Institutionalism was the dominant approach to public finance prior to WWII, after which it was eclipsed by Pigouvianism and Keynesianism. This transition defined the career of Wisconsin’s Harold M. Groves (1897–1969). Groves was a notable public finance economist, leading textbook author, and drafter of significant tax and labor legislation. He represented the culmination of a multigenerational institutionalist tradition. In this paper, I examine Groves and postwar public finance as a test case for the legacy of Wisconsin institutionalism. To that end, I consider Groves’s contributions to postwar tax policy, his interactions with Henry C. Simons and Richard M. Musgrave, and his view on Keynesian public finance. I identify some Wisconsin institutionalist contributions to modern public finance and offer an explanation for the postwar decline in institutional public finance.  相似文献

Canada and the United States have strong economic ties and form part of an integrated North American pork industry. Canada's pork industry is export-oriented, and the United States represents a key market for both live pigs and pork. Pork value chain stakeholders include input suppliers, pig producers, transportation companies, slaughter plants, wholesalers, and retailers. There are three overriding areas of concern for the Canadian pork industry with respect to potential impacts of the current pandemic (COVID-19). The first is Canada/US trade and the ability to continue exporting Canadian live pigs and pork to the United States. The second is labor and the impact of potential absenteeism on all sectors of the pork value chain. This paper describes an accounting and business ethics course that was developed at Glasgow University's Department of Accounting and Finance and recounts an attempt to increase the effectiveness of aspects of the course through relocating the places where it took place. In particular the paper provides some reflections on an ethics retreat in Loch Lomond National Park in Scotland. The paper provides an account of the weekend and describes the activities in which the students participated. It provides some reflections on the weekend and considers how successful the retreat was in promoting the goals of the course. The paper concludes with a call for further thought and discussion on the role that place could play in making accounting and business ethics education more effective.  相似文献

The topic of moral repair in the aftermath of breaches of trust and harmdoing has grown in importance within the past few years. In this paper, we present the results of a qualitative study that offers insight into a series of key issues related to offender efforts to repair interpersonal harm in the workplace: (1) What factors motivate offenders to make amends with those they have harmed? (2) In what ways do offenders attempt to make amends? (3) What outcomes emerge from attempts to make amends? Drawing from the findings, we build an inductive model intended to guide future business ethics and management inquiry and research in this area.  相似文献

Contemporary organizations often reciprocate to society for using resources and for affecting stakeholders by engaging in corporate social responsibility (CSR). It has been shown that CSR has a positive impact on employee attitudes. However, not all employees may react equally strongly to CSR practices. Based on socio-emotional selectivity theory (Carstensen in Science 312:1913–1915, 2006), we contend that the effect of CSR on employee satisfaction will be more pronounced for older than for younger employees, because CSR practices address those emotional needs and goals that are prioritized when people’s future time perspective decreases. In one multi-source field study (N = 143) and one experimental study (N = 500), we demonstrate that CSR indeed has a stronger positive effect on employee satisfaction for older relative to younger employees. Accordingly, engaging in CSR can be an attractive tool for organizations that aim to keep their aging workforce satisfied with their job.  相似文献

Directors’ personal attributes have significant impacts on governance effectiveness. We study whether directors’ accounting expertise affects corporate financial policy and investigate dividend in specific. We construct a dataset of audit committee directors’ accounting expertise for Standard & Poor 500 firms from 2005 to 2012. We first verify directors’ monitoring roles by showing that firms with accounting expert sitting on their audit committees demonstrate stronger accounting conservatism. In our main tests, we find that these firms maintain lower dividend payment level, which are less sensitive to earnings volatility. This suggests directors’ advisory roles in financial policy. We further show that our accounting expertise cannot be subsumed by management ability. In additional test, we further examine the baseline results conditional on analyst forecast error. Our findings highlight the importance of directors’ professional expertise in fulfilling their governance roles.  相似文献

This study aims to determine whether the attitudes of students (and therefore future employers) towards people with physical disabilities can be modified by exposing them to the needs of disabled people, or whether perceptions of the needs of the disabled are too entrenched for education to effect any change.
