in this respect. The development backlog of Coloureds and Indians and its implications is sketched and the expectation is expressed that the dynamics of the new situation will lead to greater public expenditure for these needs. However, political demands for the realisation of development goals could outpace societal progress in terms of community development approaches, while the demographic distribution of Coloureds an Indians militates somewhat against their optimal drawing of benefit from decentralisation policies.  相似文献

Summary Dr. Holtrop's address on the occasion of the award of the Dr. N. G. Pierson medal to Professor C. Goedhart and to Professor G. A. Kessler answers the question why it is still meaningful to commemorate Dr. N. G. Pierson (1839–1909), the foremost Dutch economist of the 19th century. Pierson was successively a managing director and later governor of the Nederlandsche Bank (1868–1891), a professor of economics (1877–1886), a minister of finance (1891–1894 and 1897–1901) and a prime-minister (1897–1901). A brief outline is given of Pierson's publications in the fields of (1) methodology, (2) the social problem, (3) the international monetary system, and (4) equitable taxation. The address concludes with a quotation from Alfred Marshall's last letter to Pierson.

Summary In the Netherlands not much attention is paid to money supply figures as an indicator of actual monetary conditions. This can be partly explained by the publication lag and the continuous revisions of seasonally adjusted data. However, the information that can be derived from money supply figures is limited because of temporary disturbances originating from the foreign exchange market. In this paper a correction method for these temporary disturbances is proposed. Money supply figures show a much closer link to real economic activity when corrected in this way.A different version of this essay with less emphasis on Holland but more information about other West-European countries has been published as chapter II Watching the money supply in: Eduard J. Conclusions Unlike McKenzie and Tullock, we do not know how personsshould treat their bodily organs or what is an ideal exit. That depends upon their utility goals, which are defined in output terms specific to the decision maker. We contend that the body is an input into the utility production process, and therefore, as with any input, it must be maintained and repaired at a level consistent with the output goals for maximization of utility. Thus, from this framework, it is quite consistent for a person to die with healthy organs without any thought of belief in reincarnation or the desire to bequeath one's bodily organs to others, or religious values. Self interest is all that must prevail.Also, the fact that there are interrelationships between the organs in the system, and at points these relationships take on fixed factor characteristics such that reduced levels of operation in one organ can create disorientation or coma or damage to other organs, means that the body cannot die as M-T suggest. Zero capacity for all organs at death is a technical impossibility as well as being inconsistent with the output goals of utility maximizers.  相似文献
