The Nature of Business Planning Undertaken by General Practitioner Fundholding Practices in the North West Region

This article focuses on a central feature of the former Conservative Government's approach to the National Health Service (NHS), the introduction of General Practitioner Fundholding. It examines the nature of business planning undertaken by fundholding practices in the North West Region by looking at the participation of various stakeholders in the business planning process, the business planning techniques adopted and the extent to which fundholding practices set and monitor their objectives.     

Age-test Markov chains for drug testing and detection

Random urinalysis strategies stratified by time since the last test are characterized with a set of Markov chain models. The probability of a person being tested depends on the amount of time since the person's last test. The Nuclear Regulatory Commission (NRC) has proposed a two strata drug testing strategy based on time since last test. The proposal included a high testing rate for people not yet tested in a given time period and a low testing rate for people testing negative in a given time period. Southern California Edison has implemented a variation of the NRC proposal. These strategies can be modeled within a Markov chain framework. Time to detection is calculated as a function of testing probabilities and drug usage levels. Drug user gaming strategies are discussed with illustrations. These models are implemented as part of a U.S. Navy drug policy analysis system.     

Simple formulas for standard errors that cluster by both firm and time

When estimating finance panel regressions, it is common practice to adjust standard errors for correlation either across firms or across time. These procedures are valid only if the residuals are correlated either across time or across firms, but not across both. This paper shows that it is very easy to calculate standard errors that are robust to simultaneous correlation along two dimensions, such as firms and time. The covariance estimator is equal to the estimator that clusters by firm, plus the estimator that clusters by time, minus the usual heteroskedasticity-robust ordinary least squares (OLS) covariance matrix. Any statistical package with a clustering command can be used to easily calculate these standard errors.     

How to arrest the decline of local government

In political terms, the case for abolishing rates and substituting a local income tax has frequently been made, notably by the Layfield Committee of Inquiry into Local Government Finance: political independence of local government can only come through financial independence from central government grant. The financial case, which has so far tended to go by default, is based on the premise that local spending decisions can only be made responsibly if the cost of these decisions is felt on the authorities’ own tax base. With the existing level of government support, that is impossible ‐ at least with a Government which appears reluctant to follow through the logic of its new block grant and make rates take the strain of extra spending. Historically, local government has lost its powers in direct proportion to the decline in its tax base. Only local income tax will allow expansion of local responsibility in the longer term, and provide the basis for proper financial accountability. That should appeal to a Government which has often professed its support for such an expansion, and yet is also concerned with making sure that taxing and spending decisions are taken together.     

The Poverty of Accounting Discourse

Competence-based learning and qualifications have been developed and progressively introduced into vocational and professional education and training within the United Kingdom over the past decade. This paper traces their development and history. The reasons for the development of the competence-based system and some of the main features of the NVQ system of qualifications are outlined. The paper ends with a review of the issues which remain to be fully addressed.     

SEASONED EQUITY OFFERINGS FOR NEW INVESTMENT AND THE INFORMATION CONTENT OF INSIDER TRADES

Significant negative valuation effects are widely acknowledged for firms announcing seasoned equity offerings. This result is consistent with theoretical models linking new equity issues to increased adverse-selection costs, lower management ownership in the firm, misuse of free cash flow, or expectations for earnings declines. Also increasingly evident, insiders trade around corporate announcements. We test the hypothesis that insider trading and announcements of new equity issues serve as joint signals in the market's evaluation of prospective capital investment projects. Our findings are consistent with the hypothesis that insider trading is related to market reaction to announcements of new equity issues.     

Do Wages Rise or Fall Following Merger?*

This paper provides a systematic empirical analysis of the effects of merger and acquisition activity on profitability and firm‐level employee remuneration in the UK, using a specially constructed database for the period 1979–91. It finds that both profitability and wages rise following acquisition, and firms that merge within the same industry division experience larger increases in profitability and pay their workers higher wages than those engaged in unrelated acquisitions; i.e. in part, the result of an increase in the efficiency with which labour is used following related acquisition.
