Open innovation is increasingly popular among practitioners and scholars, but its implications for public policy making have not yet been analysed in detail. This paper explores a theoretical framework to structure the debate about public policy making that facilitates open innovation. We first define open innovation in terms of firms’ open innovation practices and external conditions that encourage enterprises to practice open innovation. We show that policies for open innovation are legitimate as traditional arguments like market and system failures continue to apply. Next, we identify several guidelines for policymaking. Rather than just offering R&D and interaction-oriented policies, we conclude that open innovation warrants attention in a broader range of policy areas, including entrepreneurship, education, science, labour markets and competition. Developing truly horizontal policies is a major challenge to facilitate open innovation in developed economies. 相似文献

This paper uses a price-leadership model of the international vanilla market to study the welfare consequences of alternative pricing policies for Madagascar, the leader, that also controls domestic production through a single-channel marketing system. Econometric estimates of the model are used for simulations of welfare and revenue changes and internal redistribution of income. Results indicate that Madagascar could have gained between 0.9% and 2.6% of GDP per year on average over the period 1981–91 by following optimal pricing policies, and that producers were overtaxed suggesting that political economy considerations played a role in the pricing decisions. 相似文献

The large decline in cooperation in surveys experienced in the first decade of the twenty first century has placed representative surveys in a veritable quagmire, although numerous researchers have shown that the decline in the total nonresponse has been much higher in administered surveys (face-to-face and telephone) than in self-administered (mail and web surveys). The move from the “traditional” mail survey to the internet survey has brought important changes, but, at the same time, new challenges have arisen related to the lower coverage and the reduced visibility, the need for certain skills to fill out a questionnaire, changes in response rates, etc. This is a self-administered survey that informs the addressees by mail that they have been selected to participate in a research survey to which they can respond either by using the paper questionnaire (in the letter there is a prepaid envelope), by means of a web questionnaire (accessing a link and using a password), or by telephone (the respondent provided a contact time telephone number via a prepaid envelope or by calling an answering machine). The respondents themselves, therefore, choose the mode of response. An analysis of the responses achieved by each modality shows that the majority of the questionnaires were received by ordinary mail (83.6 %), 359 by internet (14.4 %), and 51 were answered by telephone (2.0 %). 相似文献

Comparisons of economic performance over space and time largely depend on how statistical evidence from national accounts and historical estimates are spliced. To allow for changes in relative prices, GDP benchmark years in national accounts are periodically replaced with new and more recent ones. Thus, a homogeneous long-run GDP series requires linking different temporal segments of national accounts. The choice of the splicing procedure may result in substantial differences in GDP levels and growth, particularly as an economy undergoes deep structural transformation. An inadequate splicing may seriously bias the measurement of GDP levels and growth rates. Alternative splicing solutions are discussed in this paper for the particular case of Spain, a fast-growing country in the second half of the twentieth century. It is concluded that the usual linking procedure, retropolation, is seriously flawed as it tends to bias GDP levels upwards and, consequently, to underestimate growth rates, especially for developing countries experiencing structural change. Online shops could offer each website customer a different price. Such personalized pricing can lead to advanced forms of price discrimination based on individual characteristics of consumers, which may be provided, obtained, or assumed. An online shop can recognize customers, for instance through cookies, and categorize them as price-sensitive or price-insensitive. Subsequently, it can charge (presumed) price-insensitive people higher prices. This paper explores personalized pricing from a legal and an economic perspective. From an economic perspective, there are valid arguments in favour of price discrimination, but its effect on total consumer welfare is ambiguous. Irrespectively, many people regard personalized pricing as unfair or manipulative. The paper analyses how this dislike of personalized pricing may be linked to economic analysis and to other norms or values. Next, the paper examines whether European data protection law applies to personalized pricing. Data protection law applies if personal data are processed, and this paper argues that that is generally the case when prices are personalized. Data protection law requires companies to be transparent about the purpose of personal data processing, which implies that they must inform customers if they personalize prices. Subsequently, consumers have to give consent. If enforced, data protection law could thereby play a significant role in mitigating any adverse effects of personalized pricing. Biodiversity policies are suffering an implementation crisis; the roots are deeply entrenched in the unfair competition between the public and private interests for suitable versus available land. In this article we propose a value-based equivalence method for compensation for the 20% compulsory reserves in the Taquari River sub-catchments, as legally required for central savannas of Brazil. Using regression techniques we analyzed 106 land deals in the Pantanal's watershed and identified the most significant variables influencing land value. We argue that the commonly used area-for-area, compensation mechanism, where 1 ha of compulsory reserve is missing, requires another hectare protected in the same catchments, instead of counteract habitat loss, is in fact harmful to biodiversity, stimulating progressive habitat destruction. We identified the economic forces behind deforestation and habitat fragmentation in the central savannahs of Brazil and proposed a market-based approach to counteract these forces using tools already available in environmental economics. We suggest that a dollar-for-dollar reference to determine land equivalence and compensation can better counter-balance the incremental losses from habitat destruction, while providing objectivity and transparency for trading alternatives. 相似文献

Emergent practices of reform-oriented shareholder engagement are characterised as a professional social movement which gains credibility by influencing the institutional networks imbricating investors. The limitations of structuralist and atomistic tendencies in social movement analysis are resolved with an inductive, dialectical approach which is used to illustrate two cases of internal attempts to change investment policy at pension funds. Linkages are identified between organizational responses to pressure for change, and mobilization strategies of embedded proponents of change. The paper urges the involvement of governing boards in vehicles that promulgate reformist engagement, and identifies institutional networks as warranting greater regulatory attention. 相似文献
