基于FPGA的数字交换系统的设计与实现

本文提出了一种基于FPGA的数字交换机的实现方案。方案中利用FPGA对PCM信号进行处理,在FPGA内实现了话路交换、控制接口、时钟信号与信号音产生等主要功能,大大简化了硬件电路,并且较之传统方案具有明显优越的可扩展性。

发展我国空基通信网初探

空基通信同是由航空通信系统平台和航天通信系统平台组成的一个协调统一的通信网络。它能保证军事通信系统受到敌方软硬攻击后仍有部分生存能力。本文在分析海湾战争中所采用的空基通信系统(网)以后,讨论了这种通信网的基本构成及其在未来战争中的作用,最后对如何发展我国的空基通信网提出一些建议。

The paradox of export-oriented import protection: Reassessing South Korea's trade policy

As an instrument for intervention, import protection can be used to pursue both outward-oriented and inward-oriented trade policies. Although the negative consequence of inward-oriented protection has been well documented, the impact of an outward-oriented import protection policy remains largely unknown. This study investigates the impact of such a policy in the case of South Korea. Empirical data on Korea's import protection, export incentives, output growth, and export performance are compiled and tested in a supply side framework. The findings of this study suggest that the well-documented import protection measure is an integral element of Korea's export-oriented trade policy and that it will be in the self interest of Western business to respond strategically to such outward-oriented protection measures. © 1995 John Wiley & Sons, Inc.     

我国基本公共服务的范围、均等化标准及其进程设计

本文提出了我国基本公共服务的可操作范围和财政预算支出项目;在分析三种均等化标准优劣的基础上,提出均等化标准应该是逐步达到各个地区人均财政支出差距量控制在不高于或不低于全国平均水平5%～10%的范围之内。本文建议对于不同的财政支出项目可以实行不同的差距控制量标准,不采取"一刀切"的标准。根据我国目前的财政体制和基本公共服务均等化状况,完全实现均等化目标需要一个较长的渐进性历史过程。为此,可以从一些局部的与民生直接相关的基本公共服务项目开始,分为两大层次对基本公共服务均等化的项目进行优先排序,逐步以"蚕食性"的方式完成基本公共服务均等化。     

Returns to Retail Banking and Payments

The present paper examines the fundamental relationship between the country-level infrastructure of the retail payment market and overall bank performance. Using data from across 27 European markets over the period 2000–07, the results confirm that the performance of banks in countries with more developed retail payment service markets is better. This relationship is stronger in countries with a relatively high adoption of retail payment transaction technologies. Retail payment transaction technology itself can also improve bank performance, and evidence shows that heterogeneity in retail payment instruments is associated with enhanced bank performance. Similarly, higher usage of electronic retail payment instruments seems to stimulate banking business. We also show that retail payment services have a more significant impact on savings and cooperative bank performance, although they have a positive influence on the performance of commercial banks as well. Additionally, the findings reveal that the impact of retail services on bank performance is more pronounced through fee income, although their impact through interest income is also positive. Finally, an effective payment service market is found to be associated with higher bank stability. Our findings are robust to different regression specifications.     

我国“血荒”问题的行为经济学视角研究

近年来血荒问题日益严重,社会矛盾突出,严重影响了社会总效益.本文引入有限理性经济人的假设,从行为经济学的角度分析社会个体不愿献血的原因.同时为了更清晰地说明人们无偿献血的净收益,本文引入成本效益理论,建立成本、效益模型;从行为经济学的角度分析并提出了如何解决血荒问题的建议:提高医疗卫生水平;加大新闻报道宣传力度;引入参照系;完善用血补助机制;优化奖励方式;透明化公共用血机制等.     

优化地方政府投资项目资金监管体系的探讨:我国西部地区视角

随着西部地区经济实力显著提升,政府投资项目逐年增多,但是项目资金监管不力的问题也日趋明显。本文基于西部地区政府投资项目资金管理的现状,分析现行资金监管体系存在的主要问题,提出了完善法律法规、引入财务监理制度进行全过程监管、建立中介机构市场准入制度等措施,为优化地方政府投资项目资金监管体系提供参考。
