Choosing the “cargo” for Noah's Ark - Applying Weitzman's approach to Borana cattle in East Africa

If Noah had had the opportunity to select the animals he took on board his Ark, he would have had to choose between many species, breeds and types within breeds, all containing different genetic material. How could he have made the right choice and which would he have taken on board given the constraints he had to face? Those trying to save threatened livestock breeds within a tight conservation budget face similar questions. In this paper we assess how different types of Borana cattle, a culturally significant breed in East Africa, might be prioritized for conservation. By applying a cost-effectiveness analysis on the basis of Weitzman's approach we conclude that the highest priority should be given to the Ethiopian Borana type (EB) in Ethiopia. Noah, however, would also have been concerned about the problems of inbreeding and effective population size. To overcome this problem we suggest that, rather than loading just two animals, he should have loaded on board 1000 female and 100 male animals as a safe minimum. The minimum cost of conserving 1100 animals of the EB type with the participation of Ethiopian communities is calculated to be €7700 per year, mostly in the form of compensation payments to meet the opportunity costs of livestock-keepers that arise when maintaining the EB.

Legal Framework of Decentralized Energy Business Models in Germany: Challenges and Opportunities for Municipal Utilities

Feasible and profitable business models to better integrate and harness decentrally generated renewable energy are expected to constitute a key element for the energy transition in Germany. Until now, generated electricity of decentralized systems is to the largest extent only used by the property owner directly or fed into the public grid. To make better use of the generated electricity, it is necessary to find business models that provide an opportunity for different market actors, such as municipal utilities and residential prosumers. Due to the importance, yet low-anticipated monetary potential of such solutions, the legislator encourages their implementation by exemption of statutory fees, levies and taxes as well as by offering public remunerations, premiums and compensations in some cases. Capitalizing on these benefits, however, is only feasible under compliance with the legal requirements. In the light of the considerations above, this work states and analyzes the legal and regulatory framework of different business models within the German energy landscape. The major aim is to identify opportunities and challenges for the implementation of the business models self consumption, direct consumption, direct marketing, demand response, community electricity storage and net metering at the municipal level. The findings show that the profitability of various decentralized on-site business models depends primarily on the current statutory cost exemptions and compensations. At the same time, the regulation is characterized by unsystematic specific exemptions which leads to uncertainty regarding long-term planning. Additionally, although not directly privileged by the existing legal framework, municipal utilities are better suited to handle the legal burdens due to their experience and their administrative infrastructure.

Access to services, financing schemes, incentives for better care, and administrative efficiency are challenges that are being dealt with in a variety of ways. Are insurance-based systems the best solution for balancing resources and services or are national health funds preferable? Does the introduction of competition fulfil high hopes for better service at lower costs? What are the relative advantages and drawbacks of central and local management of health care?     

Mobile Technology: An Exploratory Study of Hotel Managers

Hospitality businesses provide a natural context for mobile technology, especially given the dynamic nature of the business, the size and complexity of many hotel operations, and the need to have managers visible and overseeing multiple areas of the business (and sometimes, multiple properties) concurrently. To explore the potential for mobile technology in hospitality business contexts, we surveyed 70 full-service hotel property managers. The survey was based upon two theoretical frameworks: technology adoption model and innovation diffusion theory. Specifically, this study addressed (a) hotel property managers’ intentions to use mobile technology at work, (b) factors influencing their intentions, (c) their suggestions for implementing mobile applications in different departments, and (d) demographic characteristics of those who are inclined to adopt certain types of mobile applications. This study identified the top opportunities for mobile applications and found adoption differences based upon the respondents’ demographics as well as the factors of perceived enjoyment and relative advantages as significant determinants of hotel property managers’ intentions to use mobile technology. This study concludes with recommendations for industry practitioners and suggestions for future research opportunities related to mobile technology adoption and usage in hospitality.
