ABSTRACT

The majority of UK civil servants are ‘developed’ within a particular service or profession and there is frequently very little movement into other service areas. Many current leaders therefore have limited experiences in services and organizations other than their own. This paper presents a new graduate programme for the training and development of future public leaders in Wales. The programme is a leadership and development programme for civil and public servants, exposing them to a range of services. The intention is that, through these experiences, future leaders will approach problems from a multi-service perspective, will be better networked and ready to deal with complexity. Areas of good practice are highlighted, together with some of the challenges of developing leaders in this way.  相似文献

This study investigates the relationship between emotional display rule perceptions and job performance. Building on theories of emotional labor and ego-depletion, we cast employees’ positive and negative affective states at work as crucial moderators. Results obtained in a sample of 245 frontline service employees and their 63 immediate supervisors from a retail firm in China demonstrate that display rule perceptions were positively related with task and contextual performance among employees experiencing little positive affective states at work, but not among employees experiencing highly positive affect. Moreover, display rule perceptions were positively associated with one aspect of contextual performance (voluntary learning) among employees with little negative affect, whereas highly negative affect buffered this linkage. Taken together, this study highlights performance consequences of employees’ display rule perceptions and uncovers key boundary conditions for these relationships.  相似文献

We investigate rights issues and open offers in Hong Kong. We observe that the greater the severity of firms’ management‐agency problems, the more unfavourably shareholders tend to react, leading to more negative cumulative abnormal returns or rights forfeiture. Controlling shareholders do not forfeit rights, and may increase their percentage ownership at deep price discounts by underwriting rights offerings. Our results suggest that, although certain rights offerings can be described as value‐enhancing, many other rights offerings closely resemble the expropriation activities of controlling shareholders.  相似文献

Existing theories of legislative delegation feature spatial models in which a principal chooses a single agent to whom to delegate authority. In the canonical model, the ally principle holds – the principal picks the ideologically closest agent. However, elected politicians typically decide whether to delegate not to an individual but to an institution, which consists of many individuals with differing preferences. To improve on existing work, we model delegation with bureaucratic hierarchy. Our results show that hierarchy is sufficient to undercut the ally principle. Indeed, capturing the logic of delegation and its results requires incorporating agency structure, especially the costs of an agency head controlling her subordinates resulting in incomplete control, as different structures are associated with different policy outcomes even when the same people constitute a bureaucracy. We also demonstrate that integrating hierarchy has important implications for a wide range of considerations, such as agency structural choice and the measurement of agency ideal points.  相似文献

There have been many neoliberal education reforms around the world. At the bottom line, those reforms are intended to modify the education system based upon market principles. Reviewing and contrasting various perspectives on education (Adam Smith, Marxists, Veblen, Dewey, and neoclassicists), I argue that: 1) neoliberalism is an asocial ideology of the ruling class in the capitalist system, 2) neoliberalism justifies and propagates market principles in education, 3) there is a discontinuity between classical liberalism and neoliberalism, and 4) when it comes to Korean education reforms, neoliberalism has two contradictions and counter-movements which hinder the realization of market principles in education.  相似文献

We consider a model of repeated (relationship) lending in which some contingencies that are relevant for a bank’s decision to finance a project cannot be described contractually. The hazards related to this lack of contractibility can be magnified by actions taken by an entrepreneur. The continuation value of a lending relationship induces borrowers to take actions that minimize the ex-post conflict of interests resulting from contractual incompleteness. The optimal lending relationship is stationary on the equilibrium path. A robust feature of an optimal lending relationship is that the action schedule (as a function of project types) adopted by the entrepreneur is either a constant or a step function. Hence, the bank imposes to the entrepreneur a finite set of decisions from which he can pick his action, bounding his discretion over decisions. This leads to lower interest rates charged by the bank and to efficient refinancing in a lending relationship when compared to arm’s length financing.  相似文献

This article studies the joint destination and product strategies of exporters, using the universe of export transactions for firms located in Portugal in the period 1995–2005. The article breaks down the annual growth rate of total exports along different margins and details choices made by multi-product, multi-destination firms regarding their export portfolio. In addition, the article looks at similar features for the subsample of new exporters. We find that both the firm-level extensive and intensive margins are important in driving the year-to-year variation in aggregate exports. However, variation over time in the sales of continuing exporters is mainly driven by their sales in continuing destinations. In addition, a product’s export tenure within a firm varies largely across currently exported products in the context of an intense activity of product and destination switching. Moreover, the higher the importance of a product, the more its sales are concentrated in the firm’s top destination. Finally, the article finds that, while continuing exporters enter new markets mainly by selling old products, new exporters access new destinations mainly by exporting new products.  相似文献

The introduction of an insurance guaranty scheme can have significant influence on the pricing and capital structures in a competitive market. The aim of this article is to study this effect on competitive equity–premium combinations while considering a framework with policyholders and equity holders where guaranty fund charges are volume‐based, as levied in existing schemes. Several settings with regard to the origin of the fund contributions are assessed and the immediate effects on the incentives of the policyholders and equity holders are analyzed through a one‐period contingent claim approach. One result is that introducing a guaranty scheme in a market with competitive conditions entails a shift of equity capital towards minimum solvency requirements. Hence, adverse incentives may arise with regard to the overall security level of the industry.  相似文献
