Economic theory suggests that it is optimal to reward teachers depending on the relative performance of their students. We develop an econometric approach, based on stochastic frontier analysis, to construct a fair ranking that accounts for the socio-economic background of students and schools and the imprecision inherent in achievement data. Using German PIRLS (IGLU) data, we exploit the hierarchical structure of the data to estimate the efficiency of each teacher. A parsimonious set of control variables suffices to get a “fair” estimate of unobserved teacher quality. A Hausman–Taylor type estimator is the preferred estimator because teacher efficiency and some exogenous variables may be correlated. 相似文献
In many countries, regional income inequality has followed an inverted U‐shaped curve, growing during industrialization and market integration and declining thereafter. By contrast, Sweden's regional inequality dropped from 1860 to 1980 and did not exhibit this U‐shaped pattern. Accordingly, today's regional income inequality in Sweden is lower than in other European countries. We note that the prime mover behind the long‐run reduction in regional income differentials was structural change, whereas neoclassical and technological forces played a relatively less important role. However, this process of regional income convergence can be divided into three major periods. During the first period (1860–1940), the unrestricted action of market forces, particularly the expansion of markets and high rates of internal and international migration, led to the compression of regional income differentials. During the next period (1940–80), regional convergence was even more intense. In this period, institutional arrangements favoured the reduction of productivity differentials across industries and successive governments aided the reallocation of the workforce from declining to thriving regions and economic sectors. During the last period (1980–2000), when regional incomes diverged, internal migration and structural change slowed. Furthermore, the development of knowledge‐intensive service industries favoured economic growth in the main metropolitan areas. 相似文献
AbstractIn this review paper, we critically examine the evidence base relating to engagement within the public sector given a wide range of public services have faced acute human resource challenges over recent years. Our review of 188 empirical studies reveals that much of the evidence focuses attention on individual and job level factors, such that specific public sector contextual contingencies have rarely been considered. Through identifying significant ‘context gaps’, we present a future research agenda addressing the following key areas: i) clarifying the relationship between engagement and public service motivation, ii) further contextualizing general engagement models, iii) exploring cultural, socio-political, and institutional factors in more depth, iv) encouraging a more critical perspective on engagement, v) understanding the variation in the experience of engagement across different public services/delivery models, and vi) connecting more strongly with practical concerns and initiatives within public organizations. In presenting this agenda, we highlight how engagement and HRM scholars can more strongly embed their research within a sectoral context. 相似文献
AbstractAim: To evaluate the relative cost-effectiveness of using rivaroxaban vs apixaban for the initial treatment plus extended prevention of venous thromboembolism (VTE) in the UK. Extended prevention was assessed using a 10-mg rivaroxaban dose, as the 20-mg dose has already been evaluated.Methods: A Markov model compared the health outcomes and costs of treating VTE patient cohorts with either rivaroxaban (15?mg twice daily for 3 weeks, followed by 20?mg once daily for 6 months, then extended prevention with 10?mg once daily) or apixaban (10?mg twice daily for 1 week, followed by 5?mg twice daily for 6 months, then extended prevention with 2.5?mg twice daily) over a lifetime horizon. The model included an initial acute treatment and prevention phase (0–6?months) and an extended prevention phase (6–18 months). Efficacy and safety data were derived from two network meta-analyses. Reference treatment comparators were derived from the EINSTEIN-Pooled study and EINSTEIN-CHOICE trial. Healthcare costs and utility data were derived from published literature.Results: The rivaroxaban regimen was associated with increased quality-adjusted life years (QALYs) and slightly lower total costs compared with apixaban over a lifetime horizon. Deterministic and probabilistic sensitivity analyses demonstrated that rivaroxaban remained a cost-effective alternative to apixaban over a wide range of parameters. Incremental cost-effectiveness ratio estimates were below the £20,000 per QALY threshold in 74.1% of 2,000 model simulations. Scenario analyses further supported that rivaroxaban is a cost-effective alternative to apixaban.Limitations: Clinical and safety inputs were derived from network meta-analysis, which are subject to inherent limitations whereby small differences between study designs may severely impact efficacy and safety outcomes. Furthermore, these inputs were based on data from clinical trials, which may not reflect real-world data.Conclusions: Rivaroxaban was associated with a slightly lower total cost and increased QALYs compared with apixaban for VTE management in the UK over a lifetime horizon. 相似文献
