Can John Stuart Mill’s radicalism achieve liberal egalitarian ends? Joseph Persky’s The Political Economy of Progress is a provocative and compelling discussion of Mill’s economic thought. It is also a defense of radical political economy. Providing valuable historical context, Persky traces Mill’s intellectual journey as an outspoken proponent of laissez-faire to a cautious supporter of co-operative socialism. I propose two problems with Persky’s optimistic take on radical social reform. First, demands for substantive equality have led past radicals to endorse exclusionary nationalist and eugenics policies. It pushes some contemporary radicals towards illiberal interventions into intimate social life. Second, the radical critique of capitalism relies on an account of profit that neglects the epistemic function of private-property markets. Once this is acknowledged, capitalism retains some progressive credentials against radical alternatives. 相似文献
How willingness to pay for environmental quality changes as incomes rise is a central question in several areas of environmental economics. This paper explores both theoretically and empirically whether or not the willingness to pay (WTP) for pollution control varies with income. Our model indicates that the income elasticity of the marginal WTP for pollution reduction is only constant under very restrictive conditions. Our empirical analysis tests the null hypothesis that the elasticity of the WTP for pollution control with respect to income is constant, employing a multi-country contingent valuation study of eutrophication reduction in the Baltic Sea. Our findings reject this hypothesis, and estimate an income elasticity of the WTP for eutrophication control of 0.1–0.2 for low-income respondents and 0.6–0.7 for high-income respondents. Thus, our empirical results suggest that the elasticity is not constant but is always less than one. This has implications for how benefits transfer exercises, and for theoretical explanations of the environmental Kuznets curve. 相似文献
Objective: Inter-regional comparison of health-reform outcomes in south-eastern Europe (SEE).
Methods: Macro-indicators were obtained from the WHO Health for All Database. Inter-regional comparison among post-Semashko, former Yugoslavia, and prior-1989-free-market SEE economies was conducted.
Results: United Nations Development Program Human Development Index growth was strongest among prior-free-market SEE, followed by former Yugoslavia and post-Semashko. Policy cuts to hospital beds and nursing-staff capacities were highest in post-Semashko. Physician density increased the most in prior-free-market SEE. Length of hospital stay was reduced in most countries; frequency of outpatient visits and inpatient discharges doubled in prior-free-market SEE. Fertility rates fell for one third in Post-Semashko and prior-free-market SEE. Crude death rates slightly decreased in prior-free-market-SEE and post-Semashko, while growing in the former Yugoslavia region. Life expectancy increased by 4 years on average in all regions; prior-free-market SEE achieving the highest longevity. Childhood and maternal mortality rates decreased throughout SEE, while post-Semashko countries recorded the most progress.
Conclusions: Significant differences in healthcare resources and outcomes were observed among three historical health-policy legacies in south-eastern Europe. These different routes towards common goals created a golden opportunity for these economies to learn from each other. 相似文献
Foreign direct investment (FDI) has played an important role in the development of Laos since the country embarked on an economic transition and business liberalisation programme in the late 1980s. However, in recent years Laos has witnessed a marked contraction in its cumulative FDI inflows. This article provides a profile of FDI activity in Laos over the past decade and identifies the various factors behind the rise, and subsequent decline, in foreign investment inflows during the 1990s. The article concludes by suggesting some of the ways in which Lao policy makers might seek to revive the country's flagging FDI sector. 相似文献
Despite illuminating multiple modalities by which armed conflict is discursively justified, critical geopolitics can be criticised for providing a weak normative engagement with the social institution and practices of warfare. This has limited the impact of this school of thought outside of geography and critical security studies at a time when the ethics of military intervention have been prominent in public debate. This article explores the moral discourse of critical geopolitics through an examination of Gerard Toal's writings on Iraq and Bosnia. This scholarship is reviewed in the light of Coates's typology of major traditions of moral reflection on war – militarism, realism, just war theory, and pacifism/nonviolence. This analysis interrogates Toal's narratives, in which American military intervention was advocated in the Former Yugoslavia and opposed in Iraq. This suggests that rather than a thoroughgoing commitment to pacifism/nonviolence, or a blanket cynicism about American foreign policy, Toal's thinking includes an underlying attachment to some form of just war reasoning. However, its implicit and partial appropriation leads to a certain incoherence and selectivity that calls for further reflection. This presents a challenge to critical geopolitics. If it chooses to engage more explicitly with just war theory, its insights into identity and militarism could in turn inform a reworking of aspects of the theory, thereby facilitating critical geopolitics' engagement with wider public anti-militaristic modes of discourse. However, as this risks blunting the political potential of the project and repeating the mistakes of twentieth-century geopolitical thought, the paper concludes with a call for a wholehearted commitment to nonviolence. 相似文献
We use data from the 2008–2009 Athens Area Study (AAS) to provide the first evidence on the relationship between men's sexual orientation and wages in the Greek capital, Athens. Gay and bisexual men are found to receive significantly lower monthly wages than heterosexual male workers after accounting for demographic and occupational characteristics. The estimations reveal that educated gay and bisexual workers face lower wage differentials than less-educated gay and bisexual workers, which is consistent with the statistical theory of discrimination. However, wage gaps are significant at all educational attainment levels, suggesting that these workers face strong prejudices in the Athenian labour market. The same pattern holds also across all occupations and sectors. Furthermore, to better understand the determinants of the wage gaps, we compare gay/bisexual men with both married and unmarried heterosexual men. By making these comparisons, we are able to disentangle the penalty associated with being unmarried from other human-capital explanations for the wage gap. 相似文献
Financing pensions in the EU is a challenge. Many EU countries introduced private pension schemes to compensate declining public pension levels due to reforms made necessary by demographic change. In 2001, Germany introduced the Riester pension. Ten years after introduction the prevalence rate of this voluntary private pension scheme approximates 37 %. However, numerous criticisms raise doubts that the market for Riester products is transparent. Using the 2010 German SAVE survey, this article investigates terminated and dormant Riester contracts on a household level for the first time. Respectively 14.5 and 12.5 % of households who own or have owned a Riester contract terminated or set dormant their contract. We find that around 45 % of terminated or dormant Riester contracts are caused at least partly by product-related reasons, which is significantly higher than for endowment life insurance contracts. The uptake of a new contract after a termination is more likely if a termination is product-related. Nevertheless, after a termination 73 % of households do not sign a new contract, which can have serious long-term consequences for old-age income. Households with low income, low financial wealth or low pension literacy are more likely to have terminated or dormant contracts. Low income and low financial wealth households also have the lowest prevalence rate of Riester contracts and are at higher risk of old-age poverty. 相似文献

implementation stages. We test a framework of internal (sales manager and salespeople) brand adoption using an empirical multilevel
study. Our findings suggest that the construct of expected customer demand (ECD) plays an important role in sales force brand
adoption. First, ECD directly influences salespeople’s and sales managers’ brand adoption. Second, ECD serves as a cross-level
moderator of new brand adoption transmission. We find the influence of sales managers’ brand adoption on salespeople’s brand
