Scaling of information systems is a field of research with growing importance. This paper presents the story of scaling of an artifact (called District Health Information Software — DHIS) and associated principles and practices around a health information system that has taken place over 15 years, both within and between multiple developing countries. Through the lens of the story of the artifact over its trajectory of development and implementation in multiple contexts and time, we develop insights that challenge traditional thinking around scaling. Scaling is not about constant gains and expansion, as is often assumed, but involves a dichotomy of losses and gains, associated with each step or translation in its process of movement. We draw upon Latour's insights on circulating references to analyze this dichotomy of loss and gains, conceptualizing the process as circulating translations. We contribute to the technology transfer literature in arguing that the process of transfer is not about a “parachuting” from point A to B, or a “design from nowhere” but something which occurs in a series of small steps, where with each step new socio-technical configurations are created which not only shape subsequent steps, but also redefine the content of the artifact. In this way, we are in line with findings from the social studies of technology, but differ in that our artifact of study – software – is more “virtually immaterial” than machines which had been primarily earlier objects of study. This property of software, coupled with growth of web-based and mobile infrastructure, allows relative ease of circulation across contexts, where it gets redefined and embedded at the same time at the interconnected levels of the global and local. We conceptualize this process of global scaling as being “same, same, but different”. We discuss both the characteristics of this process of global scaling, and the channels and mechanisms through which it takes place. Four overlapping conditions that shape this process include the software itself, the infrastructure, institutional practices, and ideas — these form the basis for a general framework to understand global scaling of health information systems. Empirically, the story of DHIS is told from its birth in the mid-nineties in South Africa developed on a Microsoft platform to its transformation to a web-based platform, built using Java based open-source frameworks, and now moving through multiple countries. The political philosopher Hannah Arendt develops several arguments regarding why truthfulness cannot be counted among the political virtues. This article shows that similar arguments apply to lying in business. Based on Hannah Arendt's theory, we distinguish five reasons why lying is a structural temptation to businessmen: business is about action to change the world and therefore businessmen need the capacity to deny current reality; commerce requires successful image‐making and liars have the advantage to come up with plausible stories; business communication is more often about opinions than about facts, giving leeway to ignore uncomfortable signals; business increasingly makes use of plans and models, but these techniques foster inflexibility in acknowledging the real facts; and businessmen easily fall prey to self‐deception, because one needs to act as if the vision already materializes. The theory is illustrated by a case study of Landis, which grew from a relatively insignificant organization into a large one within a short period of time, but ended with outright lies and bankruptcy. 相似文献

The paper reports on mailed surveys of human resource professionals in Canada, South Africa and Zimbabwe who were asked for their views on the priorities they set in terms of human resource objectives and activities. Respondents were also asked to indicate the challenges facing the field and the resulting changes that may be required in each country. The results indicate considerable agreement between the three countries on the need for flexibility and cost effectiveness, but disagreement on priorities among some other activities. There are major differences between perceptions of immediate and long-term priorities to be set. Corporate responsibility (CR) communication has risen dramatically in recent years, following increased demands for transparency.
One tendency noted in the literature is that CR communication is organised and structured. Corporations tend to professionalise
CR communication in the sense that they provide information that corresponds to demands for transparency that are voiced
by certain stakeholders. This also means that experts within the firm tend to communicate with professional stakeholders outside
the firm. In this article, a particular aspect of the organisation of CR communication is examined, a phenomenon that we refer
to as the ‘filtration effect’. By comparing CR communication in parent companies and their subsidiaries, we show empirically
that there is considerably less CR communication on the subsidiary level compared to the parent level. We see filtration as
a sign of conscious organising of CR communication that implies particular attention to certain stakeholder groups with clearly
defined demands and expectations on companies. The strong filtration effect noted in the study suggests that CR communication
does not seem to be very much adapted to customers, which may be problematic both from a communicative and ethical perspective.

The recent financial crisis has revealed significant externalities and systemic risks that arise from the interconnectedness of financial intermediaries’ risk portfolios. We develop a model in which the negative externality arises because intermediaries’ actions to diversify that are optimal for individual intermediaries may prove to be suboptimal for society. We show that the externality depends critically on the distributional properties of the risks. The optimal social outcome involves less risk-sharing, but also a lower probability for massive collapses of intermediaries. We derive the exact conditions under which risk-sharing restrictions create a socially preferable outcome. Our analysis has implications for regulation of financial institutions and risk management. 相似文献

ABSTRACT ** : The most important economic motive for privatization and liberalization is to reduce costs, which are believed to be higher in a public monopoly for several reasons, including internal rent capture. We assume that there is wage-bargaining both before and after privatization and liberalization. Wages are then in most cases reduced by liberalization but not by privatization as such. Social welfare may increase after liberalization with decentralized wage-bargaining if many firms enter, if the employees' bargaining strength is high and if there is no need of vertical separation. However, the social costs of privatization and liberalization are more likely to dominate despite free entry if sunk costs are high, and will always dominate under central wage-bargaining or vertical separation. 相似文献

The dry port concept is based on a seaport directly connected by rail with inland intermodal terminals where containers can be dealt with in the same way as if they were in a seaport. The main purpose of the article is to extend the theory behind the dry port concept and to define three dry port categories; distant, midrange and close. The findings show that the dry port concept can help identify ways of shifting freight volumes from road to more energy efficient traffic modes that are less harmful to the environment, relieve seaport cities from some congestion and facilitate improved logistics solutions for shippers in the port’s hinterland. 相似文献

An important objective of educational travel programs is to teach students how to bridge cultural distance. Research remains inconclusive to what extent and under what circumstances students actually learn from educational travel experiences. This paper examines the influence of cultural distance on the perceived learning effects of the overseas internship, specifically cross-cultural competencies and management skills. It is shown that asymmetric cultural distance and psychic distance have a negative relationship with the perceived learning of management skills and interaction with locals. Students traveling to low-income countries in Sub-Saharan Africa and South Asia in particular tend to face difficulties. 相似文献

People may be subjected to discrimination from a variety of sources in the workplace. In this study of mental health workers, we contrast four potential perpetrators of discrimination (managers, co-workers, patients, and visitors) to investigate whether the negative impact of discrimination on victims’ well-being will vary in strength depending on the relative power of the perpetrator. We further explore whether the negative impact of discrimination is at least partly explained by its effects on people’s sense of organizational justice, and whether the strength of mediation varies according to the source of discrimination. Using survey data from 1,733 UK mental health workers, a structural equation model was designed to test these hypotheses following a bootstrap approach. Discrimination from all sources was related to well-being, with that from managers having the strongest effects. The results support an explanation of the effect of discrimination on well-being in terms of organizational justice perceptions for discrimination from managers and from visitors, but less so for discrimination from co-workers or from patients. The study highlights the importance of differentiating amongst sources of discrimination at work and the salience of organizational justice perceptions in explaining the effects of discrimination from some sources. 相似文献
