There is a growing interest in the establishment of suitable measures of the overall performance of government business enterprises, particularly railways, which are a major recipient of government subsidy. They must improve their performance and become more cost efficient. Any policy designed to reduce costs must consider the implications of resultant actions on the overall productivity of a business. We propose the use of the total factor productivity index as an appropriate reference benchmark, to enable each railway to evaluate the productivity implications of any change to the operating and managerial environment. Using the Institute of Transport Studies' rail database, total factor productivity indices are derived annually from 1971/72 to 1991/92 for the 5 major public rail systems in Australia and sources of variation are identified.The paper recognizes the need to identify sources of variation in productivity which translate into operational guidelines for management in assisting them to improve performance over time. A contribution is the recognition of the importance of including both demand side (final output) and supply, side measures of output (intermediate output). Final output may be more important for monitoring the performance of an enterprise from a cost-effectiveness perspective, but a supply side measure is often more useful to operators because it is the dimension of output over which they have more control.The research reported in this paper was partially funded by an Australian Research Council grant (No. A78930595).  相似文献

Between 1800 and 1860, mean adult stature of (U.S.) white males declined by nearly an inch, while real output grew substantially, creating the “Antebellum Puzzle.” In contrast, male slaves did not experience a comparable decrease in heights. To explain this puzzle within a puzzle, we show that the benefit of the marginal nutrient exceeded the cost throughout the antebellum era. As a result, it paid for slave owners to engage in the supplemental feeding of slaves, which increased their stature. While this is consistent with a productivity explanation of increased stature, we also argue that informational asymmetries played an important role in the market for slaves. Slave owners had an incentive to signal that their slaves were high-productivity laborers by supplying them with additional food, which positively impacted slave heights. We provide evidence that, distinct from a productivity explanation, signaling mattered in the trend of slave heights.  相似文献

A managerial process is developed for assessing the efficiency of 552 individual stores for a multi-store, multi-market retailer employing Data Envelopment Analysis (DEA). Incorporating assurance regions into a DEA model allowed for a more complete specification of inputs and outcomes than usually found in DEA applications. This procedure permitted the researchers to capture top management's strategic thinking. Practical usefulness of the process' results is illustrated with respect to two management issues: evaluating store managers and identifying critical success factors (CSFs).  相似文献

To enrich the knowledge of the value of ethical leadership in a more entrepreneurial setting, we focus on technology-based young firms and theorize through the lens of CEO-TMT interface whether and how founder-CEOs’ ethical leadership influences young firms’ ambidexterity. We argue that founder-CEOs’ ethical leadership can enhance young firms’ ambidexterity in an indirect way, through promoting top management team (TMT) members’ advice-seeking behavior and team satisfaction. Data from a multi-source and time-lagged survey of founder-CEOs and all TMT members in 81 Chinese technology-based young firms supported our predictions. We discuss the theoretical and practical implications of our study to the extant research.
