技术创业型企业孵化资本投入的风险管控——来自多案例对比

待孵化的技术创业型企业同时具有概念性技术向差异化产品转化的高风险与产品异质性被认同后溢价评估的高收益特点，导致其投资者多处于隔岸观火却欲罢不能的的孵化投资矛盾中。对孵化资本实施有效的风险管控，成为吸引外部资本投入的关键。基于此，选择在可创概念选育与技术创业孵化领域探索出高成功率路径的概念证明中心、YCombinator和创新工场为研究案例，分析其在创业项目筛选、孵化资金运营等关键环节的风险管控方式，以期完善我国孵化资本管控理论、助力我国商业孵化器提高资金风险管控能力、促进外部资本投入。     

The effects of slack resource of R&D professionals on firm performance: evidence from traditional manufacturing firms in an emerging economy

Abstract

As an important component of organizational human resource slack (HR slack), the slack of research-and-development (R&D) professionals has been studied by several authors. However, it remains unclear whether and how this small component of general HR slack, i.e. the slack of research-and-development professionals (RHR slack), may affect overall firm performance in an emerging economy without much R&D tradition or pro-R&D institutions. Based on two organizational theories, i.e. institutional theory and the resource-based view of the firm (RBV), we propose competing hypotheses on the relationship between RHR slack and firms’ accounting performance. We also examine whether the relationship between RHR slack and firm performance should be linear or curvilinear. Finally, we also test the relationship between RHR slack and other dimensions of firm performance. Several interesting findings have been obtained. For instance, neither the perspective based on institutional theory nor that based on RBV can fully predict all types of RHR slack-performance relationships, be these relationships linear or curvilinear.     

军民融合社会关系网络对军民融合新创企业成长的影响

军民融合新创企业是推动我国国防建设和社会经济融合发展的重要力量，军民融合社会关系网络具有丰富的异质性资源，可以有效促进军民融合新创企业成长。借鉴社会网络理论，构建以关系深度、关系广度、关系高度为代表的军民融合社会关系网络、耦合共生与军民融合新创企业成长理论模型，通过对收集的304份军民融合新创企业问卷数据进行实证分析，结果发现：军民融合社会关系网络对军民融合新创企业成长具有正向影响；耦合共生在军民融合社会关系网络与军民融合新创企业成长间发挥中介作用；创业导向显著调节耦合共生与军民融合新创企业成长的关系。     

区域规划的必要性与困境:从英格兰废止"区域空间战略"所引发的思考

面对全球经济衰退和地方可持续发展的严峻挑战,英国政府自2010年以来,为解决规划体系存在的层级过多、官僚、效率低下等弊端,通过重构空间规划体系,调整规划和发展之间的关系,实现经济的复苏.英国空间规划体系改革废止2004年《规划和强制收购法》所设立的法定"区域空间战略",区域协调出现问题.区域间的协作长期以来就是空间规划的一个难题,解决这个难题有两种模式,一个是政府行政的模式,另一个是市场和经济的模式.由于英国 自身具有自由裁量权特征的规划体系,区域间各方的合作十分重要,但以什么机制开展协作一直未能解决.这次的改革废除了区域规划和区域机构,希望以市场的手段进行协调、平衡区域间各方的利益在理论上具有操作性,但至今为止的实际运作并不理想.     

Online channel introduction under contract negotiation: Reselling versus agency selling

This study investigates manufacturers' online channel introduction strategies by considering two typical retailing formats, namely, reselling and agency selling. Online spillover effect and contract negotiation are considered to make the model more consistent with practice. We find that with a strong bargaining power, the manufacturer will always be profitable when it introduces online channels, whether it is reselling or agency selling. Meanwhile, agency selling is always profitable for the manufacturer than reselling. Interestingly, we find that an incentive alignment exists when two online channels are introduced, where agency selling is profitable for both the manufacturer and the e-commerce platforms (EPs).     

Depreciation of Business R&D Capital

We develop a forward-looking profit model to estimate the depreciation rates of business R&D capital. By using U.S. government data between 1987 and 2007, and the newly developed model, we estimate both constant and time-varying industry-specific R&D depreciation rates. The results comprise a set of R&D depreciation rates for major U.S. high-tech industries. They align with the main conclusions from recent studies that the rates are in general higher than the traditionally assumed 15 percent and vary across industries. The relative ranking of the constant R&D depreciation rates among industries is consistent with industry observations and the industry-specific time-varying rates are informative about the dynamics of technological change and the levels of competition across industries. Lastly, we also present a cross-country comparison of the R&D depreciation rates between the U.S. and Japan, and find that the results reflect the relative technological competitiveness in key industries.     

加强政策事中事后评估的思考

党的十九届四中全会明确提出要强化决策执行、评估、监督,做好政策评估对优化政府职能、推动国家治理体系和能力现代化有积极作用。加强政策运行情况的评估,应从优化评估工作机制、完善和培育评估机构、强化评估结果的应用入手,不断提升评估工作质量,形成适应中国特色社会主义现代化治理体系的事中事后政策评估机制。     

Buying reputation as a signal of quality: Evidence from an online marketplace

Seller reputation, generated by buyer feedback, is critical to fostering trust in online marketplaces. Marketplaces or sellers may choose to compensate buyers for providing feedback. Signaling theory predicts that only sellers of high-quality products will reward buyers for truthful feedback, especially when a product lacks any feedback and when the seller is not established. We confirm these hypotheses using Taobao's reward-for-feedback mechanism. High-quality products, especially without established feedback, are chosen for feedback rewards, which cause sales to increase by 36%. Marketplaces and consumers can therefore benefit from allowing sellers to buy feedback and signal their high-quality products in the process.     

累进计分和增量增酬在卫生院绩效管理中的应用探讨

随着卫生体制改革,政府对基层卫生机构的投入要要求也在不断加大,卫生院采用绩效管理制度,提高卫生院医护工作者的工作效率,从而提高卫生院的整体水平。但在实际应用中,绩效管理工作开展出现了较多问题,导致工作开展不顺利,因此,有效的绩效管理制度制定特成为了目前基层卫生院重点关注和思考的问题,本次研究将累进计分和增量增酬应用到卫生院绩效管理中,并取得了较高的应用效果。
