MUTUAL FUND MORTALITY, 12B‐1 FEES,AND THE NET EXPENSE RATIO

The Securities and Exchange Commission is currently reviewing Rule 12b‐1, which governs how fund advisors may pay for the distribution of fund shares. We provide evidence that even after adjusting for economies of scale, funds with 12b‐1 fees have higher expense ratios net of the 12b‐1 fees than do funds without such fees. This finding suggests that 12b‐1 fees are more than just a deadweight cost. We also demonstrate that 12b‐1 fees are highest for funds that ultimately fail, that the proportion of funds with 12b‐1 fees is increasing over time, and that the level of those fees is also increasing over time.     

Assets,activities and income generation in rural Mexico: factoring in social and public capital⋆

In recent years, there has been increasing emphasis in the rural development literature on the multiple income‐generating activities undertaken by rural households and the importance of assets in determining the capacity to undertake these activities. Controlling for the endogeneity of activity choice and applying Lee's generalisation of Amemiya's two‐step estimator to a simultaneous equation model, household returns to assets from multiple activities are explored for the Mexico ejido sector. To incorporate the multiple variables representing social and public capital into the analysis, factor analysis is used. The results indicate that the asset position of the household has a significant effect on household participation in income‐generating activities and returns to those activities. Furthermore, the inclusion of measures of social and public capital into the analysis show that these assets play an important role in income‐generating activities and that the influence is dependent on the type of social and public capital as well as the particular activity.     

Privatisation: Let the Market Decide

Is the Government privatising efficiently? Is it floating the shares in nationalised industry economically? Will British Telecom be under-priced? Professor Davis and Roger Buckland have studied the privatisation issues of shares over five years and found large but avoidable losses. They argue that the Government's marketing technique could be improved by making less use of the large financial institutions and more use of competitive tenders.     

An application of computer mapping: collecting,displaying and using student location data

A practical methodology is presented for collecting data on the location of students and for recording this data in such a form that it is easily converted into computer input. This computer input may be used to construct graphical displays of student locations and/or to determine school bus routes automatically.     

Food transfers to Asia: A Delphi forecast of required levels

The authors obtained the views of a number of agricultural economists on the desirability and feasibility of future food transfers from rich to poor countries. The consensus view which emerged was that food aid will still be needed in the 1980s but that practical institutional arrangements for it are more likely to come from the political than the economic arena.     

Case management: an evaluation at Childrens Hospital Los Angeles

This prospective, quantitative, and qualitative evaluation of the case management program at CHLA clearly demonstrated the value of professional service coordination of care for children with complex, special health needs. Most specifically, the program documented improvement in three discrete areas of evaluation: 1. Financial, with decreased unnecessary expenditures and increased revenue. 2. Patient satisfaction, documented with validated questionnaires. 3. Clinical process improvement, using quantifiable clinical outcomes. At the very least, case management is an extremely valuable service in the present managed health care environment, and may in fact be indispensable.     

Workplace chaplains: filling a need traditional EAPs can't meet

More organizations are finding secular counseling provided by employee assistance programs (EAPs) is inadequate for many employees. As a result, increasing numbers of employers are providing services of workplace chaplains. Chaplain services are not necessarily part of the recent fad toward "spirituality" in organizations, but rather address the needs of an increasingly non-churchgoing culture living in a more stressful world.

Firm-specific cost savings and market power

Summary. We report a policy experiment that illustrates a potential problem of using historical pass-through rates as a means of predicting the competitive consequences of projected firm-specific cost savings in antitrust contexts, particularly in merger analysis. The effects of cost savings on welfare can vary vastly, depending on how the savings affect the industry supply schedule. In a capacity-constrained price-setting oligopoly, we observe that cost savings can overwhelm behaviorally salient market power incentives when the savings affect marginal (high cost) units. However, cost savings of the same magnitude on an infra-marginal unit leave market power unchanged.