In 1996, the second German Delphi study (“Delphi '98”) was started. The Delphi '98 is a two-round Delphi expert survey being conducted by the Fraunhofer Institute for Systems and Innovation Research (ISI) on behalf of the German Federal Ministry of Education, Research, Science, and Technology (BMBF). The study was published in February 1998, and is now getting into its implementation phase. Its inherent focus is on the development of science and technology in 12 thematic fields in the next 30 years. To arrive at a better understanding of the influence of personal attitudes towards general developments in natural environment and society, the respondents were asked in the first round of the Delphi survey for their personal opinion towards several megatrends concerning the natural environment, economic, sociological, and political developments. Over 2,300 answers led to a very solid database, which gives insights into the general attitudes of the German R&D experts. On some topics, there is a high consensus, whereas in others, opposite opinions coexist. These results may serve as the database for a factor analysis leading to the identification of five different expert types. This paper examines the crucial question of whether different patterns in assessing the future development in science and technology by expert types can be observed. In general, it turned out that differences in personal attitudes towards megatrends do not influence the estimation of developments in science and technology. However, differences exist in specific topics and the distribution of the five experts types among the respondents differs significantly in the 12 fields. 相似文献
This article presents results of a study that investigates egocentric network differences between female and male entrepreneurs and their entrepreneurial outcomes in Tanzania. Based on a random sample of 272 micro-, small, and medium-size enterprises, the study reveals that female and male entrepreneurs have diverse networks. However, when compared to their male counterparts, female entrepreneurs' strong ties included more kin members. No significant gender difference in the composition of weaker ties was observed, suggesting gender differences in the choice of individuals with whom to have strong ties but not with whom to have weak ties. A significant gender difference in entrepreneurial outcomes at both start up and at the time of research was found, suggesting an antecedent networking behavior influence on performance. 相似文献
Although scholars have highlighted human resource's (HR's) important role as a change agent, we know little about the extent to which HR influences the change context to foster positive employee responses and support organizational changes. This study positions perceived HR system strength as an important internal context factor that influences employees' reactions toward change. Drawing on emotion theory and social exchange theory, we analyze the mechanisms through which employees' perceptions of HR system strength lead to positive employee responses to organizational change. Data from 704 employees in a UK police force showed that employees' perceptions of HR system strength were positively related to their ability to cope with organizational change and that this relationship was simultaneously mediated by state positive affect and perceived organizational support. Moreover, our findings demonstrated that coping with organizational change was positively related to employees' change‐supportive behavior. This study is important because it broadens the remit of HR's role as change agent and provides valuable insight into how HR positively influences employee outcomes during organizational change. 相似文献
Although collusive tax evasion by buyers and sellers of commodities and also by employers and employees is widespread all over the world, it has rarely been analyzed in the tax evasion literature. To fill this gap and to compare collusive tax evasion with independent tax evasion, this paper develops a simple noncooperative game-theoretic model and confirms the model’s predictions in a laboratory experiment. Because collusive tax evasion involves social interaction, this paper focuses on the effect of social norms and theoretically and empirically demonstrates that the tax compliance norm has a stronger negative effect on the magnitude of collusive tax evasion than on independent tax evasion. The reason for this result is that in a collusive tax evasion game with multiple equilibria social norms affect the range of equilibria and act as an equilibrium selection device, whereas social norms need to be strongly internalized to change the behavior of taxpayers who evade taxes unobservedly. 相似文献
Science, technology, engineering, and mathematics (STEM) fields are notably important for innovation and technological development, which in turn are seen as drivers of social and economic growth. Hence, researchers and policy-makers have paid substantial attention to analyzing and promoting high-growth ventures in STEM fields. However, STEM fields are highly gender-skewed, regardless of whether the population considered is students, faculty members, graduates, top managers, or entrepreneurs. This is noticeable in the small number of women entrepreneurs with STEM backgrounds. This underrepresentation of women in innovation-driven business startups highlights existing gender biases and systemic disadvantages in social structures, making visible the double masculinity that exists at the intersection of STEM and entrepreneurship. This article addresses this issue by combining insights from research about women’s entrepreneurship and research about the gender aspects of STEM fields. We emphasize institutional, organizational, and individual factors influencing women’s entrepreneurship in STEM fields, laying the foundation for the articles included in this special issue. Finally, we discuss the way forward for research on the gender aspects of STEM entrepreneurship to help us create the knowledge needed to close this gender gap.
