Innovative development of the engineering industry

The article presents forecasts and analyses aimed at the justification for the modernization of the Russian economy based on innovative products of the engineering industry. Solutions to the following tasks are proposed: to restore the function of innovations of the engineering industry, to provide the innovative and technological development of the production apparatus of the engineering industry, and significantly increase the share of domestic products in the market of investments and consumer goods.     

Knowledge refinement for aircraft design and other processes with long cycle time

This paper is concerned with possible technical processes for collecting and refining knowledge and expertise within the Research and Development and Production and Support functions in the aircraft industry. It is also concerned with processes for facilitating the use of stored knowledge and expertise in providing for example continuity of good practice. Features of humans as processors of information, which will influence the collection and use of relevant knowledge and experience, are considered. The feasibility of 'solving' information processing problems with currently available techniques and hardware and software products is assessed. Indications are given of the kinds of developments that seem to be needed in the context of aircraft design and other activities considered in this paper. Human privacy considerations are identified as a possible problem and are discussed briefly.     

The Impact of Receiving Debtor-in-Possession Financing on the Probability of Successful Emergence and Time Spent Under Chapter 11 Bankruptcy

The ability to obtain financing is a critical element in attempting to successfully reorganise a firm which has declared Chapter 11 bankruptcy. Debtor-in-possession (DIP) financing has become an increasingly popular method in recent years. This paper examines whether receiving DIP financing is related to successful reorganisations and a shortened duration under Chapter 11 bankruptcy proceedings. This study finds that there is an increase in realised returns to equity at the announcement of DIP loan agreements which is positive and statistically significant. It is also found that DIP-financed firms have a reduced probability of liquidation, and shorter time spent under bankruptcy proceedings.     

'We're all Human Resource Managers Now': Local Government Middle Managers

In the context of the much-publicised moves within local government from traditional Personnel Management to new Human Resource Management (HRM) systems, this article explores the extent to which line managers' day-to-day people management practices had changed as a consequence of their local authority's formal adoption of HRM policies. While many of these managers had made real and substantial changes in their people management activities, it was nevertheless clear that barriers remained to the full realization of the HRM ideal, with potentially adverse consequences for the managers' motivation and performance levels and for overall organizational effectiveness.
