Technology has always had an influence on the form of settlements, but only since the coming of Information Technology has it aroused much interest from academics and planners. The impact that IT is likely to have on urban areas is debated, some foreseeing decentralisation and the end of place, while others see evidence of the centralisation of control in a global economy. Other new technologies may also affect cities as new materials provide the opportunity for different styles of building. As we enter the 21st century, however, we do so with the largest stock of urban capital ever, much of which is ageing and in need of maintenance. Technology is part of a complex interrelationship of influences on urban areas and much of it will have to be retrofitted on to the pre-existing environment.  相似文献

Current road safety programs and thinking in Australia are constructed within a paradigm that tends to accept existing cultural arrangements. Such programs therefore, favour symptomatic solutions and technical and/or physical solutions as a way forward. Fundamental redesign of cultural arrangements is necessary in order to challenge the “culture of speed”. Our research is developing a holistic, social ecological model for reconnecting road safety with communities that value quality of life and slower ways of being. Improving road safety through reduction in the volume and speed of motorised traffic is integrally related to enhancing health and fitness, reducing greenhouse gas emissions, and improving neighbourhood planning and community cohesion. In this regard, community-based travel behaviour change initiatives are deserving of much greater attention in the road safety area. As well as these changes at the personal and community scale, policy changes to urban and transport planning that address the broader issues of sustainability in an era of climate change and peak oil can also be linked to improvements in road safety.  相似文献

Abstract

The importance of increased levels of education in improving the status of women throughout the world is well established. Higher levels of education are associated with lower birth rates, higher incomes, and greater autonomy for women. Yet, women's struggle to have a voice in higher education has been fraught with difficulties in the US and worldwide, particularly in overcoming widely held perceptions that limit their entrance into certain academic fields, tenured positions, and elite universities. This essay examines the role political economy has played in providing narratives that rationalize women's limited participation in higher education. By examining the representation of women in the academic culture of the nineteenth- and twentieth-century US, we can perhaps better understand women's struggle to obtain an authoritative voice in higher education worldwide.  相似文献

In an earlier paper in this journal, we argued that current road safety programs and thinking are constructed within a paradigm that tends to accept existing cultural arrangements. The current paper is a sequel to the earlier one, and outlines significant policy themes emerging from a research project on a holistic approach to road safety. Two overarching themes include the importance of leadership for policy change and implementation, and addressing the more transformative aspects of intervening in a system. A distinction can be drawn between “deep” sustainable change, which usually requires fundamental redesign of the systems involved, and “shallow” adaptive change. Examples of deep change discussed include the much wider application of mobility management, a strong shift to active travel and public transport, and a reconsideration of how time is structured in society, as with the adoption of “Slow Cities” principles. Transformational leadership can draw on a variety of “knowledge cultures”, which can all share in collective decision-making and possible actions for the future. We discuss especially leadership at the worldview, organisational, and community levels. Vision Zero approaches are valuable, but need to be integrated with a common vision for a sustainable transport system developed in conjunction with energy, transport, health, environment, and education agencies. In addition, Vision Zero approaches can be assisted by greater attention to and questioning of embedded cultural practices and behaviour.  相似文献

The issue of how MNCs manage the organizational culture in their overseas subsidiaries is one of the central questions for managing overseas employees. The study explores how a Japanese MNC in Hong Kong manages its organizational culture across cultures. The results imply that a company will not be effective if it uses artifacts only, such as ceremonies to convey the desired culture to the local employees. The more important mechanism is the human resource management system which is considered as the statement of the company's values, beliefs and assumptions. Since the case company uses a dual human resource management system and a dual control practice for the Japanese and local employees, these practices send out mixed messages and signals to the local employees who cannot project the desired state culture. Furthermore, because local employees bring along with them their values derived from national culture, they tend to adhere to these values rather than those of the company.  相似文献

Planning, and practically all forms of decisionmaking, are concerned with the future. The future, unless we adopt deterministic philosophies, is uncertain and therefore difficult to plan for. Through the processes of change it is likely to be different from the past; existing and past knowledge and experience are only a partial guide to decisionmaking. The inclusion of a future dimension based on careful thought about possible future development offers a new tool to the decisionmaker that should not be overlooked.  相似文献

The protection of employee rights in the workplace is one of the fundamental ethical questions facing organizations today. Organizations differ in the extent to which they protect the rights of both employees and themselves as employers, yet little research has examined the types of organizations that have rights protection policies. Instead of the classic normative approach to ethical issues, this study took a contextual approach to the management of rights in the workplace through human resource policies. Associations were found between the organizational characteristics of size, industry, unionization, business condition, and the existence of employee and employer rights policies. Additional analyses revealed underlying dimensions in right policies and the relationship of organizational characteristics to these aspects of rights management were examined. The results are discussed in terms of understanding human resource rights management within an organizational context.Catherine E.
