Specification and negotiation in incomplete contracts

We investigate contractors' bargaining power and holdup on buyers in procurement auctions of incomplete contracts held by California Department of Transportation. Using a model where contractors bid competitively in response to a buyer's choice of initial contract design, we infer the contractors' costs and bargaining power from the bids and transfers negotiated after the auction. We find that the contract winners have substantial bargaining power in post‐auction negotiation. The average holdup on the buyer is about 20% of project costs. Counterfactual cost‐plus contracts would reduce the buyer's surplus in 72% of the projects, with an average reduction over $382,000.     

城市轨道车辆塞拉门承载驱动装置研究

本文利用塞拉门三维模型建立承载驱动装置的有限元模型.在各种工况条件下,通过对承载驱动装置进行静力学仿真分析,得出了承载驱动装置在典型工况下的受力和变形情况,找出了设计的不合理之处.根据有限元结果分析的塞拉门系统承载机构零部件进行结构改进,再进行一次仿真,与零部件材料屈服强度标准相比较,从而得出塞拉门系统的承载驱动装置的改进方案.

STRUCTURAL CHANGE THROUGH PUBLIC EDUCATION EXPENDITURE: EVIDENCE FROM CHINA

Under China's hukou system, I analyze the relationship between public education expenditure and structural change as measured by labor transfer from the agricultural to the industrial sector. I construct a two‐sector general equilibrium model, which shows that in the short term, public education expenditure crowds out industrial capital accumulation and temporarily hinders structural change, but in the long term, public education expenditure permanently reduces rural residents' education costs. An inverted U‐shape relationship implied by the empirical evidence indicates that China's current public education expenditure is far from optimal, suggesting that China should increase it, especially for rural residents.
